PRESENT There were present: ~` Mayor C.V. Jackson, presiding Councilmen: I.R.Carper,O.O.Crowell,J.C.Crumley, J.L.Kesling,W.A.Larson,F.W.Mars all, J.R.Martin,IN.F.l~thite . Folden. ~~ - MINUTES The Minutes of the special meeting held Deceber 4, 1953, the regular meeting held December 8, 1953 and the pecial meeting held December 16, 1953 were read and approved. ~. CALFEE F/ James V. Calfee appeared as spokesman for Bu~'ord Redd & Brown Taxi DriversRedd and James Brown, who also were presen t, requesting Cou~cil~s ;, consid®ration as to gran ting taxi drivers license to said parties. Renewal of these permits had been denied by the Chief ~' of Police based on their police records. He stated Buford ~edd ~~ was convicted of speeding,but found not guilty of having ~' possession of stolen property, while James Brown was conviced of hitting traffic sign and illegal parking. ONE-WAY TRAFFIC D.~O.Rateliffe, appearing with several interested PETITION arties resented a " p , p petition signed by 61 merchants, taxic.b drivers, real estate agents and others within th® town, requesting f the Town of Pulaski to discontinue the regulations currentl~ in effect whereby one-way traffic was permitted on Second and ~'hird Streets, North, between Madison and Jefferson Avenues and t~.at such regulations not be adopted in the future, but that two~way traffic be permitted on said streets at all times. Followi~g discussion, the Mayor advised the petition would receive every consideration. s ECKMAN The Mayor thereupon read a letter from Mr. Hensel COMMENDS ONE-SAY T,RAFFI C Eckcnan in which he commended the Town on one-way traffic, t~e t Christmas decorations and reinstatement of the traffic ligh at 5th & Madison. Pulaski,Va.,Jan.5,1954 Town it was his opinion that one-way traffic was advantageous Managerts Opinion to the Town, although there possibly might exist soma disadvantages, which appeared of no great consequence is consideration of the overall benefit of one-way traffic and that, if Council desired to continue such a program, he would endorse same.. System There being no action by the Council Expires to continue one-way traffic, it automatically expired in accordance with previous action of the Council as contained in the. Minutes of the Council which authorized its temporary installation. On motion duly made by I.R.Carper, seconded by F.1l~.Marshall, it was unanimously TAXI CERT. Calfee etale presented earlier these Minutes, Police Lt. Earl Bouldin reviewed the records of both parties. B & Following considerable discussion, on REDiD TAXI motion duly made by V~'.A.Larson, seconded by J.C.Crunbley, DR.PERMITS the following resolution was taken by a vote of 7-1, Declined RESOLVED, that the requests for reconsideration as to issuance of taxi driverst license permits by James Brown and Buford Redd as presented by James V. Calfee be declined. On motion duly made by O.O.Crowell, seconded by ~.A.Larso n, it was unanimously CQUNCIL MAINTAINS RESOLVID, in regard to a petition before TAXICAB LIMIT ~ 50 Council for reducing taxicab limit to forty, by several taxicab owners within Town, the Council shall go on record as maintaining the present limit of fifty. ANNEXATION It was decided to hold a special meeting at ~ p.m., January 11, 1954 to consider annexation. The Town Manager advised. it would be NE~BERN RD. desirous to have a meeting of the Street Committee at an S ID E~ALK . early date to review the matter of the Newbern Road s id~ewalk and to confer on policy should sidewalk be installed, prior to considering certain engineering 1 aspects of the project. On motion duly made by W. A. Larson, seconded by J.C.Crumbley, it was unanimously Appropriation RES6LVED, that Two Hundred 0200.00) Dollar zlbe appropriated from the General Fund for preliminary engineering costs in connection with the sidewalk on Newbern Road. SHOP BUILDING The Council indicated its consensus regardir MEASUREMENTS the equipment and store building to be erected on the Coerce Street property as requiring the building to conform to i~~e measurements of forty feet wide and one-hundred Peet lone Whereupon, Councilman Martin retired from tt meeting. ~' On motion duly made by I.R.Carper, seconded y W. INC. by Two Hundred 0200.00) Dollars, -this amount as coveragea~F for . attorney costs incurred in Leo R. Umberger ease. ~ FIRE DEPT. The Town Manager advised request had been revived RADIO TRANSMITTER from the Volunteer Fire Department for payment of radio transmitter purchased in 1951, which they stated was coveed ~; through verbal agreement with Mr. Beck, former Town Manar, who had advised the item would be covered in the next buet. ~. R'RTNICIPAL The Town Manager requested permission to mak~ BUILDING i CHANGES minor renovations to the Municipal Building, estimated ta' cost X300 - 350.00 dollars, out of the 1,000.00 appropri~.ted in the budget, which would include two offices in the rea of ~! the building for the Police Chief and the Lt. of Deteetiv~s, renovating the present Chief t s office to provide a Parkin Meter Department, and division of the present bookkeeping; department t o provide a room for the Recreation Departmen . Pulaski, Va., Jan.5,1954 RESOLVED, that the plan as presented by the Town Manager for changes to the Municipal Building be approved. PENSION PRO GRAM Pertaining to a Town employee pension program, it was decided to secure related inf ormation and that a Committee would be appointed for studying same at the next regular meeting. TAX ASSESSMENTS The Town Manager reported that supplemental tax assessments lists had been presented by the Commissioner of Revenue pursuant to list of possible ommissions presented her, prepared from the garbage survey data and other sources. TOiA~N ATTO~ATEY OIIT OF TO~i The Town Attorney, Delegate to the General Assembly, was reported to be expected out of town for a period of sixty days while attending the Assembly, but would be accessible during that time on any Town matters.
