Va,, May 15, 1956 The minutes of the regular monthly meeting of the Town Council of the Town of Pulaski, Virginia., held on the 15th day of riay, 1956, at 4 p.m., in the Municipal offices. There were present: Mayor C. V. Jackson, presiding Councilmen: C. T. Brool~an, I. R. Carper, 0. 0. Crowell, W. A. Larson, M. E. Lester, J. R. Martin, W. M. Farmer, W. F. White Also present: Town Manager: Julian F. Hirst Clerk: Audrey E. Kingrea Town Attorney: Garnett S. Moore Visitors: Billy B. Flint Evelyn S. Hall of the Southwest Times Carl Blair • Mr. Lawton Chief of Police L. S. Boothe The meeting was opened, with a prayer by Councilman Martin. Mayor Jackson welcomed Councilman W. M. WORRELL FOR TAXI DRIVER PERMIT DENIED appeared before Council requesting permission to use Calfee Fark for a Western Rodeo to be held July 28. There wa.s some discussion on the use of the field for such purposes and idayor Jackson advised them the Council would consider the matter further and let them know of its decision. A letter from Pulaski County Chamber of Commerce requesting donation for the purchase of band uniforms for the high school band was read. On motion of W. M. Farmer, seconded by W. A. Larson, the request was tabled. On motion of W. F. White, seconded by I. R. Carper, it was unanimously RESOLVED, that the application of Otis Bal~.ard Worrell. for a taxi permit be denied because of his police record. On motion duly made by W. A. Larson, seconded by J. R. Council Minutes Cont'd Pulaski, Va., May 15, 1956 BE IT RESOLVED, that an appropriation of $750.00 frown the WatAr APPROPRIATION Fund is hereby made to cover the cost of the Wiley & Wilson water survey report. The Town rianager advised Council that he and Mayor Jackson had dish cussed with Mr. J. L. Stoots the purchase of his dwelling property PROPOSAL FOR for the sewage treatment plant. He stated that Mr. Stoots would sA~.l PURCHASE OF the land consisting of approximately 9 acres, including his house J. L. STOOTS PROPERTY for $3,000.00. Mr. Stoots would be permitted to continue to live in his house until December 31, 1956, thereafter he could continue to live there sub3ect to 60 days notice by the Town that he would havA' to move. From the date of purchase the Town would have use of the balance of the property for such other purposes as they should desire. Mr. Stoots would be permitted to dismantle the house and all of the buildings on the land and remove them at his expense if he so wanted to, however if he did commence any dismantling he would be responsible for removing all of the buildings completely.::, Mr. Stoots would be responsible for the maintenance of the house ;~ and any insurance on it. Larson - aye C. T. Brookman - aye Tit. F. White - aye 0. 0. Crowell - aye BE IT RESOLVED, that the Town obtain an option on the property of J. L. Stoots on Dora Highway, and BE IT FURTHER RESOLVED, that $3,000.00 be appropriated frown the General Fund to cover the cost of the purchase. The Town Manager stated that Mr, Granville Bageant has requested permission to graze a horse on the unused portion of Oakwood CemetA~y. He stated Mr. Eageant was willing to pay a nominal fee for the use of the land. PERMISSION On motion of I. R.. Carper, seconded by W. A. Larson, it was GRANTED BAGEANT unanimously TO GRAZE HORSE IlV OAKWOOD CEMETERY RESOLVED, that Mr. Bageant be allowed to pasture his horse in' Oakwood Cemetery, for a rental of $3.00 per month and Mr. Bageant would. assume responsibility of the fences. ~~ Council Minutes Cont•d Pulaski, Va., May is, 1956 On motion of W, p.. Larson, seconded by W. F. White, it was RESIGNATION OF unanimously JULAIN F. HIRST T9WN MANAGER RESOLVID, that the Town Council accept and acknowledge with regret as a matter of record the resignation of Juliaa F. Hirst as Town Manager as subanttted to the members of the Council present at a called meeting on May 9, 1956. PETITION FOR A petition from Pulaski Hospital requesting the construction CURB & GUTTER N~S PULASKI of a curb and gutter on the north side of their property on HOSPITAL 10th Street, N.W. was presented. On motion of I. R. Carper, seconded by W. A. Larson, it wars unanimously RESOII~VEVED, that the Town Manager is authorized to construct a curb and gutter approximately 120 feet on the north side of Pulaski Hospital on 10th Street, N.W., with the entire cost of said project APPROPRIATION being assumed by Pulaski Hospital, Inc., and an appropriation of $2$8.00 is hereby authorized from the Genera3 Fund for this purpose. The Town Manager brought to the attention of Council the INTEREST OF PULASKI HOSP. interest of Pulaski Hospital in purchasing 15 feet of the Filter Plant IN PURCHA-SING PORTION OF property on Randolph Avenge. FILTER PLANT . PROPERTY On motion of I. R. Carper, seconded by W. F. White, it was unanimously RESOLVED, that the matter be deferred for further study. The Council was advised of the interest of Mr. John Hudson REQUEST OF JOHP1 HUDSOPd in the purchase from the Town of a triangle of land which was left TO PURCHASE SMALL PORTION when the alley on the north side of Fifth Street, S.E. was rearranged. OF LAND IN SOUTHEASTERN On motion of J. R. Martin, seconded by 'W. M. Farmer, it was PART OF TOWN unanimously RESOLVED, that the request of Ms. John Hudson be referred to the Street Committee for investigation and recommendation. The Town Manager brought to the attention of Council a request REQUEST TO from a resident on the west side of Crestline Drive to acquire from PURCHASE ~.'6d0 ACRES OF MOUNTAIN the Town two acres of land in the mountdn park area. for the purpose PARK of planting a garden. On motion of M. E. Lester, seconded by I. R. Carper, it was unanimously RESOLVED, that request to purchase mountain park land be denied. BE IT FURTHER RESOLVED, that the party be allowed to use the two acres of land for garden purposes with permission to be granted on a year to year basis and with the further condition that the land is to be cleared by the party using it. bar' t- COUNCIL M2NUTES CONT~D PULASKI, VA., MAY 15, 1936 ~~~ On motion duly made by J. The attention of Council was brought to the interest which had been expressed by several members of the Town to assist in the construction of curb and gutter on the new Maple Shade Inn parking lot. On motion of W. F. White, seconded by W. A. Larson, it was unanimously CUI~3 & GUTTER NORTH AND WEST RESOLVED, that the Town Manager is instructed to construct at SIDES riA_PLE SHADE INN PARKING LOT full expense to the property owner, a curb and gutter on the north and west sides of the Maple Shade Inn parking lot and such crossovers as are necessary to provide access from Commerce and Jefferson Struts to this lot. Inasmuch as no further word has been received from the County SUBDIVISION ORDINANCE Board of Supervisors with regard. to the Subdivision Ordinance, it 3.ts the sense of Council that the Town Attorney proceed with court acti~fn. On motion of W. F. Z~?hite, seconded by W. A. Larson, it was unanimously CLEAN-UP WEEK RESOLVED that the date for Clean-Up Week be set at the discret~ilon of the Mayor and Town Manager. Councilman Martin presented the objections of several resident OBJECTION TO SAWDUST FROM and business owners in the area to the release from time to time of!' COLEMAN FiJRI~IQ'IQRE CO. OVER sawdust from the Coleman Furniture plant which sawdust material spr~lads DOT~+]NTOWN AREA over a large area in the vicinity of Fourth Street and North Washir~ton Avenue. This condition was discussed at length, together with the general smoke situation in the area, hoJever, no action was taken by the Council. The meeting adjourned at 5:55 P•m• ayor ATTEST: C r
