Moore The Mayor stated the purpose oP the meeting was to~give consideration to the rabid animals running at large in the town and county, with the number of rabies oases increasing dailyl The Mayor advised that the County Board of Supervi rs had met on December 3, 1953 with Dr. C. P. Pope, Pulaski Co ty Health Officer and Mr. Bernard Shutt, of the Health Department, and had adopted as ordinance requiring the vaccination oP against rabies and an ordinance prohibiting the running at of dogs (effective Prom December 7, 1953 to January 31, 1954~~, which ordinances were then read by the Clerk. ge Qn motion duly mad® by ~. Larson, seconded by ~ RES(~LIIT ION phi to , the following resolution was adopted : WHEREAS, it is determined by the Council of the r• of Pulaski, Virginia, that an emergency exists in the said Town because numerous eases of rabies in dogs and other animals, .oath of livestock from rabies, the running at large off' numbers of~ dogs, and in several instances where children and others have beef bitten or in3uried, have been reported in the Town and Count of ~'ulaski; and, 1fHERFAS, the Board of Supervisors of the County of Pulaski, Virginia, did, in special session on the 3rd day of December, 1953, adopt ordinances prohibiting dogs from runnig at large during the remainder of 1953 and during January of .954, requiring the vaccination or innoeulation of dogs, and protriing for punishment for violation thereof; and, f ~A6HEREA:~, said ordinance is effective within the lim~.ts i of the. Town of Pulaski, Virginia, and binding upan the peopl~ of ~! the said Town; and, WHEREAS, the Town Council is of the opinion that said ti~~~ Council Min. Contd. Pulaski, Va., Dec. 4, 1953 action of the Board of Supervisors rras timely and well- advised and necessary is order to protect the health; welfare, and safety of the residents of the Town and County of Pula ski ; and, II~flEREA3, the said Council does concur in the action taken by the said Board of Supervisors, and wishes to offer to the said Board the Towns fullest cooperation in the enforcement of said ordinance. NON, THEREFCBRE, BE IT RESOLVED that the Council, in session on this 4th day of December, 1953, does concur in the action taken by the Board of Supervisors ga afore- s aid, and doea hereby request the citizens of the Town of Pulaski to cooperate in the enforcem®nt of said ordinance; AND, BE IT FIIRTAER RESOLVED that the Police Force of the said Town, under the direction of the Town Manager and Chief of Police, render any and all assistance possible in the enforcement of said ordinance. DCESHT~RSUT~CT~~ppIOSSN It was reported that bridge Christmas decorations DEC~c,AT~ONS were being broken and otherwise lost by certain ~uvemiles within the town. On mot ion duly made by W . F . ~II'hi te, seconded by ~'. A. Lar so n, i t was unanimously -Reward RESOLVED, that the Town shall offer a reward of X10.00 to any person who makes a report which leads to arrest cad conviction of person taking or breaking bulbs in the Christmas decorations within town, and further, that this action be publicized in the local newspaper. Disposal It was the consensus of Council that the matter Dogs at Dump of disposal of dogs b® handled through the local newspaper, with the request being made that all dogs disposed of at . the Town dump shall be properly taken care of .
