SPECIAL MEETING A special meeting of the Town Council of the Town of Pula,~~ci., Virginia was held at the Fend Harvey prsperty at the northwest corner o~ Madison Avenue and Second Street, N.E. on May 25, 1954 at !. p.m. PRESENT There were present: Mayor C. V. Jackson, presiding Councilmen: I. R. Carper, tT. C. Crtmbley, W. A. Larson, J. L. Keeling, J.R. Martin. A:baent: 0. O.Crowell, F.W. Marshall, W. F. White. Also present: Town Manager: Jrtlian F. CALLED TO The Mayor stated the special meeting had been called by p~loper CONS TDER PUBLIC notice for the purpose of considering the Parking Coamtittee's recomme~ldations PARKING LOT EAST regarding eatablishme~ of a public parking lot on the property of Mrs. Feard 2ND ST. Harvey at the northwest of the intersection of Madison Avemie and First~~ Street, N.E. 7n the absence of the Clerk of the Council, the Town Mana~er rats designated to record the Minutes of the meeting. Mr. Larson, Chairman of the Special Parking Committee, re~}or'ted vn discussions which the Ccm~ittee had had with Mr. 3. R. Allen, Lessorpf the property from Mrs. Harvey, and also operator of the business gsnera~lly known as Bill's Junk. Mr. Larson recommended to the Council that the Tit enter into an agreement with Mr. A11em, whereby an area approximately 8~j a 90', a, now occupied by Bill's dunk, would be converted into parking area for tiny to fourty automobiles. He stated Mr. Allen would clean off the propert~- and mould remove the surrounding metal fences. IIpon completion of the alea~ling of the area, the Town would improve the surface and mark off parking at1d1].s at a cost estimated between ~3DO and X454.00. Mr. Allen would then ope~ate the parking lot, co]lecting tees for parking privileges. The Town woul~ receive one-half of the revenues tram publio parking until its entire outlay would be returned, at which time all control over the lot would ~4evert entirely to Mr. Allen. -It was noted that Mr. Allen's lease on the property moss fjlr a four-year period, and in view thereof, it was the general consensus of ate Counoil that the Town world not be able to enter into p~erganent operatipb of parking facilities at this location.
