Minutes of the regular semi-monthly meeting of the
Town Council of the Town of Pulaski, Virginia, held on the
5th day of March, 1957, at ~+ ti. m. in the Municipal off ice.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: W. S. Cummings, A. E. Lemons, F. L.
Carrico, W. H. Wysor, W. A. Larson, J.R.
Martin, I. R. Carper.

The minutes of special meetings of February 12th and
26th, and regular meeting of February 19th were approved.
A discussion of the Peak Creek Channel situation foll-
owed, and on motion of J. R. Martin, seconded by I. R.
Carper, it wa.s unanimously
RESOT~VED, that Mr. G. C. Hall be written a letter
stating Council's feelings here and that the Town cannot
go along with his request at this time.
On motion of J. R. Martin, seconded by I. R.
Carper, it was unanimously
RESOLVED, that s committee be appointed to contact
a lawyer, or lawyers, and get as much information as poss-
ible relative to his idea of the costs involved in clear-
ing up the Peak Creek channel title situation.
Whereupon, Mayor C. V. Jackson appointed W. A.
Larson, J. R. Martin and T. B. Noland, Town Manager, as
committee.
The matter of covering storm drains on South
Washington Avenue in the vicinity of First Avenue, South,
was discussed, but no action taken.
Town Manager reported for Cemetery Property
Committee on ?~4rs. Hight's offer to sell land to the Town,
stated the lots in question were too rocky for economical
grave openings and would be very expensive to develop.
On motion of W. A. Larson, seconded by t~,l. H.

~'ESOLVED, that the recommendations of the rommitte
be accepted anal the offer of Mrs. Might be turned down.
On motion of F. L. Carrico seconded by J. R. Martin
it was unanimously
RESOLVED that the Town Manager contact cemetery
lot owners to see if-an exchange of lots could. be made
which would make it possible to open 17th St. to connect
with the Cemetery.
After introduction of the proposed Annexation
Ordinance the Town Attorney reviewed with Council the
An vexation Ordinances readiri~ its important sections ~
after which he explained the up-coming legal proceedings
*.ahich will comprise the annexation case. It was under-
stood that the Annexation Ordinance would be ready for
adoption at the next regular Council meeting, after which
the Ordinance and map must be published in the ne wspaper
in connection with the petition to the Court.
After a discussion of the new Zoning Ordinance it
was agreed to meet in special session at 4 p. m. on March
12th in order to give adequate and. special consideration
to final determination of the Zoning map and discussion of
desired changes in the text of the ordinance.
Council examined a sample voting registration book
which would provide for a separate record for each voter.
I~lhile Council felt that this system would probably be
their choices more information was requested before final
decision.
Councilmen`~T. A. Larson presented a detailed
financial analysis of the ?later and Sewer 'date structure
and went over with Council the several sections of the
study, Because of the complexity of this problem Council
continued its discussion on possible charges in rate
structure until the special meeting scheduled for March
12th.
On motion made, seconded and carr~.ed on the
unanimous vote of those present, it was resolved

That effective March 6, 1957, See. 20-'7 (a) of the
Town Code be amended to read as follows: For service
laterals where meters of the following sizes are installed
connection fees payable in advance~~ shall be as follows:
Size line and meter in inches Amount of fee

3/4 ................................ 100.00

The Town Manager reported that he had a request for
the use of Calf ee Park by a group which would sponsor a
~~wild west rodeo" for two berformanees in July. Council
concurred with the view of the Manager that such a use
would probably damage the turf and play area in the Park
and for this reason it was decided not to allow the
suggested use of Calfee Park.
There being no other business the meeting ad~~journ-
ed at 6 p. m.
