Minutes of the regular meeting of the Town Council
of the Town of Pulaski, Virginias held on the 19th day of
Marche 1957 at ~+ p. m. in the Municipal off ice.
There were present: Mayor C. V. Jackson, presiding
Councilmen: W. F. Whitey I.R.C,arper~ F.L.
Carrico, z~1. S. Cummings, W.A.
Larson, J. R. Martin, W. H.
Wysor, A. E. Lemons
Also present: Town Manager: T. B. Noland

The meeting was opened with a prayer by the Rev.
John Atkins of the First Christian Church.
The minutes of the regular meeting of March 5 and
the special meeting of March 12~ 1957 were approved.
Councilman Larson advised that his committee met
with Attorney A. M. Harman Jr. with reference to the
ownership of Peak Creek, and that after a study of
information received from Attorney Harman his committee
would report to Council. -
On motion of I. R. Carper, seconded by W. A.
Larson it was unanimously
RESOLVED, that an expenditure of ~fi150.CC be made
from the Industrial Study account to be used in connection
with a trip to New York to be made by Mayor Jackson and
Councilman Lemons, together with two Chamber of Commerce
Officials.
On motion of T.~i. F. Whitey seconded by I. R. Carper,
it was un animously
RESOLVED that Councilman Larson and the Town
Manager attend the meeting of the Water Control Board in
Richmond on March 26.

Carper and with the following unanimous recorded vote:

BE IT RESOLVED, that Section 28-13 of the Town
Code is hereby amended and reinacted as follows:
Water shall be charged for by the Town at the
Following flat rate schedules per family unit:
Initial service X6.54
Water closet, one or more 1.75
Bathtubs one or more 1.75
Washbasin, one or more .85
However, where meters are installed, the charge
for water shall be as follows:
First 3,000 gallon minimum ~ 3.50
Next 20~ 000 gallons .40 per thousand ga1~I~
Next 200000 gallons .25 per thousand ga1~i~
RText 780000 gallons .15 Per thousand galslt
Over 1~000~000 gallons .12 per thousand gals~l
Out-of-town consumers of wa ter shall pay an additional
twenty-f ive percent of the flat rate schedule and the water
rates.
On motion of W. H. Wysor, seconded by W. A. Larso~n~
it was unanimously
RESOLVED that Section 20-14~ Deter Service Charg~~
be repealed.
On motion of W. K. Wysor, seconded by I. R. Carper
it was unanimously
RESOLVED that the following section be added to #~he
Town Code:
Section 20-42A, Sewer Service Charges. After they
calculation of each water charge! whether the charge be on
a metered or on a flat rate basis, there shall be calculated
and charged an amount equal to forty percent (~+Of) of said`
metered or flat rate water charge.
Section 20-~+28~ Bi lling - IIser. After determination
of the sewer service charge has been made under the formul~c
set out in 20-42A, the user of said water shall be assessed
with th e said sewer service charge. The 'town Manager shah;
set up a method of billing said users at regular intervals;
and it shall be the duty of t'he Town Manager to see that a1~1
users a re billed in the manner prescribed.
With resoect to the determination of the make-up ~df the
Zoning Map and with particular ref erence to the zoning of 'I
Bowling Court area there was a lengthy discussion of this

situation and there was considerable study of a special
map which had been prepared by the Town Engineer which
showed the several property lines in this area.
Councilman W. A. Larson moved that all of the
Bowling Court area be designated on the Zoning Map as a
business zone. Mr. W. F. White seconded this motion and
Mayor Jackson called for the vote which was as follows:

Mayor Jackson declared the motion to have failed.
On motion of W. H.. Wysor, seconded ~'ay F. L.
Carrico, that certain areas of Bowling Court be designated
as residential and business areas; these areas bE~ing more
particularly described by metes and bounds as prerared by
Lloyd Mathews, Town Engineer, a.nd set out as follows
PARCEL I
Description of residential zone in Bowling Court Block
Beginning at the northeasterly intersection of
First Street, south, and. Jefferson Ave. at the south-
westerly corner of the Pentecostal Holiness Church lot;
thence northward along said Avenue the width of ;;aid
Church Lot; thence eastward 93.7 ft.; thence northward
x+0.0 ft.; thence eastward, on a line parallel with the
north line of First Street, and 100 ft. northward there-
from, to a point in the west line of the Bocock Trot; thence
northward on a line narallPl ~,rith the Bowling Court 16 ft.
Right-of-way, and 100 ft. westward therefrom, to Maple Shade
Drive; thence with the same northeastward to said Bowling
Court 16 ft. Right-of-way; thence with the same, southward
to a. point located. at a 90 degree angle from the west line
of the Whiting Oil Company Lot; angle measured from the
northtiaest corner of said Lot; thence eastward to the north-
west corner of said. Lot; thence with the west line of the
same, southward to a corner of the Eloise Macgill Lot;
thence with a line of the same, eastward to the west line
of Washington Ave. ; thence with the same, southw~~rd to the
most northerly corner of the '.d. D. Macgill, Jr. Service
Station Lot; thence along the north side of the branch running
through said Block, as now located ~uthwestward to a point in
the projected east line of said. 16 ft. Right-of-way, near th
north line of First Street; thence southward to the north
line of First Street; thence i~testward to the Beginning.

Beginning at the southeasterly intersection. of
Commerce Street and Jefferson Ave., thence with the
Past line of the latter, southward to the northwesterly

with the same eastward 93.7 ft. to a point northward

There was a discussion of the Annexation Ordi
copies of same, as prepared by th? Town Attorney, having
been mailed to each member of Council before the meeting
Following tris discussion motion was made by W. H. Wysor
and seconded by J. R. Martin, that the Annexation Ordinal
be adopted. Vote on the motion was as follows:
