~r a.+w:~\~ Council Minutes Pulaski, Va., April 6, 1954 The regular monthly meeting of the Town Council PRESENT of the Town of Pulaski, Virginia was held in the Municipal Building at 4 p.m., April 6, 1954. There were present: Mayor C.V. Jackson, presiding Councilmen: I.R.Carper, O.O.Crowell, J.C.Crumbley^, J. L. Keeling, W. A. Larson, F.W. Marshall, J. R. Martin. Absent: R. F. white. The Minutes of the regular semi-monthly meeting held March 16, 1954 cad th® special meeting held March 25, 1954 were read and approved. A petition signed by eighteen residents of Birch 3tr®et was read, which contended that Birch Street was out of the corporate limits and requesting relief from payment of taxes, whereupon, Mr. H. R. Smythers and Mr. T. C. Jones of Birch Street spoke in behalf of others present, request- ing advice as to whether Birch 3'treet was in the corporate limits prior to their paying taxes. They also requested that the road be repaired and water and street lights be Purnished if they were required to pay taxes, whereupon they were advised of the road work which had been done by the town and that Council would give the matter due cons ideration. gRUUEDDpp REQIIUEST Frank Kidd Redd requested reconsideration of the REC(~ID~R time limit of thirty dayst suspension of his taxicab operatorts license in view of his financial status. On motion duly mad® by ~. A. Larson, seconded by I. R. Marshall, it was unanimously INS.AUTH. RESOLVED, that curb and gutter°be installed on ° Jackson Avenue, between Spruce and Pine for a distance of four hundred and twenty feet, provided the property owners shall share in on®-half of the cost, based on their respective frontage, and Be It Further Resolved, that an appropriation of Eight Hundred & Forty 0840.00) Dollars°be made from the General F1ind to cover this pro~eet. TRAFFIC The Town Manager reported he recently met with SURVEY Mr. K. M. V~ilkinson, ,Assistant Traffic Engineer and . Mr. Gordon of the Virginia Department of Highways, regarding a possible traffic survey as requested by the Chamber of Commerce at a r®cent meeting. He thereupon read excerpts from a letter written to the Chamber in which he advised them in detail the results of the meeting, in which the representatives had advised of the necessity of determining into which of the five or six categories of surveys the Town would desire to have their survey made. He stated the Department had indicated such a survey would not likely be made during the present year. The matter was deferr®d for further stud and consultation. PLANNING COM. RESOLUTION The following resolution, prepared by ttie Town PEAK CREEK Planning Commission was read: 1~IHE'REAS, it seems to be generally agreed that, in order to provide ad®quate parking or other improvements ~J Council Minutes Cont'd Pulaski, Va., April 6, 194 is i J PARK INQ COMMITTEE REPORT S IDE~`ALK COMMERCE STREET in the Town of Pulaski, it would be advisable for the Town ~r some outsid® interest to thoroughly study the possibility o covering Peak Creek .between Jefferson end Washington Avenue or more, if advisabl®, and WHEREAS, before this can be seriously considered by t e Planning Commission as one answer to space problems in our own, it is essential that the Town tak® steps to resolve the que tion of ownership of Feak Creek; It being the anderstanding of the Planning Cornmis$ion`~that consideration from time to time has been given by th® Counc~l to securing voluntary conveyances from the successors in inter st of thB Pulaski Land & Improvement Corporation, therefore, t Planning Commission does hereby recommend to the Town Counc that this effort be pushed as soon as possible, and that, i this voluntary effort should not prove successful or satisfactory to all legal purposes, that immediate court action be taken~to determine the ownership of this space. This is considered essential before the Planning Commission or any other inter~~ted group even considers what to do with this space in the cent~~ of our town. Should no action be necessary, then it appears t~ the Commission that it would not involve considerable expense; , Be It Further Resolved, That, iNhereas, there exists t continuing possibility of the flooding of Peak Creek withinhe business sections of town on occasions when the creek Rater" ®xceeds the height of the present walls, and inasmuch as th~~e also exists some question as to the advisability of eoveri the creek as the present channel exists, due to the possibi ~.ty of further aggravation of the cr®ek level during flood peri ~ls