HomeMy WebLinkAbout03-25-54~~~U Council Minutes Pulaski, Va., March Q5, 954 3, SPECIAL A special meeting of the Town Council of the To~'n of MEETING Pulaski, Virginia was held in the Municipal Building, Marc E5, 1954 at 4 p.m. PRESENT There were present: Mayor C. V. Jackson, presiding Councilmen: I. R. Carper, Q. Q. Crowell, J.C.umbley, ~', A. Larson, J. R. Martin, F.W.M ahall~ J. L. Keeling. Absent: 1~. F. l~Rhite, I Also present: 1 1 Town Manager; Julian F. Hirst Clerk: Louise D. Logan Visitors: Charles P. Macgill, Paul Roop. PURPOSE The Mayor stated the purpose of the called meet~~.ng STATED was to discuss the overall. picture of the water situation,yi but MAC GILL ~'ATER 1 principally was in regard to an applicat ion made b~ Mr. Ct~-rles REQUEST p. Macgill and Mr. Paul Roope for provision of water servi~~e to new development ad3oining g'utherland Moods Area, where lir~ was ~y constructed several months ago. - The Mayor thereupon called upon Mr. Macgill, w ~, stated it was their request that the present water line tc C~emont Grove extend the rest of the distance to Newbern toad, that they had sold approximately ten lots in the area, anc~~his proposition was that, at a e os t of approximately ~4, 800.0(~~ for the line to Newbern Road, he would pay the Town that amounj~, provided the Town reimburse him as X300.00 connection charge was made for each lot. He stated he could immediately pay~~ for the s is inch 1 ine in full. d' Mr. Macgill in more detail advised Council his Method of receiving reimbursement under 13~e plan he propos®d wou1 be that the Town would receive 350.00 connection fees from etch lot as it connected on to the new hove Drive line, until~~uch time as the Town was able to curtail its indebtedness on t~e original line constructed last fall to the Sutherland Woo After this curtailment, the Town would continue to collec 350.00 connection fees, but would reimburse Mr. Macgill for each connaction until _suah time as he had curtailed h investment in the now proposed lin®. Following the cotta of I~r. Maegill~s investment, the further receipts of X350 would remain with th® Town. Pulaski, Va., March 25, 1954 V19ATER SUPPLY At the request of the Mayor, the Town STATUS Manager and Director of Public Works presented a report in regard to the s tatua of the Town water supply, parti- aularly with reference to the cost of operating Warden Springs in-the past year from September 3, 1953 to January 16, 1954, the possibility of developing a new pumping station on Peak Creek, the capacity of storage facilities within the town, and their inadequacy to serve the Town beyond a five ~ ten hour period, under continuous use, and the adequacy of water mains serving the Mae gill Village in Sutherland Woods-Claremont Grove Subdivisions Areas. DAM QN The Council directed the Town Manager and PEAK CREEK the Director of Public Works to investigate further and report back at their convenience i.n regard to the potential development of a dam on Peak Creek. The proposal of Mr. Macgill was discussed at great length from the standpoint of the existing policies of the Town regarding extension of water into subdivisions, the position of the Town in assisting Mr. Mac gill in receiving his money invested in the proposed line and the apparent future growth of the area as r®lates to the Townts water main and storage facilities in northeast Fulaski. Whereupon, on motion duly made by W. A. Larson, seconded by I. R. Carper, it was unanimously WATER PLAN RESOLVED, that the Town Manager be FC}R NORTHEAST PULASKI directed to report at the neat meeting of the Council in regard to an overall plan for adequate provision of water to the northeast section of Pulaski and outlying area, particularly as such a plan might affect the C. P. Mac gill property between .N®wbern Road. and Peppers Ferry Road, and that the current request of Mr. Charles P. Mac gill and Mr. Paul Roop be held in abeyance until the Council had opportunity to review such a report. Councilman Carper and the Town Manager LJI 1 1 then reported on a requ®st of Mr. J. E.
