The minutes of the regular monthly meeting of the Town Council of the Town of Pulaski, Virginia, held on the 7th day of August, 1956 at 4 p.m„ in the municipal offices. There were present: Mayor C. V. Jackson, presiding Councilmen: W. M. Farmer, W. F. White, W. A. Larson, I. R. C~irper, C. T. $rookman, 0. 0. Crowell, M. E. Lemons, F. L. Carrico~i W. S. Cummings and W. H. Wysor, ~Tr. Mrs. A. C. Shockley Due to the late arrival of Mayor Jackson, the meeting was calked to order by Vice-Mayor W. F. White. Mrs. A. C. Schockley appeared before Council requesting sewer REQUEST FOR SEWER LINE line on Mashburn Avenue to relieve an unsanitary drainage situation MASHBURN AVE. in her yard. On motion of W. A. Larson, seconded by I. R. Carper, it was unanimously RESOLVED, that the Town Manager prepare a profile and approxit~late cost of installing sewer line on Mashburn Avenue. Councilman Larson, Chairman of the Street Committee presented;:; the following recommendations of his committee: 1. That the request of 0. H. Meredith for a curb cut on Fiftly CURB CUT 5TH ST., NORTH Street, N.E. near the North Corporate Limits be granted with proviso AT N.C.L. APPROVED that Mr. Meredith will bear full cost of the project. 2. That the request of Kelly R. Handley for a curb cut on CURB CUT HUNDLEY N~CT. Valley Street be denied in view of the entrance to the parking lot , VALLEY ST. DENIED through the alley at the rear of the store. 3. That the request of Piggly Wiggly Store for curb cuts to CURB CUT PIGGLY-WIGGLY their parking lot at the corner of North Jefferson Avenue and Thir~1 PARKING IAT DENIED Street be denied because of the traffic situation that would exist~+ On motion of I. R. Carper, seconded by M. E. On motion of C. T. Brookman, seconded by I. R. Carper, it was unanimously RESOLVED, that the Town Manager is authorized to proceed with the construction of curb and gutter on Lexington Avenue between Dora Highway and First Street, S.E., with the property owners being billed for one-half of the cost of said construction. There was a brief discussion of a flat rate charge per foot FLAT RATE CHARGE FOR SIDEWALK, for sidewalk, curb and gutter construction, however, no action was CURB AND GUTTER taken at this time. No action was taken on request by high school for three police POLICE OFFICERS officers to be on duty at football games this fall without charge FOR FOOTFALL GAMES to the school. The Town Attorney advised that he and the City Attorney of Radford had agreed on a resolution to be presented to both the Pulaski Council and Radford Council authorizing the two municipali- NEW RIVER VAI,T,F.Y ties to act jointly for themselves and on behalf of all other AIRPORT political subdivisions in doing all things necessary to make application to the Federal government for assistance in the purchase and development of New River Valley Airport. On motion of W. A. Larson, seconded by I. R. Carper, it was unanimously RESOLVED, that the Town Attorney prepare resolution proposed by him with reference to the New River Palley Airport and that final copy of resolution be brought back to Council to be ratified and recorded in the minutes. The Acting Town Manager informed Council that he had contacted the Appalachian Electric Power Company and wa.s advised by them that MOUNTAIN PARK the power line to the mountain park du~would not cost the Town more than $8.00 per month if the Town could clear the right of way. On motion of W. A. Larson, seconded by W. M. Farmer, it was unanimously RESOLVED, that the Town construct the power line to the cabin at the mountain park dum~with the understanding that the tenant will pay his own electric bill. The Council was advised that the new million gallon water WATER STORAGE TANK COMPLETED storage tank has been completed and sterilized. It was the consensus of Council that a special meeting be SPECIAL MEETING held Tuesday, August 14 for the purpose of viewing the new corporate limit boundary line in connection with annexation. ' Councilman Martin requested that the Town employ a street STREET S`~+TEEPER DOWNTOWN AREA sweeper with a cart for the downtown area. The matter was tabled until the new Town Manager arrives. F~'LOYEE The Council was advised of the employee's annual picnic August PIGNIC 22 at 5 p.m. at Mayor Jackson•s cabin. On motion of irJ. F. White, seconded by W. M. Farmer, it was unanimous],y HOWARD TAYLOR ` GRANTED LICENSE RESOLVED, that Howard Taylor be issued a license to drive a TO DRIVE TAXICAB taxi. Mayor Jackson advised that he had received a letter from Giles County requesting that the Town enter afloat in the parade in Pearisburg during the Sesquicentennial celebration. It was the GILES COUNTY ~ SFSQUICE23TENNIA~ense of Council that Pulaski should participate in the parade CELEBRATION and the Town Manager was requested to contact businesses and clubs to help defray expenses. Councilman Larson presented each councilman with a resume of WATER AND SEWAGE figures in the Wiley & Wilson reports on water and sewage and REPORTS there followed a brief discussion of the reports.
