The ques i0a arose as to whether the street was a dedicated street,a nd he matt®r was referred to the Town Manager to contact Mr. J.C.allaeel,. owner of several houses located on said street, and togethe with the Towfi Attorney, make a report on same. _ HUILI~ING On motion duly made by I. R. Carper, seconded by J.L. eslin~, PERMIT it was unanimously -Southern RESOLVED, that the following application for building permit be approved: To Mrs. V. P'. Southern for repair work to 25 ais street, estimated X1,125.00. LIBRARY' Mrs. Grace Carnahan, County Librarian, distributed a ual ANNUAL REP©RT reports of the library to th® Council, and reported, in a t lk to the Council, that the library had a very successful year an was growing rapidly to meet the community needs. i BUILDING The proposed BuildingCode as revised by the Planning CODE ~ I Commission and the Town Manager was discussed, and the Mayo cometended the Commission on work done by them on the Code. ~` ~~ On motion duly made by CIF. ~'. TONrN -LAI® - Maps Showing town laxtd desired by Pulaski Hospital, 'TO HOSPITAL - Inc. to the west of the present hospital property were distributed and briefly discussed. On motion duly ma d® by I.R. Carper, seconded by 0. 0. Crow®11, it was unanimously r~ATSON AVENUE ~tESOLVED, that the Town shall contact the Virginia IMPROVEMENT Department of Highways and urg® that consideration of improv®ment to Watson Avenue be included in next years program. RECREATION Mr. Studebaker, Recreation Director, reported on his program for the first month of op®ration, and discussed briefly with the Council the basketball teams which had been arranged, and which involved approximately 400 people, using the facilities of the Monticello Club and the high school. On motion duly made by 0. 0. Crowell, seconded by J. C. Crumbley, Jr., it was unanimously . Monticello- RESOLVED, that the Town Manager be authorized to Club Rental Agreement negotiate an agreement with the Virginia Maid Affiliated Mills Employees Association f®r use of the Monticello Club for thr®e months at a total amount of X360.00, and that . payment of same and any other incidental expense thereto be made out of the Recreation Budget as appropriated. TRpF~'IC There was general discussion regarding recent ~-~~ traffic revision oP 2nd Street, .North, to one-way, west ~ND ST bound between Madison and Jefferson Avenues, and although the merit of the plan was reco gnized, it was consensus oP Council that other traffic revisions would be necessary should the plan be tried again or made a peri$anent one. On motion duly made by ~. F. tlihite, seconded by C. V. Jackson, it was unanimously KERSEY RESOLVED, that the Town Manager investigate th® STTBDIVIS ION BRID ~ possibilities of providing a bridge in the Kersey Subdivision, w-ith cost estimate, from old steel on hand ~' 1 or of a low water type. 9 Council Min. Kesling, it was unanimously MARCli OF RESOLVED, that all dimes deposited in parking meters wring DIME a the month of January shall b® given to the March of Dimes in a~lcor- dance with the request of Mr. Robert Bunts, Drive Chairman, an that it shall be acceptable with the Town to have notices to the ®f'ect I displayed on the meters . ~ MOVEb!IENT Discussion was given to the recant decision and ruling oP EMER (3ENCY ' ` VEHICY,E3 the Virginia Court of Appeals regarding movement of emergency ~{ehiaas in that same did not have authority to run against red lights. ~; The ~: Town Manager advised he had instructed the Fire and Police Deptm®ntJa ,~ to abide by the ruling in that they should slow down at intersA~etions until way was clear and then prece®d with ®xtreme caution. Th~± Town Manager ='urther advised that h® had written local firms operating ambulances that the Town had no authority regarding ~' their vehicles, other than to refer to the firms the reces°tt Co t decision.
