V. Jackson, presiding Councilmen: J. R. Martin, J. C. Crumbley, Jr.,; Y1. A. Larsoa, R. F. White, O.O.Croll, J. L.Kesling, I.R.Carper, P'.X.Mars 11. MEREDITH Mr, 0. H. Meredith appeared before C_oun_cil regaling MUD RT . ll the flow of mud from Pico Terrace onto his service station pro~arty on II. S. 11. He advised that he had appeared before the Board~;ot Supervisors on two occasions, at whieh~times, representatives ~bf the. School Board and the Virginia Department of Highways were pres~nt. He further stated that, at the last meeting of the Board oa September 19th, Mr. 'D. B. Hope, Highway Department Resident En~inesr, had presented a sketch of a solution to the drainage problem. ~~Mr. Meredith submitted to the Council a copy of this sketch, whict~'would call for an expenditure by the School Board of X379.00 and by ~h® Town and Mr. Meredith jointly, ~~71.00. The Council then discussed the situat ion in general, with particular reference to the permanence of such an improvement, and it was decided that then matter be left, pending a contact with the Highway Department regarding a more permanent solution to the highway situatimn i the 1©t3ality. IACUST Thomas Bentley requested Council to improve the ' STREET ' ` IMPROV. condition of Locust Street. His complaint regarded a hump lef~ near his driveway after installation of a sewer line. Also, a requ~st for larger space at end of street to turn around. This matterwas left to the Town Manager. ~.~~~~ LEA GtTE CaNVEN. REPORT Council Min. Conttd. Pulaski,Va.,Sept.22,1953 Mayor Jackson reported on the Leagae o#' Virginia Municipalities Convention, which he, five councilmen and the Town Manager attended in Richmond, September 13-15. AVEN~JE ~ -prepare estimates on the cost of a sewer line extension PETITION on South Jefferson Avenue after hearing a petition signed by property owners requesting that tl~ line be extended to serve all residences on the street. p~ C~Eg It was reported to Council that the ALLEY ~ _ resurfacing of the alley parallel with Peak Creek between Tyler Drug Company and Number One Store will go ahead as planned. AMERICAN PIGMENT Mr. F.N'. TORN CODE The Town Manager and Town Attorney were requested to obtain additional legal advice before presenting a plan to settle Pees for work on revision of the Town Code . PICO TERRACE There was brief discussion on the TRAF~+'IC pedestrian traffic situation in the vicinity of Pico Terrace, and it was decided that further action be delayed in consideration of the action as previously stated in these Minutes regarding the drainage situation. G~IRBAGE The matter of garbage collection fees CaLLBCTION ~~ was brought up for discussion and J.R.Martin, Chairman of the committee, told Council that a careful study had been me,de, and that it seemed advisable to defray part of the cost of collection through s Pee. It was Council Min. Conttd. ~~~~ Pulaski, Va., Sept. 22, 953 recommended that individual homes be charged a fee of X0.75 peg month and that business houses be charged on voltame of garbage~~ collected. The Town Manager was instructed to have a check ma~1e of the volume of collections from business houses and have a repo~ht ready on or before October 15, 1953. On motion duly made by lit. F. White, seconded ~y J.C. Crumbley, Jr., it was unanimously iTEST EE RESOLVED, that upon recommendation of the Street DENIED Committee, a request by Robert Bunts to remove trees in front of his property on Third Street be disapproved. On motion duly made b y F. ~". Marshall, seconded by I. R. Carper, it was unanimously CURB & RESOLVED, that the Town construct a curb and '# CUTTER PULASKI gutter on Pulaski Street between Lake and Cliff Streets, with ~#he STREET A~• property owners bearing half the cost and that an appropriation of ~: Sic Hundred Fifty-Six 0656.00) Dollars be made from the General Fund for this project. PULASRI The Town Manager advised Council that the mon~iy PHILLIE3 SETTLE due the Town from the Pulaski Phillies was now available. He also ACCOUNT stated that Mr. Shavlan and other members of the Phillies wAUlt~ like to meet with members oP Council to discuss the use of Calfee Park next year. PARK LANE There was considerable discussion regarding t~.e access road to-Park Lane and the taxes due the Town from Mr. Jam. Smith. On motion duly made by J.R. Martin, seconded ~y ~'. F. ~I'hi te, i t was unanimously J.~.SMITH - RES®LVED, that the Town Attorney is hereby x. TAXES instructed to proceed to collect all outstanding taxes legally collectible, due the -Town from J. ~. Smith and wife. On motion duly made by J. R. Martin, seconded~by 1~. F. l~hite, it was unanimously STATUS RESOLVED, that the Town Attorney is requested~'to PARK ~SH~rivestigate Further the status of ownership of Park Lane, and advise Council of such legal action as may be necessary to cle~rly ~, establish the ownership of the Town. On motion duly made by ~. Y+'. White, seconded ~y 9~D. A. Larson, it was unanimously RESO~LVID, that the Town Attorney and Town Manger make a study to find out whether it would be feasible to have ~n ~~~~ Council Min. Contd. Pulaski, da., Sept. Q2, 1953 ordinance which would require the owners of parking lots to control dust and dirt. NE~6'BERN ROAD S IDEi~ALK -- STUDEBARER COMMENDED ADJOIIRNMENT I. R. Carper requested that a study be made to find out if the residents of Newborn Road would be interested in paying their share of the cost of a sidewalk along Newborn Road from Fifth Street to Claremont School. The Town Manager stated that the cost of constructing a five foot sidewalk in this area would be 2,772.00. Ae waa instructed to go into this matter further and report beak to Council. Mayor Jackson commended Ralph Studebaker, Town Recreation Director, for his handling of the parade in connection with the Pulaski County Fair.
