S, 1954 at 4:05 p.m. PRESENT There were present: Mayor C. V. Jackson, presiding Councilmen: I.R.Carper, O.O.Crowell, J.C.Cruley, W.A.Larson,J.R.Martin,F.W.Marsha , J.L.Kesling. Absent : W. F. White. Also present: ' Town Manager: Julian F.~Hirst Clerk : Louise D. Logan Town Attorney: Garnett S. Moore. CLAREMONT The Mayor stated the meeting was called princeally GBO VE WATER LINE to discuss Grove Drive area as to water line serving principally Mr. Macgi111s property, but the meeting was open to any oth x matters which could properly be presented at this tame. APPROPRIATION A le tter fran J. ~arank Wysor, Treasurer of Pu~~ski PULASRI - - ~' COUNTY County, requesting increases in budget allocations for the G~¢unty HEALTH DEPARTMENTHealth Department was read, which indicated such increases tfp be X212.00 each year to a maximum of X636.00 for three years, 'ter the third year the amount of X636.00 to be paid annually th~~eafter. On motion duly made by W.A.Larson, seconded b 0. 0. Crowell, it was unanimously a RESOLVED, that the Town increase its approprie~tion for the C©unty Health Department beginning July 1, 1954, ~2~.05 Increased each year until the total sum of 2,536.15 is reached, for the Town of Pulaski share in the County Health Department budges allocations, it being understood that the first increase sh~~.l be for the budget year 1954-55 and that the second and thir~~ ~~ increases for the year 1955-56 and 1956-57, respectively, alb ~; :~ authorized, insofar as the present Council as now constitut~kl, a: ~ . is empowered to do so. Mac gill, which matter had been presented ?before the two mac t recent meetings of the Council, The Town Mana~r stated that, in his opinion, water pressure in the Claremoni~~ Grove area would be fairly satisfactory with the development as n ti~~ Council Min. The Council was advised that Mr. Macgill, had indicated that, should there be no concessions made to him for his cost of constructing a line in his subdivision that he would agree to bear the entire expense. W'h,ereupon, Councilman Martin retired Prom the meeting. On motion duly made by I.R.Carper, seconded by W.A. Larson, it was unanimously ~ormission RESOLVED, that Mr. C. P. Macgill be permitted to constructiontend approximately ,1,100 feet of 6" water line from the granted intersection of the Town water main at Grove Drive, along Grove Drive approximately to Lot. No. 29 in Claremont Grove Sub division; that such an extension be in accordance with specifications and under the supervision of the Town; that the construction be done by parties other than the Town; that the entire expense be borne by parties other than the Town; that the Town shall collect X350.00 connection fee from each connection made to the new line, and that. al 1 terms of the contract agreement dated September 9, 1953, between C. P. Macgill et a1s shall be applicable in the drafting of an agreement with Mr. Macgill for the requested new line. On motion duly made by I.R.Carper, seconded by W.A. Larson, it was unanimously WIDENING RESOLVED, that the recommendation of the Street FIRST ST S.W. Committee be accepted which was to widen First Street, S.~IG. on the south side from Washington Avenue to Other Jefferson School driveway, and upon completion thereof, plans ~ School, parking to be restricted in front of Jefferson between the school driveway and Jefferson Avenue, upon preparation and adoption by Council of an ordinance pertaining thereto. Pulaski, Va., April 8, 195 in the 1954-55 budget aaf an appropriation for widening Jefferson Avenue eight and one-half feet between Commercl~ and First Street, S.~f., in line with the Street Committer recommendation. ALLEY REAR ff~' A letter from Rev. H. B. Abshire, expressing FIRST METHODIST CHURCH appreciation for the immediate action the Town took in opening the alley. in rear of the First Methodist Church 1n Jefferson Avenue, was read. Also, two suggestions by th~ Church were presented, one that the alley in rear of thee., - 5, church be made one-way from south to north, Third to Fou.~th, and the alley by the parsonage on Fo~nrth be made one-waq° from Fourth to Third, and the permitting of cars to parks on ADJO"[TRNMENT C the side of the alley next to the church with no park ing ~; on the west side. As to the requested light in the alley, !t was stated that the church had indicated it would instal same. The above suggestions were referred to the Street Committee for recommendation.
