TRAFFIC Considerable discussion was given to the matted. Martin, it was unanimously RESOLVED, that the Town Manager be instructed to make for presentation to the Council-a survey and plan of the street change at the corner of 5th and was hington A®enue, Northeast, on the basis that the Town would respect its own property line. TOWN CODE The Town Manager brought before Council the matter of settlement with $ermit V. Rooke, Attorney-at-Law, Rictnnond, Virginia, for revision of Town ordinances under contract, as had been pending fora considerable length of time (See former Minutes ). He stated that it would be his recommendation that an amount of X350.00, which had base verbally agreed upon for settlement by Mr. Rooks; should be paid, in lieu of~the X600.00 due Mr.Rooke by the terms of the contract. Settlement Mr. Hirst stated that Mr. Rooke had with Rooke advised that the present matter would not in any way affect future transactions with the Town, and should the Council so.desire, he indicated he would be agreeable to negotiate further with regard to the Town Code. On motion duly made by W. F. l~hite, seconded by I. R . Carper, it was unanimously RES© LVED, that the Town shall make settle- meat of X350.0.0 with Mr. Kermit V. Rooke for work pe rformed by him inn revision of Town ordinances, which made total payment of the $1,200.00 con tract pries amount to $950.00. On motion duly made by J. R. Martin, seconded by I. R. Carper, it was unanimously SHERILL RESOLVID, that the request of Shrill Hodge HOD GE -T~ to operate his Qab, located outside the corporate limits, into REQ. Town for pickup and delivery of passengers but not b~e sub3ect to those requirements of Town taxicabs, be denied; in conformance with existing ordinance. The Council directed the Town Attorney to provide a special provision in the Taxicab Ordinance specifically to clarify the matter of taxicabs operating within Town but located outside, as in the Qase of Mr. Hodge. ORDINANCE MAKING IT tTNLA~~'[TL FOR ANY PERSON, FIRM OR CORPORAT ON TO BIIRN LEAVES, TRASH OR RIIBBISH OIIT OF DOORS, PROVIDING EXCE TIO THERETO, AIITHORITY TO MAYOR FOR REPEAL AND PROVIDING PENALTY OR VIOLATION THEREf?F. THAT, ~7'HEREAS, There is an emergency created wi~lhin the Town of Pulaski, Virginia, due to the extremely dry condition caused by inadequate rains, thre exists a menance to the heal~h, a, welfare, safety and property of the citizens of the Town of Pulaski, Virginia, because of said condition; NOW, THEREFORE, be it ord~.ined by the Council o the Town of Pulaski, Virginig, that: A It shall be unlawful for any person, firm or 3i corporation to burn leaves, trash, rubbish or other combustible materials out of doors, within the corporate limits of the Toi of Pulaski except where said burning is in approved type incinerator or similiar satisfactory facility to prevent sparks and fire escaping therefrom. It is specifically made unlawful to use ,. type of open or fire type basket and open fire places for any ~' 1 1 burning. The Mayor of the Town of Pulaski, Virginia, is authorized to declare null and void the restrictions of this ~{ ~~ ~, ordinance at such time as in his discretion there has been sufficient rain or moisture to relieve the present emerg®ncy;~ said withdrawal of said restrictions to be made only after giing notice in the sadne manner as the said ordinance was publicize ~. All ordinances or regulations of the Town of Pulaski, except any which may be more restrictive in nature to this ordinance or those in conflict herewith are hereby rev®k~jd for the period of time during which this ordinance is in effe~tt. y. ~. Pulaski, Va., October 20, 1953 TOUCF~OM'N to install two hundred temporary bleachers at Calfee Park CLUB BI~,EACH~RS be approved, contingent upon an agreement between the Town and the Club to provide that the Town shall b® saved harmless in event of any in juries sustained by reason of the bleachers and piv vie ion of adequate insurance by the •- Touchdown Club. BALL CLUB It was advised that Mr. L. D. Shavlan had FEF3 requested that further consideration by Council of the Ball Clubts reauest for reconsideration of fees charged during the 1954 baseball season, be withheld-until further contacted by him. TREES VICINITY The Town Manager stated he was in receipt A IL TER PLANT R ~ of advice by the Bartlett Tree Expert Company that pines, especially observed in the Filter Plant area, were in need of treatment due to a particular growth developing in dry seasons, known as Aphis, and should be sprayed in the Fall, at an estimated cost of X200.00. Also, the trees in First Street Park were evidencing signs of deterioration and should b® fed, which they estimated to cost ~2?5.00. The Council took no action on these matters. PARKIIQG SITE The Mayor stated, in consideration of the COM~dITTEII~ growing acute parking problem, he desired to appoint a committee to investigate the matter of possible acquisition of additional parking lots. On motion duly made by I.R.Carper, seconded by J. C. Crumbl®y, Jr., it was unanimously RES(-LVED, that the Mayor appoint a special committee to study the parking situation within the business section of town and make any recommendations as to relieving the situation. Whereupon, the Mayor appointed Mr. ~0. A. Larson, Chairman; Messrs. F.~1.Marehall, J.C.Crumbley,Jr. and J. L. Keeling to the Committee.
