Volunteer Fire Department, having been recognized, stated the had been appointed as a committee to com® before the Council n requested the Councilts consideration on waiving of taxes as imposed by the Town on carnivals f or a carnival to be sponsod by them during the coming summer, inasmuch as revenue Prom st~kh sponsorship would be used to purchase needed equipment and cl~bthing for the department, it being advised that previous means of ing such revenue, i.e. solicitation of local businesses, had resulted in a steady decrease, until only approximately 50~ o~' original contributions by businesses had been received. They repreaentatives stated, upon favorable action of the Council, they would then approach the County Board of Supervisors in effort to hav® County license taxes waived for this one show. Mr. Paul Rupe appeared and stated h® had discussed v.th SIITHE:RLANID ' FOODS .AREA the Mayor and the Town Manager the matter of extending a Ovate line, from a line as constructed by Mr. C. P. Macgill on Alli~bon ,~ ,~ Lane near Macgill Village, across the property of Mr. Macgill ~. approximately 2,000 feet parallel to Peppers Ferry Road, to a~: ;r point near Sutherland Woods, and that there was a differencebP s; opinion on the size of the line to be installed. He stated f~lirther that costs of tying onto the existing line, & extending the the required distance would be borne by the fousr property owrs ~~5~ Council Minutes Contd. Pulaski, Va., January 26, 1953 requesting the extension, and that they would psy any cormeetion fees by the Town required after line was installed. Considerable discussion ensued, the Town. Manager pointing out that a two-inch line as desired by Mr. Rope et ale would be inadequate should the area be further developed, which was most likely,. and further, although Mr. Rupe had stated that residents in the Sutherland Woods Area did not desire Town water due to costs involved, the Town should consider the definite likelihood that in the near future such a request might be made, and in view of these reasona~, he wouhd recommend a 5p water. line be installed as outlined by Mr. Rup®. On motion duly made by W. F. White, seconded by J. L. Reeling, it was unanimously RESOLVED, that the Town would give forth®r consideration to e~ctensies cif the water line as outlined by Mr. Rupe, provided the applicants agree to installing a minimum 6" line. TORN SUB-DIV There then was di~eussion as tv possible advantage ORDINANCE of a Town subdivision ordinance. On motion duly made by ~. F.~hite, seconded by J. L. Reeling, it was unanimously COMMITTEE TO RESOLVED, that the Mayor appoint the Town FitOM POLICY OUT OF CORP Manager and two other members of Council as a committee to LIMIT iRATER ~' formulate a policy on establishing new water lines outside the corporate limits & method of payment in event of annexation. In executive session, the request for waiving of carnival license tax as requested in the beginning of the session was again considered. On motion duly made by J. R. Martin, seconded by I. R. Carper, it was unanimously _ TAXES CARNIVAL RESOLVED, that Town license tax and any other VMAI~ED PEl-tDIMf~ COIINTY charges be waived _on a carnival to b® sponsored by the A GREEMEI~'T Volunteer Fire Department during 1953, provided the Firemen~s Committee shall approach the Board of Supervisors accompanied by representatives of the Town, and that body shall likewise waive for this one show sponsored by the Volunteer Fire Department, any license tax imposed on carnivals. i ~~~ Council Min.~Cont~d. ~ Pulaski, Va., January 26,x,1953 PICO TERRACE The Mayor next brought before the Council the matter bf CATER LINE the 12" water line crossing the Pico Terrace School property.g A ~~ `` drawing of the situation with estimates was distributed by th1~ Town Manager to the Council, and the Town Manager explained t~.ree 1 alternatives to the handling of the line which required relo~tion due to the proposed construction of the new high school buil on this site. The first plan estimated to cost X5,645.00 invplved leaving the line on the school property, lowering it on the ~op~ a athletic field and bypassing the new auditorium; the second p~.an. would provide for a new line around Peppers Ferry Road from I~e Highway to the proposed driveway and bypassing the auditoriurt~ on ed the school property, all at an estimated cost of X12,015.00; the third plan would remove the line entirely from the school property, relocating it to Peppers Ferry Road, 7th Street and Franklin ivenue at an estimated cost of X18,393.00. It was stated that Mr. i.zer, Chairman of the School Board, and Mr. Critter, Superintendent of Sch©ols, in a meeting with the Council dater Committe®, had 1 indicated their desire to have the present water line entirely from their property. The Mayor then advised that, prior to the present meeting, ,ii Messrs. Fifer and Critter had indicated they were favorable p~prsonall ~ the County contributing X10,000.00 toward the total cost o~' water line relocation, plus one-half of the cost of removing hs 1 whole line, provided the full amount of their payment be reiursed by the Town making no charge for water served to the new higt school, stating, however, that such terms as the Town might c~bcide upon should be set forth in a proposal by the Town to be furx.shed them prior to January 30, 1953, in order that they might pres~nt the matter at the next me®ting ©f the County School Board. A. On motion duly made by W. F. VVYiite, seconded by C.V.cksony it was unanimously a RESOLVED, that the Town shall relocate the existing ]?" water line crossing Pico Terrace School property to Peppers rry Road, 7th Street and Franklin Avenue, provided the County s 1 pay to theTown a sum of $10,000.00 as a contribution toward t~i.s work, and in addition, shall bear one-half of the cost of re of the present water line on the school property, anc3. ~' Be It Further Resolved, that the Tern of Pulaski shah ~~.r~~~ Council Minutes Contd. Pulaski, Va., Jan. 26, 1953 refund to Pulaski County an indefinite portion of the X10,000.00 advanced in accordance with the terms of the motion, on the basis of the Town granting to the School Board free water to the extent of 50~ of the monthly water bill at Pico Terrace High School for a period of 10 years, commencing on the date of negotiation of an agreement in the matter. NEED FOR - The Chief of Police stated there was a need for DOG POUND a dog pound in -the town, as at present, there was no provision for keeping any dogs confined for any reason, oth®r than transporting them across the mountain. On motion duly made by C. V. Jackson, seconded by J. R. Martin, it was unanimously RESOLVED, that the Council go on record as requesting the Board of Supervisors to take some action to regulate dogs running at large within the Town and County, or to provide a solution to the problem, and, further, that the Town shall proceed to investigate policies of nearby towns in regard to the problem. MAYOR TO The Mayor advised the Council of his decision RES I C~ to resign as Mayor upon formally filing for candidate for the Virginia House of Delegates, which rest g~ation would become effective within the neat month or tyro, and reminded the body that the naming of a suceesso r would be in the line of bus ines s within the near future. TORN CODE The Town Attorney advised the proposed code for the Town, as sutmitted in draft form by K. V. Rooke, Attorney-at- Law, Richmond, Virginia, upon review by him and the Town Manager, was found to be incomplete, and that same needed considerable reworking.
