Boothe Irvin N. Morefield The Minutes of the regular meeting held November 5, 1953 and the special meeting held November 13, 1953 were read and approved. A petition signed by five taxicab owners in the town was presented, which reQUested the Council to reduce the present limit of fifty cabs in the Town to: forty in the event that present permits were relinquished. This matter was taken under advisement. On motion duly made by I.R.Carper, seconded by W. A. Larson, it was unanimously RESOLVED, that a petition from five residents in the Fifth Street, S.E. Area for water service be placed in line with other similiar petitions. On motion duly made by I.R.Carper, seconded by J.R.Martin, it was unanimously TRANS RESOLVEI?, upon recommendation by the Chief of CERT . L~ONV. Johnston Police, the following transfer of certificate of public from Redd convenience and necessity be approved: To George Hubert Johnston T/A Johnston~s Cabs 2 taxis Prom, and the following are cancelled: Frank Kidd Redd T/A Reddts Cabs 2 taaia APPLICATION The application of Frank Kidd Redd for a certifi- Redd eats of public convenience and necessity, pending since October 11, 195'x, was present®d. Action was d®ferr®d until completion of a check being made by the Police to determine the number of vacancies under the fifty limit, if any. On motion duly made by J.C.Crumbley, Jr., seconded by ~. Council that the person to whom at taxicab business is to ~e sold shall be at the discretion of Council. RE4~UEST Regarding a former request of Mr. T. A. Douthat for ALLEY OPENING opening of an alley extending eastward off of Randolph Avenue ~F.MAIN between 2nd and 3rd Streets, N.W., a question arose regardinl~ 9 possible infringement by adjacent buildings on the alley, the matter therefore being deferred until a survey could be made ©#' the location. TOVfFN CODE The Council discussed a meeting held on November 16'~j wherein the Mayor, Councilman Crumbley, Larson and Martin, the Town ittornby ~i and Town Manager met with Mr. Charles Sublett, President of h® Michie City Public ati ons Company, Charlottesville, Virginia, in regard to the possible engagement of that firm to codify they', Towa ~; ordinances. It was reported to the Council that Mr. Subletthad outlined the intended work of his company, and indicated hiss sub- mission to the Town of s contract very much similiar to than, off®red the Town in 1950, contingent upon immediate aceeptae by the Town. The Council indicated ita agreement to the Michie proposal, and was advised by the Town Attorney and Town Mana~er that Mr. Sublett, upon, request of the Council, would fozpvarc~ a written contract to the Town which would embody all of the terms ~: of agreement in the handling and payment for their work on editing, codifying, printing and binding the Town ordinances` ~~ similiar to such work as they have done for other municipalities in the State of Virginia and elsewhere. Whereupon, on motion duly made by J.'R.Martin, secored by I.R.Carper, it was unanimously RESt'?LVED, that the Town Manager be authorized to request the Michie City Publications Company of Charlottesvill®, Vir#~inia a contract for the editing, codifying, printing and binding 4f the Tc~n ordinances, and upon favorable review oP said contract Eby Contract the Town Attorney and Town Manger, the Town Manager is authorized to Michie to let the contract to th® Michie City Publications Company f Charlottesville, Virginia, a copy of said contract to be mac a part of the Minutes of the Council at the first meeting subsequent to the acceptance of same, to rewrite th® ordinaries N~~~ Council Min. Pulaski,Va., November 17, 1953 of the Town oP Pulaski, recodify, edit and publish th® Code of the Town of Pulaski, and Appropriation Be It Further Resolved, that there be appropriated from the General Fund the sum of Four Thousand 04,000.00) Dollars for this project. On motion duly made by J.C.Crumbley, seconded by J.R.Martin, it eras unanimously resolved that the following ordinanc® as amended b® adopted; ORDINANCE N(ylt, THEREFORE, BE TT ORDAINED BY THE TOWN COUNCIL OF THE l~bandoned TOWN OF PULASRI, THAT: Ice BOXes, Ete. It shall be unlawful for any person, firm or corporation to leave inside or outside of any building or dwelling in or at a place frequented or accessible to children any abandoned, unattended or discarded ice box, ref rigerator or any other container of any kind which has an air-tight door without first removing the said snap-look or doors from said ice box, refrigerator or container. Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined not exceeding Fiv® $~tndred 0500.00) Dollars and/or by impriso~nnent for not in exe®ss of sixty (64} days. Each day such violation is committed or permitted t© continue, shall constitute a separate offense and shall b® punishable as such hereunder. On motion duly made by J.R.ffiartin, seconded by J. C, Crumblsy, it was unanimously ANNEXATION RESOLVED, that each member of Council be furnished a copy of a report on annexation prepared by R. Stuart Royer & Associates in 195 for study and that the Town Attorney shall review same, and that the matter shall be taken up at a special meeting or at the neat regular meeting of Council.
