F~I~~--~- ., Council Minutes Pulaski,Va., Aug. 21, 4 p.m. The minutes of the regular monthly meeting of the Town Council. of the Town of Pulaski, Virginia, held on the 21st day of August, 1956, at 4 p.m., in the municipal offices. There were present: Mayor C. V. Jackson, presiding Councilmen: C. T. Brookman, I. R. Carper, M. E. Lester, W. F. White, `~J. A. Larson, W. M. Farmer, J. R. Martin, 0. 0. Carper, it was unanimous]y MARJORIE MOSIER RESOLVID, that Mrs. Marjorie C. Mosier be appointed clerk for APPOINTED ACTING CLERK the meeting in the absence of Mrs. Kingrea. On motion of I. R. Carper, seconded by C. T. Brookman, it was unanimously RESOLVED, that the action taken at the special Council Meeting of August ib, 1956, in the absence of a quorum, wherein the Council; APPROVAL OF resolved that the Attorney for the. Town be authorized to employ the+ ACTION TAKEN ~T SPECIAL firm of Reed, Hoyt, Taylor & Washburn, Bonding~Attorneys, 52 Wall MEETING WITH REFERENCE TO Street, New York City, New York, for the purpose of representing thk BONDING ATTOR- NEYS Town in the proposed bond issue, and that the estimated fee is $1,200.00, was approved. On motion of W. F. White, seconded by W. A. Larson, it was unanimously RESOLVED, to levy a utility tax based upon 50~ of the current UTILITY TAX LEVIED water rates and to increase the basic sewer tax to $12.00 per yeax to cover cost of proposed sewage disposal and Raines Hollow project, effective date to be settled at a later meeting. Mr. Foy Aust appeared before Council and stated he had met with Mr. Edward Ruehl and Mr. Lloyd Mathews as they were viewing proposed corporate limit lines and area to be annexed and expressed his willingness to cooperate with Council on establishing corporateF lines near or adjacent to his property. r On motion of I. Aug. 21~ 1956 RESOLVED that the following New River Valley Airport Resolu- tioa be adopted as of Augast %, 1956: Wf3EREAS~ Towns, Counties and Cities lying in the New River basin area of Southwest Virginia have, through their duly elected officials, considered thoroughly and have deemed it wise and feasible, to establish an area airport north of Dublin, Virginia, in Pulaski County, to be designated New River Vallelr Airport, for the combined use of all the political subdivisions of this area, in order to enhance the industrial development sal to improve the general welfare of the people of this section; and WHF,Ei,EAS, said Airport, when completely developed, would be of sufficient size and afford available facilities for the necessary operation of the largest freight and passenger line, and would be undertaken as a joint enterprize of the political subdivisions of the aforesaid section, with financial assist- ance from the Federal and State governments through duly set up airport programs of said governments; and WHTEi.EAS, officials of the political subdivisions of this area have from time to time met, but have not had sufficient tams to perfect a separate airport authority, organization, or poli- tical unit for the purpose of filing necessary applications, surveys, plans, etc; and WHEREAS, Federal regalations require the filing of proper applications not later than September 1, 1956, in order to qualiFy for allocation of funds in this fiscal year; and tidHffi3EAS, the City of Radford and the Town of Pulaski have each through their duly constituted Council, authorized the expenditure of One Thousand Dollars 0].,000.00) by each Town, for the purpose of having the necessary surveys made and for filing the necessary applications to initiate the proposal; ar~d WHEREAS, the said City of Radford and the Town of Pulaski, through their duly elected Mayors and other proper officials, are willing to do all the things necessary for causing said preliminary survey and the f;l~ of the application to be made. NOW, THEREFORE, BE IT RESOLVED that the City of Radford and the Town of Pulaski, acting .jointly for themselves and on behalf of all other political subdivisions in the aforesaid designated New River area, through their duly constituted respective Councils, meeting in regular sessions as designated below, do authorize and direct the followings ~,1) That the City ~ of Radford and the Town of Pulaski, acting through their duly elected officials, take sash steps and do aLQr and all things necessary to make application to the Federal government far assistance in the purchase and develop- ment of an area airport tc> be located in the general vicinity North of the Town of Dublin, in Ra].aski County, Virginia, aai that all necessary surveys, plans, applications, schedules, and ar~q other required procedure under the proper Federal and State statutes, be made for the purpo~ie of getting assistance From the Federal and State governments in this project. Larson, it was unanimously RffiOLVEDs tc> direct Attorney for the Town to proceed with eonlemnation proceedings regarding sewer line extension and to adopt the following resolutions WHEREAS, the Town of Pulaski, Virginia, proposes to build a sewer .line extending from a point near Peak Creek on Water Street in a general northern direction across Second Street parallel to the Tract Fork of Peak Creek, to a point dust west of Longview Court, and in the future to continua this line northward to serve the residences in the Northwest section of the Town of Pulaski, all of which is to be a part of the sewage system of the TaWn ar~d necessary for an adequate sewage system; and ~' ,easements have been obtained for the l.eying of the. line with the exception of that