Larson, J.L. sling. Also present: Town Manager: Julian F. Hirst Clerk: Louise D. Logan Visitors: Pulaski High School seniors elected for "Youth Day"; F. ~. Thompson, F. A. Spraker, P. L. Whittington, J.E. Walters. MINUTES The Minutes of the regular semi-monthly meeting held February 16, 1954 were read and approved. YO~g The Mayor extended a welcome to those Pulaski I~~.gh COUNCIL ETC V~ELCOME School Seniors present, who were elected to serve as Mayor,~'~ Councilman and Town Manager for Youth Day to be observed March 12, 1954. ALLEY REAR Letters from Howard C. Gilmer, Jr. , as Chairman ~bf the METHODIST CHURCH ~ Official Board of The First Methodist Church, and Mr. G. M. ayter~ as Chairman of the Property Maintenance Committee of the Fit t Methodist~Church were read, both requesting Councils consic~ration as to opening and paving the alley in rear of the church inlock No. 3 to improve drainage conditions, parking facilites. On motion duly made by I. R. Carper, seconded b J. C. Crumbley, it was unanimously Ref-to RESOLVED, that the above letters of request bed. S~t . C om. referred to the Street Committee for recommendation. ~, N~T~_ A letter from Mrs. D. E. N0.10 Pertaining acknowledging receipt of resolution passed by the Council on. local pers. roper y February 4, 1954 was read, advising of his intent to prevent~th® ~axation passage of House Joint Resolution No. 10, and his ext~ression;that 4 passage is unlikely. They inquired whether they would be required to connect to a sewer line, should one be installed in the future, e,fter septic tanks _were instal led. DRAINAGE IN Whereupon, Mr. Spraker advised of the AREA situation where kitchen sinks from Pour houses near him drained onto his property and advised of his intent to close the drain in the near future, inquiring as to any ordinances to cover the condition. The Town Manager thereupon advised the Town would not be concerned in the matter unless and untie. the drainage flowed onto the street. The Mayor advised the delegation from Mashburn Avenue of the number of petitions for sewer lines on hand, several pending for some time and of the Towns decision to await a forthcoming report Prom ~4tiley & Wilson, Consulting Engineers, Lynchburg, . Virginia on a sewerage survey being made by them, before considering the petitions on hand, and he also pointed out that Councils consideration at any tim® must be based upon sufficiency of Town funds. The Town Manager advised the delegation, in answer to their inquiry, that should the Town have a bond issue, one of the provisi ons most likely would be that properties would be required to cormect to sewers. A question raised b y the delegation pertained to whether the Town did not promise to provide sewer to the area when same was incorporated in 1948, and they were advised that there was no official record to indicate such a promise had been made by the Town. The property owners thereupon advised they would secure signatures to a petition for sewer in the area and present scone to Council within the near future . S. 11 at north corporate limits, survey for Newbe~n Road sidewalk, s~mvey of Ailey & Filson for sewer lines anda treatment plant. - '' ST~U~T&AVE. A petition, previously presented, by Stuart Avenue OPENING THEREOF residents for a sewer line, as well as opening Stuart Avenu~f , to Peirce Avenue, was again reviewed and deferred until the ;next meeting of Council, in order that it might be determined whither Stuart Avenue was legally open for the entire distance from; Spruce Street to Peirce Avenue. 6TH ST I~ The Town Manager requested the Council to cons idr OPENING _ THEREOF the possibility of opening Sixth Street, N.W., from Randolp~l Avenue to Henry Avenue. 1 GENERAL The Council then opened the meeting to any questions DISCUSSIOBI to be presented by the Youth Council, whereupon, all of they students present participated in questioning the Town officals, regarding phases of Town governmental activities and plans.; ADJQURNMENT The meeting adjourned a t 5:40 p.m. Attest: ~1 rw tl~ iB. aCa~_.~..., J Clerk of Council U
