PRESENT There were present: . Vice-Mayor W. F. White, presiding Councilmen: I. R. Carper, 0. 0. Crowell, J.C.Crumb y,Jr., C. V. Jackson, J. L. Kesling, F. V~C.Mar~.all, J. R. Martin. Absent: None. Gilmer, Attorney-at-Law, Mr. John D. Conner. ' MINUTES The Minutes of the regular meeting held March 17, 1~~3 were read and approved. GILMER Mr. Howard C. Gilmer, Attorney-at-Law, appeared witY~ his -Conner - ' Theatre client, John D. Sutherland, local attorney, representing'; EXTENSION ~'OO~DEAREAD Mr. Thomas E. Croxson in the matter ~of water line extension, stated there was not a sufficient number of interested prop ~~ty owners in the vicinity of Sutherland Woods to hold a meetin~ for discussion of extension of a 6n water line to the area, as ~~t out in previous minutes. He stated that his client, Mr. Crc~~son, was anxious ~o have the matter settled and was agreeable to paying a reasonable amount for the water, as well as the several others whose property was immediately ad3acent. The Vice-M~or advised the matter would be discussed at a later point in tYle meeting. LETTER A letter from Virginia. K. REVENUE A letter from J. A. Farmer, 923 Mashburn SOURCE SUGGESTION Avenue, was read, requesting Council's consideration of FARMER a tax of one cent on each bottle of beer, and-10 cents on each gallon of wine sold as an additional means of revenue. SUGGESTION Mr. C. V. Jackson advised it~was the suggestion TAX RATE REVISION of the Ordinance Committee that the tax rate be established at 2 .10, an increase of 50¢~ for the current year. It was-decided to hold a special meeting of Council April 15, 1953 at 4 p.m. for further discussion of the matter. On motion duly made by 0. 0. Crowell, seconded by I. R. Carper, it was .unanimously FURNISHING RESOLVED, that all future agreements as made by WATER OUTSIDE CORP.LIMITS the Town of Pulaski covering furnishing of town water ser- vice outside the corporate limits contain a provision as follows; That the obligation to supply water to the said parties of the second part shall continue so long as there. exists a surplus of water beyond the needs of the citizens of the Town of Pulaski, Virginia, and other present consumers of the Town of Pulaski, and the declaration by the Council of the Town of Pulaski, by resolution that no such water exista, shall be conclusive of the absence of such surplus. Following considerable discussion of •past agreements with the X'•M.C.A., on motion duly made by C. V. ~'ackson, seconded by I.R.Carper, it-was unanimously TOI~'N TO RESOLVED, that the Town shall pay the wages of P~Y EXPENSE MONTICELLO one supervisor and one janitor at the Monticello, Club, CLUB tTSE amounting to a total of X111.00 for a period of March 15 to April 1, 1953, as set out in a statement presented by Mr. Bill Tate, President of the Y.M.C.A., this amount to be credited against the present balance of 427.00 in Account 90?7, Y Appropriation Account, formerly considered as closed. On motion duly made by I. R. Carper, seconded by 0. 0. Crowell, it was unanimously WATER LINE RESOLVED, that the Town shall confirm the SLITHER p~N1) WOOD6 ALREA action taken at the March 3, 1953 meeting regarding the requirement that a water line extended at the request of Messrs. Hopkins and Croxson shall be a minimum 6n line. ~; ~.~~ ~ Council Minutes Contd. ~ Pulaski, Va., April 7, 195 TRAFFIC a~ The Town Manager presented several su ggestions as t - General improvement in traffic conditions, i.e: possibility of wide#~iag South Jefferson Avenue between Commerce and First Street, acid First Street, South in front of Jefferson School, between Washington and Jefferson Avenues; possibility of making 2n~, Street one way and 3rd Street one way in reverse direction;~~ possibility of installation of all day parking meters for u~e in fringe areas, on Third Street. It was stated that an agree~ient could be made to buy any quantity of meters with full cost Ito be 4; refunded if not satisfied. On motion duly made by I. R. Carper, seconded by J. R. Martin, it was unanimously ~~ PARKING METERS RESOLVED, that the Town Manager be authorized to en~er ALL DAY an agreement with the Parkit-Lockit Company, Cincinnati, Oho, to cover purchase of five all day parking meters of the fridge area type on a trial basis, to be installed on Third Street~j CLEAN UP It was announced that Clean-Up Week would be May 4-th, UMBEEK and would be handled by the Chamber of Commerce with a xcept~lon of Town trucks doin s al coll the ctin f t ~ g g o u u e rash. ; ,; On motion duly made by I. R. Carper, seconded by ~~ J. C. Crumbley, Jr., it was unanimously LICENSE RESOLVED, that the following three changes be TAX ORDINANCE incorporated in the License Tax Ordinance adopted April 8, ;952 to continue in effect every year thereafter unless changed:y== Include Section 61 covering Finance Companies as approved August 5, 1952. Include Section 62 covering Television Machines '~ as approved March 3, 1953. Reduce grace period for obtaining automobile licenses from thirty days to fifteen days. ~ 4 Be It Further Resolved, that following incorporatio~i of the above three changes, the License Tax Ordinance adopted April ~, 1952 shall be readopted and continue in force as sit out in Minute Book No. 17, Pages 1945 - 1963. On motion duly made by I. R. Carper, seconded by J. L. Carper, it was unanimously STONE CRUSHER RESOLVED, that an appropriation of X1,500.00 PURCHASE be made from the General Fund Capital Outlay to defray the cost of a used stone crusher to be purchased from the Ralph E.
