V. Jackson, presiding Councilmen: I. R. Carper, 0. 0. Crowell, F. W. Marshall„ W. A. Larson, J.R. Martin,W. F. White. Absents J.C. Crumbley, Jr.; J. L. Sealing. Also present: Town Manager: Julian F. ~iirst C~7erk: Louise D. Logan Town Xttorney: Ge4rnett 3. Moore ~Visitora: Mr. Robert P. Banta and Mr. Jamey Lowe, representing the Pulaski County Chamber of Commerce. The Mayor stated the meeting way held to consider aeveral~~.tems 1 held over from: the regular meeting on May 18, 1954 and any other new buflineas. CHAMBER OF In response to a request from the Chamber of Camsflerae threugh COMMERCE '_ MEMBERSHIP the'"~ayor for Tows membership in the Chamber, the Council went on record as favoring all support other than financial to the Pulaski County Chamber?of Commerce, in accordance with a legal opinion by the Town Attorney suta4i~tted in l~ovember, 195a as to legality of making contributions and donations.;! EAST MAIN Mr. W. A. Larson, Chairman of the Parking Cc>~ittee, repof~'.ed (2ND) STREET PARKING at length on a survey and study given by his Comzaittee to possible deve~pm® t of a parking lot at the corner of Second Street, East, and Madison Aven~le, presenting same to Council in the light of investment versus parking lob usage, and the amount of revenue needed daily to offset any outlay by t~p Town. The natter was deferred for further study and negrotiation with t~la owner of the lot. i~ereupon, Councilman Martin retired from the meeting. CHAMBER OF Mr. Robert P. Bunts and Mr. James Lowe, representing the COMMERCE REQ. TTRAFFIC County Chamber of Camm~erce appeared, with Mr. Bunts acting as spokesman SURVEY' ur the Council to gang pros®ed to have a traffic survey made by some org~pisatioa 1 such as the Boy Scouts, with possible analysis by the American Automobi~s Association or a nearby university. He stated the Chamber did not wish the project to be one of such expense, and it was their opinion that it wo~G.d not necessarily be costly, and that such a survey would clarity the quel~ion of whether or not there was a definite traffic problem. The Mayor advised Mr. Bunts that the Council appreciated weir interest, and the matter would be referred to the Town Manager, whereup Mr. Bunts pledged the assistance of the Chamber. Crowell Aye (3 Ayes - No Nos) AN ORDINANCT LEIIYIMG TAX RATE OF X1.60 PES ONE HiNIDRED DOLLARS A33ESSED YALttATI0~1 OF PROPIItTY AND PR09IDING FD~t CAPITATION TAX, BANK STOCK TAZs BE IT ORDAINED that a tea rate of X1.60 be levied on each one hundred dollars 0100.00) assessed valuation of all property located within the corporate limits of the Town classified as real or tangible property, including machinery and tools, personal property, and public service corporations. Such tax shall be credited to the general funds of the Town and shall be need for the cost of operation of the Town, to include the pay oY its officers, aaintenance and upkeep of its atreete, roads, bridges and other public facilities, and to inalixle the payment of interest sad principle on public debt, and the contribution to a sinking fund and any other purpose not prohibited by law, and in addition, there shall be assessed against each male citizen of the Towa, over 21 years of age, a capitation tax levied at one dollar 01.00) per male citisen.~ Such tax shall be in addition to all other taxes and shall be credited to the general fuada.
