Oct. 16, 1956 The miamtes of the regular semi-~athly meeting of the Town Council of the Town of Pa7.aski, Virginia, held on the 16th day of October, 1956, at 4s00 p.m. in the Municipal offices. Combiths She meeting was opened with a prayer by the Rev. Glenn Garner, pastor of the First Church of the Brethern. Mr. T. K. Ward appeared before Council concerning previ®t~s action of Council wherein Council instructed I. N. Morefield to move his taxi-stand from its Dora Highway locatioa within 3o days because the stand does not conform with the Building Code. Mr. Ward presented three proposals to the Council whereby the taxi-stand would conform to the Building Code, and that parking would be done beside building. Mayor Jackson advised Mr. Ward that Council would study the matter and he would be informed of the decision, Attorney A. M. Harman, Jr. appeared on behalf of the City Council Mirnztea ccint'd. Pulaski 4a. 4s 00 ~ ~ ~ " ~ ~ , p.m. Oct. 16,19 Cab Compar{y and presented facts and figures in support of his oral petition to the Council at the meeting on October 1, 1956, in which he requested that the number of taxi-cabs be reduced frogs 40 to 30« Mr. John B. Spiers, Jr., Attorneryr for the majority of the taxi-cab companies, appeared in opposition to Attorney Harmaa~s petition and cited various reasons for his position. With reference to action of Council in its meeting of October 2, whereby he was asked to remove his taxi-stand within 30 da3rs, Mr. E. Y. Davis presented a petition from real estate owners anel businessmen adjacent and near to his stand on East Main Street, asking Council to reconsider its action. Mr. S. E. Evens, Mr. doh~,y Powers, Mr. Robert Beamer, Mr. Howard Imboden, Mr. T. M. Combiths and Mr. D. 0. Ratcliffe appear- ed before Council in opposition to or~e~r traffic proposed by Chief' Bouldin during the Christmas season. Mr. Glenn Rust requested that traffic signs be placed on Dora Highway or that some other means be taken to eliminate the traffic situation in that area of Town. The Town Council referred this matter to the Town Manag®r for study. After a discussion by the Council, on motion of w. H. Wysor, Jr., seconded by W. F. White, it was unanimously RESOLVED, that the taxi-cab situation be referred to the Town Manager and Chief of Police for sttuly and. recommendation. The Clerk read the following report of the viewers with reference to the alteration and discontinuance of Third Street, N. E. extended. ~, TOs THE TOWN COUNCIL OF PULASKI, VIRGINIA e On the 11th day of October, 1956, G. C. Halh C. L. Plunkett, and Stuart Blackburn, being Viewers appointed by the Town Council of Pulaski, Virginia, visited that portion of Third Street east of Madison Avenue, and more specificially that portion described as followss The Northern twenty five (25) feet of Third Street, N. S. from the right of way of the Norfolk and Western Railway Compan~r lying Eeat of Madison Avenue where the same crosses Third Street, N. E., to the end of the said Third Street, N. E., extended, where the same abuts the lands of Coleman Furniture Corporation; this being a 25-foot strip lying on the North side of Third Street, a distance of approximately 345.5 feet. Z'he Town Manager was instructed to set date and prepare notice for public hearing on the matter of Coleman Furniture Corporation petition to alter and discontinwe a portion of Third Street, N. E., extended. On motion of I. R. Carper, seconded b9 W. S. Cummings, it was RESOLVED, that the Council accept Mr. T. B. Ward's proposal to maintain cab stand in the rear of his present brick building at No. $ Dora Bighway. On motion of W. F. White, seconded by il. S. Cummings, it was unanimouslyy RESOLVED, that Council action in its regular meeting on October 2, with reference to the removal of Mr. E. V. Davis cab starui on East Main Street, be rescinded. On motion of W. F. White, seconded by W. H. Wysor, Jr., it was unanimously RffiOLVED, that the old mine pit on the East side of Draper Mountain be used for the operation of the sanitary land fill. The Town Manager advised Council that the sponsors of th® Christmas Parade have requested that the Christmas lights be turned on November~29, on the occasion of the parade. On motion of W. S. Cummings, seconded by I. R. Carper, it wag wsanimously - RESOLVED, that the Christmas lights be turned on November 29.E On motion of W. A. Larson, seconded by W. F. Carper, it was unanimous]y RESOLVED, that the sidewalk at the Southwest corner of the intersection of Commerce and Valley Streets be temporarily re- paired. The Town Manager reported that Mr. E. H. Ruehl, Consulting Engineer on anne~cation was in Pulaski on October g, and. met with Garnett Moore, Lloyd Mathews and himself. He further reported that court proceedings were completed and; work was underway on the Longview Court sewer line. The town was ordered by the court to pay Mr. Johnston $300.00 for the easement. The Zoning Gommiasion met on Monday night, October 15, and made revisions to the Zoning Ordinance and proposed zoning map. It was the sense of Council that a joint dinner meeting be held Tuesday evening, October 30, to discuss the coning ordinance a~3 map. Mr. Noland reported that Soil Conservation Service engineers have completed preliminary survey work in the Raines Hollow area and that the Council would receive in the near future a report acid recommendation. On motion of I. R. Carper, seconded by 1. E. Lemons, it was unanimously R~E50LVBD, that $7,000.00 be transferred from the Street Bored Sinking Ftiusd General Account to the Street Bond Sinking I~n<1 Savings Account in the bank designated by the Town Manager, as ~~~. ~..a~~i_ . Council Minutes contd. - Pnlaski~ Va, 4s00 p.m. Oct. 16,1956 provided in the current budget, and that $362.50 being interest from Goverment Borxi investments of the Sinking Fund be likewise transferred from present deposit in the Street Bond Sinking Fund General Account to the Street Bond Sinking Fwsd Savings Account in the bank designated by the Treasurer. On motion of I. R. Carper, seconded by W. H. Wysor, Jr,, it was unanimously RESOLVED, that the following ordinance be adopted. AN ORDINANCE MAKING IT A M?.SDENSEANOR FOR ANY PERSON FAILING Ta PAY TA%I FARE, AND PROVIDING PENALTY THEREFOR HE IT ORDAINED BY THE COIINCIL OF THE TOWN OF PULASKI~ VIRGINIA, that: It shall be unlawful for any person who has been transported in a taxi-cab to w31].f1~l.ly fail, refuse, or neglect to pay the driver of the taxi-cab the fare provided for in Chapter 18 of the Code of the Town of Pnlaski~ Virginia, at the rates prescribed therefor in said Code, immediately upon termination of the trans- pcrtation, unless satisfactory arrangements are other- wise made with the driver for the pagment of such ire. .Az~p person violating the provisions of th3.s Section shall be deemed, upon conviction therefor, to be guilty of s z~tisdemeanor and punished in the same manner as paro- vided for punishment of misdemeanors under the laws of the State of Virginia.
