PRESENT There were present: Mayor C. V. Jackson, presiding Councilmen: I.R.Carper, O.~F.Crowell, J.C.Crumbley, J.L.Kesling, W.A.Larson,F.~.Marshall, J.R.Martin, W.F.White. Absent: None. Moore Roby K.Sutherland,Attorn®y, J. 1K'. ffiaith; French Nuell S`u.tphin. MINUTES The Minutes of the semi monthly meeting h®ld November 17, 1953 were read and approved. A petition for a street light on Monroe Avenue signed by several residents on the street was read, TAXI DRIVER Mr. F. N.Sutphin requested that he be granted --Sutphin a taxi drivers license, which had been suspend®d duly 31, 19+49 upon his conviction of a drunken driving charge. Ths Mayor advised the matter would be duly considered and he would be advised of the decision. PARK LANE & Roby K. Sutherland, Attorney-at-Law, appeared HANEY STREET with his client, ~'. W. Smith, relative to action of the Council to bring suit against Mr. Smith for delinquent taxes in the amount of X251,40, representative of tl~e amount assessed since 1948. (See former detailed Minutes). The Attorney reviewed Mr. Smiths position in requesting reconsideration of Council as to aancaelling the amount due by him in view of capital improvements, i.®. s treat and water line, made by him at the tine the Park Lane-Haney Street area was developed, thes® improvements, Mr. Smith stated, having b®en made after being advised verbally by former Mayor Calfee that Park Lane and Han®y Street were outside of town, and that he would b® reimb~ars ed. Following considerable discussion and review of the ease by the Town Manager, on motion duly made by 111'. F. 1~hite, seconded by W. A. Larson, it was unanimously Council Min. Smith and wife. Upon approbation of the Chief of Police, on motio~l ding made by F. W. Marshall, seconded by I.R.Carper, it was unanimously Sutphin granted RESOLVED, that F. N. Sutphin be granted a taxi dr~;ver+s permit on probation license on six months+ probation, said license to be issued 7 effective with the date of this meeting and the commencement of the probation period to be likewis®. Distributed to Council were lists of applicants f~-r certificates of public convenience and necessity for 1954, s«ttiag forth detailed information as to each applicant. Carper, it was unanimously Redd permit RESOLVED, that the Following application for remainder 1953 certificate of public convenience and necessity for the remainder oP the year 1953 be granted: Frank Kidd Redd T/A Reddt s Cabs 1 taxi CALLED MEETING It was the consensus of Council that a called ELIMINATING MEETING~~ meeting would b® held to discuss the matter of the Commerce Street property and any other pertinent items between December 14 and 18, eliminating the meeting scheduled for December 22, 1953. ALLEY OPENING A survey made by E. H. Millirons, Surveyor, QUNES T ~E. 11 of the alley in rear of the Jot-F~n-Down ~ttore, ®ast of -Survey Randolph Avenue, was presented, showing i~he alley to be 8.2~ in width. On motion duly made by I. R. Carper, seconded by W. A. Larson, it was unanimously RESOLVED, that the request of T. A. Douthat et als for opening an alley running east-west in the rear of the Jot-Em-Down Store on 2nd Street, West, be declined in view of the present availabl® width, but shall indicate a willingness to reconsider the matter should the petitioners be able to present possibilities of securing additional width. GARBAGE aOLLECTIflN A detailed and exhaustive report on garbage PORTLY collection fee study, prepared by the Town Manager following completion of the garbage survey made by crews of Town empl©yees, was presented, and tabled for further stuc~-, with the special committee on garbage Pees being directed to be in a position in the near future to pre- sent their recommendations. On motion duly made by F'. 1~`. Marshall, s®conded by I. R. Carper, it was unanimously STREET ~I~~iT RESOLVED, that the petition for street light on Monroe Avenue be granted. TAX ASSESSMENTS - The Town Manager reported that, relative to question raised on tax assessments in Valley Road at the last meeting, a list of possibly omitted assessments relative to several sections of the Town had been turned over to the Town Treasurer and the Commissioner of Revenue Council Minutes~Cont~d. ~~9' Pulaski, Va., December 1955 for review and checking. Marshall, it was unanimously PANRNRII~,SA~L CSRISTMAS RESOLVED, that the annual Christmas party for Tows Approp. employees shall be held on Friday, D®cember 18th at the Amer~can Legion building, at 6 p,m. and there shall be appropriated the sin of $115.00 from the General Fund to defray the cost of sine. Advertising The request brought to the attention of Council b~' the Leaflets ~. Request Town Manager oP~a local businessman to drop advertising leaflets from an airplane in the general location of town did not mee~ with approval of Counci 1. C] ANNEXATION On the sub feet of annexation, it was advised that due to changes in Council, all members were not supplied in sufficient time with copies of the report prepared by Mr. Edward Ruehl f R. Stuq,rt Royer & Associates, Richmond, Virginia, and that a~Il mem-- ~bers had not had adequate time for study. It was 'the aonsen~fus of Council that the matter of annexation would be actively pursed after January 1, 1954. 9; SRA~'F'IC LI(~T The Council agreed to hav® the traffic light at 5h MADISON and Madison reverted to former arrangement of red and green ~lignals in lieu of a full time yellow blinking operation. ADJOURNMENT The meeting adjourned at 5:55 p.m. Anbroved: Attest: Clerk of Council ~ ~~ Council Minutes Pulaski, Va., Dec.l6, 1953 SPECIAL MEETING A special meeting of the Town Council of the Town c:f Pulaski, Virginia was held in the Municipal Building at 4:30 p.m., December 16, 1953. PRESENT There were present: Mayor C. V. Jack°so$, presiding Councilmen; O.O.Crow®11, J. C. Crumbley, Jr. W.A.Larson, ~.F.INhite,Frank 11~. Marshall. Absent: I. R. Carper, J. L. Keeling, J. R. Martin. Also present: Town Manage r: Julian F. Hirst Town Attorney: Garnett S. Moore Supt. of Pub. works: H.C. Jackson Chief of Police : L. S . Boothe CLERK PRO-TEMPO In the absence of the Town Clerk, the Town Manager was' designated to serve as clerk c~ the special meeting. The Mayor stated that this special meeting of the Town Council, convened by proper notice, was calla d for th® purpose of considering such matters as might be properly brought before it . H® further s tated that this meeting would constitute the regular second-semi-monthly meeting 'of the Council unless circumstances merited a called meeting, until the first meeting in January. COMMERCE The Town Attorney advised the Council that STREET PROPERTX the deed for the property at the corner of Commerce and Pine Streets had now ~eceieed all necessary signatures, and that, in his opinion, a satisfactory transaction of the property at this time could be mad®. Discussion then followed on the sub~eet of construction of shop facilities on the Commerce Street lot.
