The minutes of the regular semi~rconth],y meeting of theTown Council

of the Town of Pulaski, Virginia held on the 17th day of April, 1956ji at
4 p.m. in the municipal offices.
There were present: Mayor C. V. Jackson, presiding.
Councilmen; I. R. Carper, C. T. Brookman, W. A. Larson, W. F. Wl~te,
M. E. Lester, 0. 0. Crowell, J. R. Martin.
Absent: Councilman W. M. Farmer
Visitors: Reverend Albert S. Hale
Billy B. Fliht of the Southwest Times
The meeting was opened with a prayer by Rev. Albert S. Hale,
pastor of the Memorial Baptist Church.
A letter from Mr. Alton I. Crowell, Attorney for Bascom E.
Hopkins and Paul C. Roop was read, wherein request was made for ex-
tension of building permit No. 257, dated February 27, 1956, issued
to Mesex's. Hopkins andRoop:
On motion of W. A. Larson, seconded by W. F. White, it was unanimouslyy
RESOLVED, that Messrs. Hopkins and Roop~be granted an extension o!
bO days on Building Permit No. 257.
A letter from David C. Kent, Photographer, in protest of sale of
photographers license "on the basis that not all photographers practie~t~ng
in the Town of Pulaski are licensed",was read and filed.
The Town Manager stated that the Town Planning Commmission met on
April 16, 1956, to consider the proposals of the County Board of
_ Supervisors and the County Planning Commission for revisions to the
Subdivision Control Ordinance and a memorandum to theCouncil had been
prepared under date of April 17, 1g56,wherein the Town Planning Commiion
set out their recommendations to the Council. It was the sense of Council
that an attempt be made to arbitrate the matter of the Subdivision
Ordinance before resorting to Court action.
On motion of C. T. Broolanan, seconded by M._ E. Lester, it was
unanimously ~~
RE50LVED, that an Industrial Development Committee consisting of
two members of the Council, the Mayor and Town Manager, be appointed
to work with the Industrial Committee of the Chamber of Commerce in and'

effort to secure new industries in Pulaski.

The matter of insurance on the new municipal building was discussed
briefly. The Town Manager was requested to talk with the insurance men again
and bring the matter up at the next Council meeting.
The Town Manager advised theCouncil that the situation of a
rednntion in water revenue over the previous three years as
reported to Council at a prior meeting had, it was determined bye
further investigation, been; brought about by the comparative status of the
billing of accounts at the end of the respective fiscal years add the
condition of accounts receivable within those years. He stated
a further and more detailed report would be submitted to Council at
a later date.
A letter receivec~y the Town Manager from Wiley & Wilson was
read wYieren they advised t~iat the revised estimate of the constxhzc-
tion of sewerage system improvements as outlined in their 1953 report
is $991,406,00 and that by adding estimated legal expenses, bond }6
costs and other miscellaneous expenses, the total estimated cost is
approximately $1,000,000.00. The letter further advised tentatively
that to offset the increase in costs an addition of approximately
50~ in water rates will be required to operate and finance the
sewerage system for the first ten years or so of the bond period.
The Town Manager advised that he was preparing a pamphlet of
questions most often heard from residents in the areas proposed to
be annexed, with answers to be distributed among the areas.
The meeting adjourned at 5:50 p.m.

WHEREAS, for many years the Municipal offices of they
Town of Pulaski have been the location of the one voting pla¢~e
in the Town election and the voting place for the East ward i
County, State and National elections; and, ~'
WHEREAS, the Town has recently purchased the Bunts

Building and has designated it the Municipal Offices, and ~4

plans to use it for office purposes in the future; and,
WHEREAS, said building has proper facilities fora
voting place; and,

WHEREAS, the Pulaski County Electoral Board has rati ed
the Town's suggestion for changing the voting place to the n
Municipal Office Building; ~'

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE
TOWN OF PULASKI, VIRGINIA, that the Bunts Building, recently
purchased, known as the new Municipal Office Building, is he
designated as the one voting place in the Town of Pulaski fo
holding municipal elections, and be it further ordained that
the aforesaid place may be used for a voting place for the
ward in all other elections so long as the County Electoral
Board so desires.
Adopted this 17th day of April, 195b.
