Council Minutes
The minutes of a special meeting of the Town Council of the Town
SPECIAL MEETING
of Pulaski, Virginia, held on the 31st day of July, 1956, in the
municipal offices.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: W. F. White, W. A. Larson, J. R. Martin, I. R. Carper
C. T. Brookmen, M. E. Lester.
Absent: Councilin®n 0. 0. Crowell and W. M. Farmer
Also present: Acting Town Manager: H. C. Jackson
Clerk: Audrey E. Kingrea
Town Attorney: Garnett S. Moore

Mayor Jackson stated that this special meeting had been called
for the purpose of hearing a report on delinquent taxes and such
other matters as may properly come before the meeting.
The Town Treasurer presented a report of delinquent taxes for
the year 1955, as of June 30, 1956, as follows:

BE IT RESOLVED, that the Town Treasurers report for delinquent
taxes for the year 1955, as certified to the Council, be accepted;
that the~Tr®asurer be credited with the amount shoxn to be delinquent

and that said list of delinquent real estate and sewer tax be filed
with the Clerk of the Circuit Court of Pulaski County, Virginia, td
be recorded and Indexed by him; that a list containing all unpaid
taxes as of August 15, 1956 be published in a local newspaper; that
a list of unpaid personal property and head taxes and any and all
other taxes be prepared; that such lists be posted at the Courthou
and other public places, all said proceedings to be in accordance
with the provisions of the Code of Virginia, 1950 edition, Title 5$i
any
Chapter 20, Article 7, and Chapter 21, Article 7 and/other a~plicab~.e
amendments to the said Code; BE IT FURTHER RESOLVED, that theTown
Treasurer shall continue her effort to collect all above mentioned
unpaid taxes.

On motion duly made by W. A. Larson, seconded by W. F. White
and with the unanimous vote of the members present
BE IT RESOLVED, that the Treasurers list of erroneous assessmilnts
for taxes for the year 1955 be submitted to the Commissioner of Revenue
for further verification; that upon verification by the Commissionet~
of Revenue for Pulaski County, Virginia, that the said taxes are
erroneous, the Town Treasurer is hereby ordered to correct tax
tickets accordingly and she is hereby relieved from the duty and
responsibility of collecting same.

On motion duly made by J. R. Martin, seconded by I. R. Carper~I
the following resolution was adopted.
BE IT RESOLVID, that the certified list of the Town Treasurer
for the year 1954, showing remaining delinquent taxes be accepted,i
and it is ordered that the list of real estate and sewer taxes be
transmitted to the Clerk of the Circuit Court of Pulaski County,
Virginia, to be filed; and the Treasurer is further directed to
continue to collect the unpaid taxes shown on said list.

On motion duly made by W, A. Larson, seconded by W. F. White,
the following resolution was adopted;
BE IT RESOLVIDthat the list of erroneous assessments for
taxes for the year 1954 (supplement) be submitted to the Coamnissioner
of Revenue for further verification; that upon verification by the
Commissioner of Revenue for Pulaski County, Virginia, that the said
taxes are erroneous, the Town Treasurer is hereby ordered to correct
tax tickets accordingly, and she is hereby relieved from the duty
and responsibility of collecting same.

taxes forthe year 1953, showing remaining unpaid as of June 30, 1956.

CURB CUTS NIr. Kelly Handley and Mr. 0. H. Meredith for curb cuts at their
respective properties. On motion of J. R. Martin, seconded by I. ~.
Carper, it was unanimously
RESOLVED, that the matter of a curb cut for Mr. Kelly Handley
on Valley Street and Mr. 0. H. Meredith at Park Service Station on
Fifth Street, N.E. be referred to the Street Committee for inspection
and recommendation.
After a brief discussion concerning the feasibility of the tw!p
suggested water supplies for the Town, on motion of W. F. White,
' seconded by I. R. Carper, and with the following unanimous recorded

$1,000,000 bond issue be called to vote the necessary bonds to finance the p~pject;
BOND ISSUE
BE IT FURTHER RESOLVED that the proper officials of the Town take such

action as they deem necessary in order that this resolution be
carried out.
The Town Attorney advised that he would take the necessary
DISCONTINUANCE OF
THIRD STREET, EXTENDID steps with reference to the sale by the Town to Coleman Furniture
Corporation of a portion of Third Street, N.E., extended.
The Town Manager informed Council of the meeting with
Mr. Ruehl, Nir. Moore and Mr. Mathews with reference to annexation.
ANNEXATION
Iie state that Mr. Mathews was working on the survey and that upon
completion he would bring the survey to Council for approval.
On motion of W. A. Larson, seconded by W. F. White, it was
DRAIN ACROSS AUST unanimously
LOTS ON EAST MAIN
STREET RESOLVED, that the Town Manager is instructed to proceed with
the laying of an 8 inch drain across the lots owned by the Aust
Brothers on the North side of East Main Street to Peak Creek.
The meeting ad3ourned at 5:25 p.m.
