PRESENT There were present: rdayor C. V. Jack son, presiding Councilmen: I.It.Carper, O'.O.Crowell,J.C.Crtudbley, ~.A.Larson, J.R.Martin,~'.W.Marsl~~ll, W. F.t~hite. Absent: J. L. Keeling. Also Aresent: Town Manager: Julian F. Hirst. 9 PURPOSE STATED Mayor Jackson stated that this special meeting was called for the purpose of considering the purchase of a ~~actor loader unit for replacement of the tractor Bull Clam now '~.n use at the Town refuse disposal grounds. The Mayor stated ti~.t this meeting also would consider any further matters pro~iarly presented. PULASKI ATHLETIC The Mayor presented to Council a letter from CLIIB LETTER t~F TSANRS Mr. L. D. Shavlan, general manager on behalf of Pulaski A~hletia Club, expressing the appreciation of the club for the aci{~.on of Council in their meeting of February 2, 1954 in reducing~ths rental Pse to the Pulaski Phillies during the 1954 baseb~~11 season. CIVILIAN The Mayor then presented a letter from Mr. G~brnett DEFENSE S. Moore, Civilian Defense Director for Pulaski County. ''Phis -Director Resigns letter was being sent jointly to the Board of Supervisor' and the Town Councils of Dublin and Pulaski. Mr. Moore stat~+d that he was of the opinion that it was impossible for him to ~evote enough time to the civilian defense activities in Pulaski County, and make the recommendation that Mr. Glenn Poare~,i be named as Director of Civilian Defense. On motion duly made by J. R. Martin, seconde~iby I. R. Carper, it was unanimously RESOLVED, that the Town Council recommend to the Recommend Pulaski County Board of Supervisors the appointment of P~br. Pvarett Glenn Poarch as Director of Civilian Defense of Pulaski ~lounty. The Town Manager advised the Council of a request made to him by Mr. Harold Grogan on behalf of the Merchat~tte Committee of the Pulaski Chamber of Commerce that the me '{ han is be permitted to cover the parking meters in town on Febr ry 25, 26 and 27 in connection with a proposed town-wide ret~~il titi~~ MERCHAN'T'S COMMITTEE' C.OFCOMMERCE RE~,UEST PARK3NG ELIMINATION Council Minutes Cont+d. Pulaski, Va.,February 4,1954 sale. The Town Manager further advised that Mr. Cogan had stated that the Merchants Cogmnittee anticipated a similiar sale later in the year, possibly in.August. It was the consensus of Council that action on the matter be•delayed until the next regular meeting, an d that the Merck~ants+ Council be asked to be represented at that m®et ing to further explain their plans in the matter. TRACTQ3 - The Town Manager then presented to LOADER EQUIPMENT Council costs and specifications sheets on traator- loader equipment for the Town garbage disposal grounds, which unit would be for replacement of the present tractor Bull Clam. Discussion on the purchase became primarily concerned with the financial st~.tus of the Town and the method of paying for a unit which possibly would cost between X12,000 and X15,500. No action was taken by the Council and the matter was deferred until the next regular meeting, during which time Council felt additional consideration should b® gin®n to financing.
