MINUTES The Minutes of the regular monthly meeting held March 2, 1954 were read and approved. pE*i+ FiTH A petition signed by six residents on Henry ST O'PENING Avenue, requesting that Sixth Street, N.W. be open®d betwe®n Randolph and Henry Avenues, was presented, PULASKI A letter from V. r1. Hinton, Chairmam of ~ e CLUB IS RECOMMEND. Pull is & Business Affairs Committee of the Pulaski Kiwanis Club was read. The Club made three recommendations, as follow: 1. That stop signs be placed at downtown alleys; 2. Provision of one parking space each corner at the intersection of First Str®et, North and Washington Avenue, and 3. Synchronizat~.. on of s top lights on Nashington Aver~rte at 2nd and 5rd streets. CHAMBER A letter Prom Nelson H. Bonn, President, Pulaski REQUEST TRAFFIC County Chamber of Commerce, was read, which solicited the SURVEY Town to obtain a survey by the Virginia Department of Highways of the traffic situation within the town. RIDD There was presented to Council a.statement record TAXI OPERATIONS prepared by Lt. G. E. Bouldin in behalf of the P©lice Department, pertaining to operation of a private car for hire by Frank Kidd Redd, local taxicab owner, and als© failur® to charge established cabfare rates. The Chief of Police stated that trial on these char ges was held February 26, 1954 with a verdict of guilty and the subject fined accordingly. On motion duly made by W. A. Larson, seconded by I. R. TOWN ATTt)RNEY The Mayor welcomed the Town Attorney, who had' a returned Prom serving in the House of Delegates for the ~~54 Session. PENCE AT L. D. Shavlan, General Manager of the Pulaski ~thletio CALFEE PARR Club, Inc., requested permission to erect a sewn foot P~}ice ~~ for advertising purposes, at the full expense of the bal~ji club, to extend approximately 200 ~ from the right field foul li!#~e to the eenter field flagpole. 1 1 TRAFFIC The Council directed investigation as to poss~;}~le SURVEY cost involved in securing a survey of traffic conditions y the State Highway Department, in consideration of the letter';; vi presented by the Chamber of Commerce. Public Affairs Committee was referred. to the Town Manage~j, ALLEY OP REAR FIRST METHODIST CHURCH RETIREMENT PRO GRAM _~ ~; On motion duly made by W. A. Larson, seconded~y I. R. Carper,- it was unanimously E14ED RESOLVED, that the north-south alley immediate~~.y in rear of the First Methodist Church on Jefferson Avenue connecting Third and Fourth Streets, N.V~. shall be openec~l for the present, with possible consideration as to surfacing ~~n the next budget year. ~' ~i Councilman Crumbley, Chairman of Employeest Retirement Committee, r®ported review of a plan secured lr the Town in 1946, which provided for inclusion under the Stat~$ Retirement Program and was currently being investigated t~ the Town Manager as to any changes in the State Retirem®nt Pgram sines receipt of the plan, and also, a plan submitted by ~he Life Insurance Company of Virginia. He stated the Cammit~~ee would report to Council upon review of additional plans std upon securing comparative figures. DRAINACYE Regarding the requ®st of Mr. 0. H. Meredith, c~vner PICO TERRACE of the Bark Service Station property on II. S. 11, for reconsideration by Council of drainage situation at Pic© Terrace School, there was eonsiderabl® discussion, it be advised that approximately a year ago, the County Board F~.r~t~~ Council Minutes Contd. Pulaski, Va., march 16, 1954 Supervisors had directed the School Board ~ ascertaig whether the contractors would not bear expense of correc- tion of situation, and if not, indicating the Board of Supervisors would defraq the cost. On motion duly made bq ~. A. Larson, seconded by i. R. Carper, it was unanimouslq RESOLVED, that a letter be written to th® Pulaski County School Board and the Board of Supervisors advising of th® Towns s willingness to revue w any plan for correction of drainage condition on U. S. 11 from th® Pico Terrace School, submitted by them, but stating that it was the consensus . of Council that responsibilitq for improvement thereof rested with the trro Boards. On motion duly made by 9V'. A. Larsen, seconded bq J. L. Keeling, it was unanimouslq C SST RESOLVED, that the Town shall make an offer of X150.00 to T. W. K®rsey for land lying adjacent to Pinehurst Cemeterq, which bond®rs on Thaxto~ Road and which is occupied by a numb er of graves. On motion du ly made bq I. R. Carper,, seconded bq J. R. Martin, it was unanimouslq SIXTH ST NW RESOLVED, that Sixth~3treet, N.P. shall be OPENED opened Prom Randolph Avenue to Henry Avenu®. ~On motion duly made by 0. 