V. Jackson, presiding Councilmen: I. R. Carper, J. C..Crumbley,Jr., J. L. Sealing, lAf. A. Larson, F. W. Marshall, J.R. Martin, W. F. White. Absent O. 0. Crowell. Runion The Minutes oP the special meeting held May 18, 1953, the regular meeting held May 19 ,1953, and the special meeting held May 25, 1953, and the special meeting held May 28, 1953 were read and approved. The Mayor commended the Council on the time devoted to the informal meetings held to eonsicler the budget Por the year 1953-54 and the interest on each member's part as manifested in the attendance. The Town Manager reported that C. N. Tester was proposing to develop a subdivision on Grahem Street, South of 5th Street, S.E. Council was advised that Mr. Tester was interested in working out an agreement with the Town regarding installation of water and sewer lines. The Town Manager was instructed to ne gotiate further with Mr. Tester is the matter. The matter of renewing a wooden crossover bridge an South Washington Avenue to the property oP Mrs. B. F. Elkins, which was badly in need oP repair, was presented. Discussion ensued as to whether the Town should bear the cost, estimated to be X80.00, inasmuch as since this provision Por crossing the ditch had been made, it had never been definitely established as to whether the property a-ner or the Town should assume costs of upkeep and/or reconstruction. 1 1 1 Council Minutes Cont' d. ~%.,~i: Pulaski, Va ., June 2, 195 .. Elkins on South Washington Avent~s ~-e referred to the Town Manager to work out a satisfactory soluion. Oa motion duly mad® by IN. F. White, secomded by P'. 1A. Marshall, it was unanimously SM ~ LADE HESOLVID, that the Town accept a dedication of a thirty HTPY' DED F M GRAHAMfoot Right-of-way from Mr. Marvin G. Graham along Smith Lane ~1for purpose of widening the street, as shown on Plat dated May l~, 1953, prepared by E. H. Millirons, Registered Swrveyor, and recorded in the County Clerk's Office. CURB AND GUTTER The Council deemed further study necessary in the CORNER 16TH AND matter of rovidin curb and p g getter along the north and east; PROSPECT side oP the property of Herbert Hall on the corner of Prospe~lt Avenue and~l6th Street, and the north side of J. K. Harrison; property on 16th Street, to divert drainage to Prospect Avenue from its present flow through the middle of the block to 15t1~i Street. Consideration was requested, although same would noel be provided for the entire block, it being stated that the property owners would assume one-half of the cost. This furor A study was directed in view of" a similar matter on Randolph + ~' Avenue which had been pending for a number of years. POLICY ON SBN'ER The Town Manager was requested to explain the Town; -Smith & policy of providing sewer extensions on an amortization basin Lane ~6atson to Messrs. Council took no action, believing it to be a matter for the Chamber of Commerce. TOS~1 CODE Discussion was given by Council to the background c~' the Town Code, preparation of which had been covered by conts~~ct with Hermit V. Rooke, attorney-at-law, Richmond, Virginia, i~ 1951. It was stated that the Town was urgently in need of a Code, and that the Code as presented by Mr. Rooke for final { ~~-~~ Council Minutes Conti d. Pulaski, Va., Juh~e 2, 1953 review before printing was unsatisf actory in many respects and that there was much speculation as to factors involved i which contribut®d to the unsatisfactory final draft in hand. The Town Manager advised that Mr. Rooks was of the ©pinioa that the greater portion of X600.00, remaining balance of the X1,200.00 contract price, was due him, but should there be on the part of the Council, dissatisfaction with the work as perform®d by him, he would make a settle- ment with the Tcmwa and drop the matter, or as an alternativ®, up©n receipt of the remaining balance, completely review with either or- both the Town Attorney and Town Manager the Code and make any necessary revisions, upon receipt of an estimated cost of X200.00 Por stenographic work. Question arose as to incorporati®n oP changes in the. Code by Mr. Rooks, as suggested by E. A. Beek, former Town Manager, and the matter was deferred until the next meeting, pending Further study of a letter in the hands of the Town Attorney setting forth the -- suggested changes as noted abov®. PUBLIC HEADING It was stated that a public hearing on the BUDGET 53-54 proposed budget for the year beginning July 1, 1953 and ending June 30, 1954 had b®en set Por June 23, 1953, to which date the regular semi-monthly meeting For June had been postphoned.
