PRESENT There were present:- Mayor C.V. Jackson, presiding Councilmen: I.R,Carper, 0.~3.Crowell, J.C.Crumbley, J.L.Kesling, W.A.Larson, F.W.Marshall, J.R.Martin, W,F. White. Absent: None Also present: Town Manager: Julian F. Hirst Clerk: Louise D. Logan Town Attorney: Ge.rnett S.. Moore Chief of Police: Lee S, Boothe Visitors: Foy Aust; J. E.W alters. MINQTES The Minutes of the ,regular meeting held April 6, 1954 and the special meeting held April S, 1954 were read and approved. On motion duly made by I.R.Carper, seconded by O.O,Crowell, it was unanimously- TRANSFER TAXI RESOLVED, that the following applicatL on LO CATTO N for transfer of location by holder of certificate of convenience and necessity be gran ted: Hall William Hayden Hall T/A Star Cabs 1 taxi Prom, and the following is cancelled: ~G`illisan Hayden Hall T/A Deluae Cabs 1 taxi NSIA~SHERBURN AVENIIE Regarding the request of J. E. Walters, who was present, that he be advised whether the Town intended to install sewer on Mashburn Avernze, it was the consensus of Council that, upon receipt of a petition from Mr. Walters and others in the area, giving the names of those property owners who would connect to a sewer, the matter would be actively considered. The Town Manager advised the estimate of 5,705.00, not including right-of-way, for 3,050 feet would include Aust Addition and Mashburn Avenue. ~~pp ~~~+ Fo Aus t advised C Dune it that he was SU DIVISION y HENf~' AVENtTE desirous of providing water to his subdivis ion off of Henry Avenue, which was inside the corporate 13mits, and was located on Eighth gtreet ®xtended, and that such furnishing of water be under same terms and conditions of agreements providing water extensions to other subdivis ions in town. He stated the new Couneill Min. Contd. Pulaski, Va., April 20, 1954 subdivision would provide approximately twenty-fiv® lots of not less than ?5' frontage each, and contained around eight acres . On mot ion duly made by W.F.White, seconded by W'. A. Larson, it was unanimously r 1~fiATER MAIN RESOLVED, that the Town authoriz® extension of~~ EXTENSION " 8TH N.W. water main -on Eighth Street, N.W. from Randolph Avenue tb the Foy Aust Subdivision to connect to the Henry Avenue water main, at a -cost of ~1, 025.00, and Be It Further Resolved, that an appropriation ~P X1,025.00 be made °from the Water Fund to cover this proJ~lct, and '3 Foy Aust to Be It Further Resolved, that Mr. 1'oy Aust shah bear cost in sub. bear the entire cost of the water line to be six inch si~e for his subdivision, and to connect to the water line one Henry Avenue, following extension by the Town, contingent upon a proper agreement form being prepared to cover the prov~.sions as stated. FDY AtTST Mr. Aust stated he had- purchased approximately 120 PROPERTY SOUTH OF acres of mountain land near the ball park and desired toy build BUNTS STREET a road into the area, although he did not propose develoi~ing the property at any time in the near future. To provide the road, h® stated, would require the purchase of approximately Y twenty-five foot additional right-of-way leading off of .$. 11, from the Town, for which, in turn, he would use excaaation dirt from the new road for filling in the deep ravine in thc~ area which belonged to the Town. It was the consensus o~ Council, in the absence of a map outlining work to be dotle, that they would assemble at the site at 1 p.m„ April 21~ for further discussion. IN COt P . LIMITS Council Min. Coast t d. Pulaski, Va, ,1~pri1 20, 1954 withdrawal of request for sewer by Mr. Foy Rust to serve his subdivision. On motion duly made by I.R.Carper, seconded by W. A. Larson and carried by a unanimous vote, the following ordinance was adopted: BE IT ORDAINED that the north-south alley connecting Third to Fourth Streets, N.W. immediat®ly in rear of the First Methodist Church be made one-way for traffic from _south to north. This ordinance shall be effective upon the erection of suitable signs. The Town Manager advised that, upon investigat3 on, all evidence obtained from the 1910 and 1948 Charters, and available maps proved Birch 3trset to be in the corporate limits. On motion duly made by I.R.Carper, seconded by W. A. Larson., it was unanimously RESOLVED, that the petition of residents of Birch Street, presented at the last meeting, to ea~lude them from payment of tars be denied, it being the consensus of Council that improvements to the section will continue as in other sections of the town. PROPOSED SUBDIV . OIDINANCE The Town Manag®r reported the Subdivision Ordinance, prepared by the Planning Commission, was now in the hands of the Town Attorney. C~4RBAGE FEE The Town Manager stated that, inasmuch ORDINANCE POSTPHONEMENT as many considerations were apparently to be made in RECOMMENDED the formulation of an ordinance prescribing garbage fees, it was his recommendation that the final drafting of the .ordinance be postphoned for same time. White, it was unanimously CHAMBER CLEAN-UP RES®LVID, that the Town shall endorse the Cle~h.-Up CAMPAIGN Campaign to be conducted by the Pulaski County Chamber ~' Commerce during the week of May 10, 1954 and shall indic~.te its intent to render any assistance possible.