0. Crowell, seconded by J. L. Keeling, it was unanimouslq HERON STREET RESOLVED, that Heron Street be opened from OPENED ~-th S'treet, S. E. to Jackson Avenue. On motion duly made by ~. A. iarson, seconded bq J. R. Martin, it was unanimouslq FENCE AT RESOLVED, that the Pulaski Athletic Club, Inc. CALFEE PARK AUTH. be granted permission to erect a Pence as requested bq them at this meeting, with the stipulation that the fence shall be removed, if unsightlq at any time or at Council's discretion, upon fifteen days notification bq the Town, or it shall then become the propertq of the Town, and a letter was directed to the Club stating the conditions of the permission. The Town Manager advised Council of the License LICENSE TAX ORDINANCE Tax Ordinance to be readop ted the first of May, and the mat ter of any revisions was referred to the Ordinance Committee for reeomrnendat ions . `~3.~ Council Minutes_Cont~d. X4,150.00 to the Pulaski County Free Library in the 1954-55~~budget, providing the County contributed their pr®portionate share 1 the budget. SIDEWALK Counceil considered briefly providing a sidewalk on t1 COMMERCE STREET south side of Commerce Street from Vine Street to the prose~t Nehi Bottling Company, estimated to cost $980.00 of which t~1e Town would contribute 770.00, inasmuch as the new munieipa~t property constituted one of the two parties involved. It was decided to delay this matter until the new .budget. On motion duly made by 1~. A. Larson, seconded by J. ~. Martin, it was .unanimously RESOLVED, that the Town shall pay dues to Internatiol ~. ~; a City Managera~ Association amounting to X23.50 annually. On motion duly made by I. R. Carper, seconded by J. RESOLVED, that the Town Manager bs directed to have .e BRIDGE 3rd Street Bridge improved as to guardrails and reflectoriz~d, lights in response to action taken by the recent Youth. Coun~~.l to request these improvements. RESOLIITION i On motion duly made by I. R. Carps r, seconded by 0. ~. SUBDIVI- lions Crowell and unanimously carried, the following resolution wpb adopted: BE IT RESOLVED that the Town Council understands tha~i ~; tha Town Flaming Commission is nor actively pursuing the ~. drafting of s Subdivision Regulation Ordinance for the Town,~i and B® It Further Resolved, That the Town Council recognes that the Town Planning Commission is established for the puose of directing the proper control and development of the Tows ~~nd its alvrrounding area, and that, until such time as the Subdrisioa Control Ordinance may become effective, there currently exi~~ts a need by tha Council for the benefit of review and recommendations of the Planning Commission as pertains to matters related t~± subdivision development; IHEREI:rCTRE, BE IT F[TRTHER RESOLVED, That the Council ~oea i hereby establish that, prior to the acceptance by the Town ~f any attests or utility lines in new subdivision development witli.n ~~ the corporate limits; prior to the acceptance by the Town o~ any ~~ Nh~i~~ ~~ Council Minutes Contd. Pulaski, Va., March 16, 1954 s treetways -heretofore -not dedicated or indicated on the Town official map; or prior to the extension of Town utilities either by the Town or by private parties into new subdivision areas outside of the corporate limits, the Town Council shall request, in each case, of the Town Planning Co~nis sion a review of such matters, and shall obtain from the Commissi®n, the Commission's recommendations and opinions as may pertain to the specific matters . DIINCAN P~tOPEPTY The Council, upon inquiry, directed that REC BEAT IO N Mr. Chaffin Duncan be advised that the Town was not presently interested in securing his property on 5th ~'treet, N.E. for recreational purposes.