by obstructions such as pilings, therefore, the Planning ~;;I Commission does further recommend that steps should now be ken to cYtprmin® the advisability of straightening the channel o Peak Creek beyond and East of Madison Avenue. Such straigh pning would tend to relieve considerably f looding_situations, and ould also enable the covering of the creek channel without entai, ng additional flood hazards in time of high water. As indication of the Planning Commission's interest $ willingness to assist the Council in the matters indicated the above Resolution, the Council is advised that a Committ of Commission members has been appointed to _enter into, prel ~ i- nary study on the phas® of the straightening of Peak Creek st of Madison Avenue. On motion duly made by ~. A. Larson, seconded by I. R.' Carper, it was unanimously ~ RESOLVED, that the Resolution be acknowledged and the , ~. matter of Peak Creek ownership be given further study. ~, W. A. Larson, Chairman of the Parking Committe®, prese~ted i~ a report of the Committee ~ s findings to Council, said matter~i to be placed on the next agenda. The Town Manager advised that Mr. E. C. Bruce, plan landscaping in connection with his replacements menu at the ~Tehi Bottling Plant on Commerce Street, reconsideration as to provision of a sidewalk. (See taken March 16, 1954). Bruce paying the entire - cost of such installation, and B® It Further Resolved, that an appropriation oP Three Hundred & Twenty-Five (325.00) Dollars b® made for this project from the General Fund with payment by Mr. Bruce to be applied as expenditure refund, and Extension Be It Further Resolved, that the Council shall for Towns s Property - indicate its intent to proceed to extend the sidewalk in front of the Towns s property on Commerce Street in the next budget year, after which Mr. Bruce shall be reimbursed for one-half of cost of installing the sidewalk in front of his property, on the basis of the entire sidewalk project from Pine Street to Cliff Street extended. On motion duly made by J.R. Martin, seconded by J. C. Crumbley, and carried by a unanimous vote, the following ordinance was adopt®d: ORDINANCE BE IT ORDAINED that the LiQense Tax Ordinance amendment to Lic. adopted April 4, 195~J, ~ amended April 7, 1953, be amended Tax Ord. to include the following changes: geetion 11. Increase license tag on barbershops from present ~5~:00 each chair to X10.00 first - chair and X5.00 each additional. Section 21. Increase camp sites and trailer camps from X10.00 to X100.00. section 59. Increase coin-o crated music machines Prom ~i0.00 each to 20.00 each. 3'ection 59. Increase machines for weighing, shoestrings, - - chewing .gum, picture postcards or stamps Prom x;2.00 to X3.00. On motion duly made by I. R. Carper, seconded by ~. A. Larson, it was unanimously RESaLVED, that following incorporation of the above four changes, the License Tax Ordinance adopted April 4, 1952 and as amended April 7, 1953 shall be readopted and continue in force as set out in Minute Book No. 1'~, Pages 1945-1963. SIDEI~ALK The Town Manager presented a map of proposed NE~VBERN ~~ sidewalk on Newbern Road and explained in detail the ~. extension of the walk from the north corporate limits to Fifth Street, N.E., which would require an additional ten f®et and would provide a 29~ roadway, estimated cost ~b,500.00. He stated that it would be necessary in several instances to secure additional right -of-way ti~..~ Council Minutes Contd. _ Pulaski, Va., April 6,1954 ~i which could possibly be handled by applying the cost of t~e purchased right-of-way against the cost to the property o~ner of his participation in the project, based on his prospective frontag®, which, in most instances, would result in a cloyed account. ~'. TOV~'N CODE The TownAttorney reported considerable progr~a by the Michi® Company on the Town Code, as evidenced duri a meeting he h®ld with the company recently, and stated ~tha~ he would shortly review all ordinances with regard to legali~, after which, a representative of the Company would come tc ~; confer with the various Town department heads in regard t the section of the Code applicable to them. The Town Att~~ney n~ stated it was advisabl® to exert every effort possible to 4 A' include a Zoning Ordinance, presently in the very prelims ry state, even though it could b® ~ de effective for som® Pu re date. He further stated the Administrative and Water Code would be rewritten at a later date and it was anticipated: that the Code would go to press in about six weeks.
