Council Minutes pulaski,Va.,April 21, 1953
The regular monthly meeting of the Town Council
of the Town of Pulaski, Virginia was held in the Municipal.
Building at 4 p.m., April 21, 1953.
PRESENT There were present:
Vice-Mayor W. F. white, presiding

MINUTES -The Minutes of the special meetings held March
27, 1953 and April 3, 1953, the regular meeting held
April 7, 1953 were read and approved.
~'ATER LINE Mr. Thomas E. Croxson came before the Council

~[i~00DS AREA in regard to previous action of the Couneil concerning
his request for a water line extension, requesting
audience of Couneil to reasons set forth by him for
reconsidering the matter on the basis of economic
~ustif ication in providing the extension. Mr. Croxson
cited the advantages of providing larger quantities of
water at a decreasing cost of production per thousand
gallons, pertentagewis®, to consumers paying an out-
of-town rate. He urged Council to reflect upon the
solution of receiving from the property owners who
would connect to the line at present, 350.00, an
amount proposed by them, on a six-inch water line
extension, whereby a total oP eighteen properties
would pay for cost of installation when this total of
connections was reached, which he considered likely
in the immediate future.
Mr. Croxson was advised, in response to
questions raised by him, that decision of the Council
to require a mianimum 6" line was made in view of
growth in the section and the definite need of this
size line to provide pressure and Pire protection, and ,
that Council had not based its action solely on the
fact that-the properties were out of town or in
accordance with a recent agreement made covering

Mr. Croxson further advised Council that, should wader not
be provided, growth in outlying areas would be discouraged, d1RZd in
the present instance, any annexation proceedings possibly wo~ld be
ob~eeted to by the residents in his area.
CHILDREN A list of two hundred indigent children provided
MEMBERSHIPS
YMCA memberships in the Y.M.C.A. for the year ending June 30, 195+, by
an appropriation of X600.00 made in 1952 by the Council was '!
received and filed with the permanent records of the Town.
On motion duly made by C. V. Jackson, seconded by
0. 0. Crowell, it was unanimously
LEASE COOL RESOLVED, that the Town enter into a short-term lea~j~ at

Del Taxes Mr. John ~. Smith of Park Avenue, not paid due to Mr. Smiths
opinion that he did not owe the taxes, that Mr. Smith should'be
invited to appear and present his case at the next regular meting
of Council.

RECREATION Councilman Martin requested the Council to take into,

meeting, together with related problems, legal aspects
of the project, with the idea that funds necessary to
provid® the line shall come from a source other~.than
the Town Operating or Reserve Water Funds.
