The regular monthly meetis:g of the Town Council of the Town of Pulaski, Virginia was held in the Municipal Building on May 18, 1954 at 4 p.m. PRESENT There were present: Mayor C. V. Jackson, presiding Cow:cilmea: I.R.Carper,O.O.Crowell,J.C.Crumbley, J.L.gosling,F.W.Marahall,W.A.Larson, J.R.Martia, {i.F.White. Absent: None Also present: Town Manager: Julian F. MINUTES The Minutes of the regular meeting held May 4, 1954 were read anti approved. - TAXICAB .Odell H. Mayberry, owner Df City Cabs of Pulaski, Inc., and aRS ,DRIVERS REGARDING T. D. Johnston, owner of Johnstoa~s Cabs, anti various taxicab dri~rers RATE AMEND ~ e as to their desire in the matter of recent r nest for amendment REQUEST ~ «l to the Taxicab Ck•diaantts to establish the rates as fixed therein. Council was advised tlfat forty-tour owners were against allowing rates to be Dirt, thus for the amendment, and five owners were for Dotting rates and against the amendment. :purvey taxi The Tows Manager thereupon distributed to Council a report rates in Va. of a survey of fifteen Virginia towns and Dities as to taxi rates and policy, which ins disanssed by Council. dRDINANCE On motion duly made by 0. 0. G~rowell, seconded by I.R. Fixed Carper, it was unanimously resolved, and the following ordinance wan rates adopted: on tax3.s AN (RDINANCB TO AMEND PARAGRdPS THE OF SECTION T1~iTZ-FO1R OF THR TAXICAB (~tDINANCF (~' THE TOWN 0~' PtILASKI, VIRGINIA, ADOPTED AND APPROVED ON FEBRQARY 18, 194.7. BE IT ORDAINED by the Council of the Tows of Pulaski, Virginia, that paragraph three (3) of Section Twenty Four (2l~.) of the Taxicab Ordinance heretofore adopted on February 18, 1947 be and the same is hereby attended, as follows: "Provided the proper State license fees have been paid therefor, as required by the Code of Virginia, the following rates are hereby fixed for services rendered by public vehicles, taxicabs and for hire motor vehicles within the corporate limit8 of the Town of Pulaski." This amendment shall beccm:e effective from date of passage. On motion duly made by J.R. Martin, seconded by W. F. White, it was unanimously Council Minutes Contd. ~6 ti~~ Pulaski, Virginia, ~ 18, 954 TAXI CAB LIMIT RESOLVED, that as vacancies occur in the number of taxicabs i~ SET AT 40 operation under the present limit of fifty there shall be no new eertifeates of public convenience and necessity granted until the newly eatablished~ilimit of forty is reached, which new limit of forty certificates i8 hereby established. On motion duly made by O.O.Crowell, unanimousl carried seconded by J.C.Crumbley,;and y POLICE TO BE IT RESOLVED by the Council of the Town of Pulaski that the~Chief S~I ~ O~ R EC D AT LEAST of Police shall make or cause to be made at least monthly inspections o~ such MONTHLY records as required by Paragraph D or section z6 of the Taxicab Ordinanpe oY the Town of Pulaski. FOOD Pertaining to regulation of outdoor food stands, the Town M~nltger DEALERS ORDINANCE advised that local grocers supplied with a Dopy of the proposed ordinan~{e were in general agreeaent with same and that the matter was presently alaitiag advise from the State Division of Dairy & Foods, Richmond, Virginia, and the President of the Merchants Ca®aittee of the Pulaski County Chamber of Cree, both of whoa were f~rniahed copies. CURB AND A petition signed by property owners on the Eaat aide ,of Proa~jedt GUTTER PROSPECT Avenns, with e~aception of Mr. J. H. Chapaan, Jr., who contended he would not AVENiTE benefit therePraa and also is outside of the corporate limits, was reoe~jved for curb and getter Eros Northwood Drive to 16th Street. On motion duly made by W. F. White, seconded by J. C. Crumble~t, it was tmaaieously RESOLVED, that the Town shall install curb and gaffer fora distance of 438' south of 16th Street, on the Ee,at side of Prospect Ave~uee , at an estimated cost of ~459.tN~, contingent upon the property owners ash( signing the petition bearing one-half of the cost, and Be It Further Hresolved, that the work shall be undertaken undo the bwdget year beginning July 1, 1954 with necessary soaies being providedlPor in that period. DEVELOPMT. by hiss at the south corporate limits near Watson Avenue, maps were diat~ibuted to the Council which clarified Mr. Aust~a proposal, and it was stated tt the setter was presently being negotiated with the Virginia Department of Hwaya. On motion duly made by J. R. Martin, seconded by I. R. Carper`' it was unanimously E EAST 2ND RESOLVED, that the matter of possible parking lot site near STREET PARKING LO T ~ t Gen City Junk Coapa~, per advice given Councilman White by Mr.Roacoe ea, be referred to the Perking Committee fvr investi~tion. Pulaski,• ~a., May 18, 1954 WEST MAIN The Town Manager reported that the West Main Street STREET Ex`I'• extension and procurement of necessary right-of-way for a street was again being considered and property owners involved had bees contacted by letter to determine the extent to which they would participate in providing a street in the section, based~on a reoent survey by L. H. Millirons. . TRAFFIC IMP. The Town Manager reported that improvements on the inter- 5TH & WASH. seotion at Fifth & Washington began May 10, and that Mr. H.W. Huff, dr., had been furnished with a map copy outlining planned improvement, but had indicated meither agreement nor disagreement, having forwarded same to the gsso Standard Oil Company. PUMPINQ The Mayor called Counoil~s attention to the matter of a STATION PEAK pimping station on Peak Creek, considered as a possibility sometime CREEK ago by Council, and the Town Manager advised there were no further developments on same.