portion which crosses pa~operty owned by George H. Johnston; and WHEREAS, ~ggz} ~icie efforts to acquire said easement from the said George H. Johnston have been ineffectual, because of inability to agree upon arsy terms of acquisition; and ' ~' ,the said Town deems it necessary in order to establish an adequate sewage system to construct the aforesaid 38wage l.i.ne; NOW, THEREFORE, BCE TT RESOLVED by the Council of the Town of Pulaski, meeting 3n regular session on the 21st day of August, 1956, that: (1) The Town, in consideration of the preffii.aea, does hereby direct the. Attorney for said Town to. proceed irmmediateiy to f3.le the necessary condemnation proceedings under the right of eminent domain given to said Town by the 8onstitution of Virginia, the general statutes of the State of Virginia, and the Charter of the Town of Pulaski, Virginia, and to do arty' and all other things that are necessary to secure said perp®tual easement for the construction, use, and maintenance of a sewer line over and across the said land of George H. Carper it was ~tnanim©usly RffiOLVED s W~iBR,E~S, the Towa of Pulaski, Virginia, through its proper officials and its Council, has given full, proper and thorough consideration to the exohange oY certain lands located just South of the Corporate limits of the Town of Yu].aski, Virginia, with Foy dust and Mildred B. Just; and WHEREAS, under the Deed of Exchange entered into on the 12th day of dune, 1956, between the Town of Pulaski and Foy Ault, the Council is of the opinion that the easements and other rights acquirBd therein by said Town are of sufficient need and-value to the Town to justify the said Town deeding unto Foy Aust by said Dead of ESChange certain rights and privileges is and to tracts or parcels of land therein des- cribed; ar~d WIiERRA~S, the mutual exchange of rights, parcels of land, easements, and other conditions therein set out will, in the opinion of Council, prove to be of great value to the Town isi the future; and Wes, the parcels of land therein conveyed to the said Foy Aust under the conditions set out are of n~ immediate or anticipated future value to the Town, and the Town has no plans for development thereof or need therefory and will, by the said exchange gain Bathetic and other value from the use therein granted. NOW, THffii.EFORE, BE IT RESOLVID by the Council of the Towa of Pulaski, in regular session assembled on this 21st day of August, 1956, as follows: (1) That the agreement dated the 12th day of dune, 1956, by and between the Town of Pulaski, Virginia, party of the first part, and Foy Aust and Mildred B. Ault, parties of the s~ldo~xi part, be, arrd the same is hereby, ratified, and the said signatures thereon by the proper officials of the Town is here- by authorized and confirmed. (2) That the said Deed of Exchange be recorded and the said right of ways and easements therein received, accepted. (3) That a copy of this resolution be recorded as part of the proceedings of the transaction of the Council, and that a copy there6~f be mailed or delivered to Foy Rust. On motion of W. F. Following reading of a letter from John 0. Atkins, Minister of the First Christian Church of Pulaski, on motion of I. R. Carper, seconded by W. M. Crowell, it was unanimously RF50LVED, that the Town accept $107.00 as full payment against Bushong Motor Compatgr, Sales Introice 1192, in the amount of ~2]1~..00. Upon request presented by feting Town Manager Jackson far Mashburn Avex~e Surer Lime, Council decided to take no aetion at this tame due to excessive cost. Acting Manager Jackson reminded Council of picnic to bs held Wednesday, August 22, 1956 at Ms3ror Jaakson~s Farm and extended a cordial invitation to Council. Mr. B. C. Jackson requested that the Street Committee meet to consider Mr. W. 0. Leftwiah's request to cover over Qalley Branch. near his property on Valley Street and to con- sider request by residents of Longview Court for two street lights. Following Councilman Martins request that he be removed ~as Chairman of the Flnaridation Committee, Mayor Jackson appointed Councilman I. R. Carper to settee as Chairman of this committee. Os motion of W. F. White, seconded by W. A. Larson, it was unaninwusly RE50LVL~D, that no parking signs be installed on First St. N. E. on side of lYew Municipal Building Yor a period Veit to exceed four months to accommodate Jefferson Mills. Following request of Councilman Larson, it was decided to rent the second floor of the new Mnni.cipal Building to Jefferson Mills for storage space inasmuch as their increased '- operation will require the addition of over a hundred people to their payroll. Councilman White presented request of W. D. Macgill, Jr. for closing of ten foot alley ad3acent to IJew River Oil Co. property. ~To action taken until Council has time to check I into this matter. Mayor Jackson reminded Council of Pearisburg celebration August 2?th through August 31st and of the fact that the Town of Pulaski will have a float is the parade to be held on ~~~~ - . Attention was called to the meeting of Isague of Virginia Municipalities on September 23, 24 and 25 at Hotel Roanoke. Councilman Larson stated that as of August 14, 1956, delinquent garbage accounts amounted to $2,624.65. Mayor Jackson stated that this is the last regular Council meeting for fotia Council members axed expressed his appreciation for their time and services rendered. retiring Councilman Farmer stated he appreciated privileges and honor of serving people of Pulaski as CounciLnan for the past two years.
