S.Wysor, Also present: Town Manager: T. B. Noland Acting Clerk: Gladys R. Dalton Visitors: John W. B. Deeds, Atty. representing W. D. Macgill, Jr. and T. J. McCarthy,, in person, and Evelyn S. Hall, Reporter. On motion of A. E. Lemons, seconded by I. R. Carper, it was unanimously RESOLVED, that Gladys R. Dalton act as Clerk in i~he absence of Mrs. Audrey Kingrea. Mr. Deeds appeared on behalf of W. D. Macgill, Jr;. and T. J. McCarthy, property owners of Bowling Courts and. stated they were interested in keeping Bowling Court zaried for business as set up by the Planning Commission. He . further stated that in checking the deeds to the residential properties of Bowling court it was found that the deed tb Mr. Kenneth L. Williams' was the only one that contained a covenant restricting the property to residential use only, and that Mr. and Mrs. W. D. Macgill, daughter and son-irf~ law of Mr. G. C. Bowling, who conveyed this property to Mr. Williams, were willing to re-deed this property to Mr. Williams, leaving out this covenant, and that same would be done at no expense to Mr. Williams. Mr. Deeds nd his clients left the meeting at this point and a full d5- cussion followed. A motion was made by F. L. Carrico, that Bowling Court be zoned as residential with the exception of the Filling Station on the corner of ?~lashington Avenue and 1st Street, which motion was seconded by A. E. Lemons. Discussion followed and Mr. Carrico amended his motion, that Bowling Court be considered residential, and after further discussion, Mr. Carrico withdrew his motto, which was agreeable to all. r`e~i~'~ Council minutes cunt id. Pulaski, Va. liar. 12,1957~~+ P.m• Upon motion duly made by A. E. Lemons, seconded by F. L. Carrico, and by the following recorded vote: F. L. Carrico - aye W. A. Larson - aye W. S. Cummings -aye J. R. Martin - no I. R. Carper - aye W. H. Wysor - aye that ~+th Street between Jefferson and RESOLVE ~ Washington Avenues, be rezoned as residential, with the exception of the Telephone Company and Masonic Hall. Whereupon, Mr. Carrico reinstated his motion that Bowling Court be zoned as residential rather than business, which motion did not carry for lack of a second. On motion of ~=~I. H. Wysor, seconded by J. R. Martin, it was unanimously RESOLVED, that the Coleman Furniture lot east of C=allimore & Lively offices, between Washington and Madison Avenues be changed to Industry rather than Business. It was reported that Mr. Fred L. Thompson had requested of the Manager that Council be asked to change the zoning classification on both sides of Peppers Ferry Road at Mashburn Avenue from residential to business, since he hoped to develop the property for business use in the future. Since this area borders on the Corporate Limits and is in an area which the Planning, C Commission plans to re-study as soon as Annexation is effected, it was decided not to change it at this time. The proposed water and sewer rates were discussed at some length, but no action was taken with the under- standing that the subject would again be considered at the next regular meeting. On motion made, seconded and carried by the unanimous vote of those present, the Mayor was authorized and requested to appoint a special committee to investi- gate the proposed new Interstate Highway which, as presently planned, will by-pass Pulaski completely, with the purpose of determining whether there is any possibility that the new Highway could be constructed closer to Pulaski. ~1 r)f~ ~ Council Minutes contd.
