Council Minutes ~~~ Pulaski, Virginia, Marat~; 3,195!5 The regular monthly meeting of the Town C©unci~~ of the Town of Pulaski, Virginia was held in the Municipal Building at 4 p.m., March 3, 1953. ~, PRESENT There were present: Mayor H. R. Imboden, presiding Councilmen: 0. 0. Crowell, C. V. Jackson, J. Keeling; F.~.Marshall, J. R. Mart . Absent: I.R.Carper, J.C.Crumbley,Jr.,1l,F. te. Also present: Town Manager: Julian ~'. Hirst Clerk: Louise D. Logan Town Attorney: Garnett S. Moore Chief of Poliee: L. S. Boothe Visitors: R. C. Stratton, Fred Carper. MI~~ The Minutes of the regular semi-monthly meetin~held February 1'7, 1953 were read and approved. PETIT ION Mr. R. C.Stratton and Mr. Fred Carper appeared~~in CLARK STREET ~~ RESIDENTS the interests of a petition presented by Mr. Stratton from twenty residents on the east side and south side of Clam S~eet, Pulaski, Virginia. The petition urged that the Town take sh action as set forth in the Town Charter to remov® all unsightly and offensive matter scattered over th® prvpertq of T. 1r. K~~sey r: 41 ', located~on the west and north side of Clark Street, stating the present condition constituted one of the worst fire hazards ~jin th® Town, was a health menance, paused a great depreciation val~ie to >, all property nearbq, and requested the removal of an old sh~d on th® north side of Clarke Street and a large pile of scrap lber _ belonging to T. ~1. Kersey stored directlq in front of a hom~I and on Clarl~e Street. The petition further requested the Town t~ clean out a ditch running parallel with Clam Street and a part o the ,, street which was Pilled with stagnant water. On motion duly made bq C. V. This action is being taken so that I will be free to pursue my candidacy for the ho~zse of delegates -and is taken reluctantly as T have enjoyed being associated with each of you as councilman and tiayor. I hope that it will be possible for you to carry out the program of improvements which we have considered - and are considering at present. To do this you must hav• - ~ ~ more revenu®,°considerable more than is nar being rseeiv- ed. Public improvements must keep pace with community progress. In submitting my resignation, I would like to hrgm you to increase the salary of your town manager. Mr. Hirst is a thorough; conscientious and capable man who will soon be in demand elsewhere. To retain his services you will have to pay him-a salary commensurate with his worth. Since he has taken on additional duties, duti®s not usually corneeted with town management, it may be ad- visable to give him ate assistant, especially since his duties as bt~ildiag inspector will require considerable tim® . ll~e also hmpe you clan go forward with annexation, a sewage treatment plant, more sewer and water lines, a definite policy on subdivisions; more streets, sidewalks and parking space. YOUTH DAY The Town Manager advised that Youth Day, is keeping with the year 1952, at which time this program was initiated, would be observed March 6, 1953 in line with last .year+s schedule, and that a Council meeting of Councilmen with the High School Seniors so elected would be held at 4 p.m. on that date, On motion duly made bT C.V. Crowell, it was unanimously Opp~~RDINAGGNCE RESOLVED, upon recommendation of the Town Tl~O~OUR Manager, that the following Ordinance be adopted: ~~~ AN ORDINANCE TO AMEND AN ORDINANCE {S) RESTRICTING PARKING TO ONE HOUR ON MADISON AVENUE, NORTH, BETIKEEN FIFTH STREET, NORTH TO PEAK CREEK, APPROVED BY COUNCIL MAY 3, 1949, MAY 16, 195 AND JUNE 1?, 1952: - BE IT ORDAINED that two-hour parking be plated in effect on Madison Avenu®, North, from Fifth Street North, South to Peak Creak. ORDINANCE Martin, and carried by a unanimous vote, the following ordin~ice AMENDMENT was adopted: ^' fi' AN ORDINANCE TO AMEND LICENSE TAX ORDINANCE ADOPTED APRIL 4, ~ .952: BE IT OR®AINED that the License Tax Ordinance adopt~ ~l April 4, 1952, Chapter 1, License Tax Rate, be amended to pr~~ vide a new section to be numbered 61, reading as follows: ~' 61. TELEVISION MACHINES. V. Jackson, seconded by J. R. Martin,. it was unanimously KLOPP PAY' RESOLVED, that an increase in salary of X10.00 '~ INCREASE based on proven merit be granted to Patrolman K.E. Klopp thre® months prior to the date such an increase auto- matically becomes affective in- accord with the established program for in~areases in salary of Police Officers, this increase to be effective as of March 1, 1953. i PROPOSED A proposed ordinance on outside of Corporate limit w(I~ter ORDINANCE OIIT OF COR lines, as prepared by ttie Town Manager, met with general approval LIMIT CATER LINES ~ of the Council and was considerably discussed. Crosson and Hopkins concerning their re~.uest HOPKINS far a water extension to the Peppers Ferry Road from Alliso , ~; 6" Req.
