HomeMy WebLinkAbout07-07-53Council Minutes Pulaski, Va., July "7, 1953 The regular monthly meeting of the Town Council of the Town of Pulaski, Virginia was held in the Municipal Building at 4 p.m., July 7, 1953. PRESENT There were present: Mayor C. V. Jackson, presiding Councilmen: z. R. Carper, O.O.Crowell, J.L.Kesling, W?.A.Larson, F.~. Marshall, ~('. F.W!hite . Abs"ent: J. C. Crumbley,Jr.,J.R.Martin. Also present: Supt. of Public Works :H. C. Jackson Clerk; Louise D. Logan Visitors : VI". Stuart Blackburn; John Patterson,, Mrs. William Baker-representing Lottier Bottom. MINUTES The Minutes of the regular semi-monthly meeting held June 23, 1953 were read and approved. Town Mgr. The Superintendent of Public ll~orks attended the Absent meeting in the absence of the Town Manager, who was hospitalized. p~S~ - ~. Stuart Blackburn requested the Councils RIFLE CLUB cooperation in providing range facilities for the Pulaski Rifle REQUEST Club at a location near the Town Dump. He stated this could be considered as part of the Towns recreation program and the Club would work necessary in connection therewith, except mowing, grading and draining, which they requested the Town to do. The matter was deferred for consideration at the next meeting . PETITIO'A Mrs. William Baker and John Patterson, appearing 1~ATER ~CO~MTMERCE for the majority of residents of Pest Commerce Street ° (Lottier STREET Bottom), r®quested that water extension be provided to the area. The matter was deferred to the next meeting pending further investigation and presentation to Council of cost estimates, right-of-ways and other pertinent information. On"motion duly made by ~. RESOLVED, that the sum of Six Hundred CURB & ~~ N. 0600.00) Dollars be appropriated from the General Fund for SIDE 4TH S.E. the installation of curb and gutter on the north side of 4th Street; S.E., between Floyd and Draper Avenues, as approved by Council at the m®eting held June 23, 1953, contingent upon the property owners paying one-half the cost. N. Tester Subd~rision on Graham Street, as approved at the special meeting held Juna126, 1953, this entire amount to be reimbursed the Town by Mr.. Tester, and APPROP. Be It Further Resolved, that the swn of One Thous'~nd SE~QER LINE ~~~ Five-Hundred & Twenty-One Dollars and Fifty Cents 01,521.50) ~e appropriated from the General Fund for the construction of a a~wer line to the C. N. Tester Subdivision as approved by Council at~ithe special meeting held June 26, 1953, provided Mr. C. N. G. Bosang Estate as approved by Council at they regular semi monthly meeting held July 23, 1953. The Following resolution was read; PLANNING On motion duly made, seconded, and unanimously adapted, COMMISSION RES.RE the Town Planning Commission in regular meeting of May 4, 1953 RAILING N.Vf~ASFi. recommended that the Town Council of the Town of Pulaski, Virgnia ,; give consideration to the possibility of erecting a railing aing the sidewalk on the west side of North ~6ashington Avenue, betw~ea ,: 5th and 6th Street, North. The Commission, in the adoption of~~this Resolution did so in the belief that the high and unprotected ~! sidewalk created a dangerous condition. It was brought out in discussion which followed that a similar situation existed on South VV'ashington Avenue on the ~est side between Commerc® and First Streets, South, and that in dying such conditions, both locations should be considered. Larson, it was unanimously Ref®r.to RESOLVED, that the resolution as presented by the Street Gom. Planning Commission be referred to the Street Committee and the Town Manager for investigation and report at th® next meeting. SHORT ST The matter of providing a street light on Short Street, STREET LIGflT as requested by residents in the area, was referred to the Town Manager for recommendation. On motion duly made by 0. 0. Crowell, seconded by J. L. Resting, it was unanimously SIDE'I~ALK RESOLVED, that the Town shall rebuild approximately N & 1M' CRQ~SSIN'G g2 t of sidewalk on the west s ids of Randolph Avenue RANDOLPH immediately north from the present N. & ht. Railway crossing, in front of the H. J. Sizer building, to improve drainage conditions at the time the Norfolk & Western Railway Company improves their crossing at Randolph and Commerce, and Be It Further Resolved, that Mr. H. J.~Sizer be requested to enter into an agreement with the Town for removal of two gasoline pumps in front of his building, said removal to become permanent after a period of two years of nonuse. ROGERS It was advised that a property owner, Miss Virginia BUILDING PERMIT Rogers, on La(k'ange Street had unintentionally encroached -Encroach. upon Town property approximately three feet in construction of a porch as her residence, and considerable comment had been made by residents in the area as to restriction by the Town. On motion duly made by I. R. Carper, seconded by F.W. Marshall, it was unanimously Permitted RESOLVED, that the Town shall permit a small encroachment proeid®d agreemt on Town property by Miss Virginia Rogers in construction of a works d out porch at her residence on La Grange Street until such time as the Town might decide to construct a sidewalk, with proper agreement to be worked out with the Town Attorney. The Council thereupon entered into general discussion GEN of possible disposal of present municipal building site and MONIC. MATTERS relocation of municipal offices, and the provision of a retirement plan for municipal employees.
