V. Jackson, presiding Councilmen: I. R. Carper, 0. 0. Crowell, J. C. Crumbl®y, J. L. Keeling, W. A. Larson, J. R. Martin, W.F.White. Absent: F..W. Marshall. Also present : - Town Manager: Julian F, Hirst - Clerk: Louise D. Logan Town Attorney: Garnett S. Moore - Visitors: Mr. George Watkins, Wytheville,Virginia and Mr. Norman Knowles, Christiansbur g, Virginia-both of the Magic City Insulating Company; Dr. Harold B®amer. MINUTES The Minutes of the regular meeting held June 1, 1954 and of the special meeting held June 16, 1954 were read and approved. PETITION A petition of R. A. Hudson and Harry H. Hall for ALLEY SURFACING 5TH NE surfacing the alley between Madison and Washington Avenues on the north side of Fifth Street, N.E. was presented, with discussion deferred until later in the meeting. AWNING HEIGHT Messrs. George Watkins and Norman Knowles of the Magic City Insulating Company requested Councilts consider- ation as to lowering the requirements for awning heights, as specific d in the Building Gode, from nine feet minimum to eight feet, in order to afford the purchasers of awnings the maximum benef it from same. The Council was in agreement that.the Planning Commission be advised of the opinion of Council that the restriction should b® lowered, with the request that should the Commission deem it necessary to maintain the present requirements, reasons for such a decision be submitted to the Council. Y.M.C.A. The Town Manager advised of the inquiry of Dr. REQUESTS HELP Harold Beamer as to whether he could appear before Council at the present time in regard to the Y.M.C.A., whereupon the Mayor directed that Dr. Beamer be contacted and advised that he could appear, but due to the lengthy agenda, th® Council would not be able to lend too much discussion in the present meeting. Gray Langhorne to the Town of Pulaski, Virginia. The Town Manager reported further in Connection with t~e tiwi~ TOWN CODE SUBDIVISION ORDINANCE 5T ~ COMDIE RCE SEWERAGE SURVEY meeting. The Town Manager stated representatives of ll~iley & Filson, Consulting Engineers, had been in Pulaski recently accumulating balance of data needed before submitting a sewerage survey report, which was forth- coming in the near future. TRAFFIC SURVEY The Tows Manager stated he would submit a complete U.S.11 report on the status of traffic improvements on U. S. 11 at the NCL within the near future, but commented briefly that a letter recently received from W. Frank Smith, Urban Engineer, Virginia Department of Highways, had indicated that a pro3ect as originally considered apparently would be too costly to be ®ntered into at the present time due to the expense related to the O.H. Meredith service station. TRAFFIC IMP. Relative to traffic improvements at the 5TH & WASH. Council Min. Contd. Pulaski, Va., June 22, 1954 proposed street, known as SeeondStreet Extension, that two other rights-of way needed and presently owned by Mrs. Mary Bell Harman and the Board of Deacons of th® First Baptist Church (colored) would be deeded to the Town at no cost. Galley proofs of the new Town Code as forwarded by Michie City Publications Company were turned over to the Ordinance Committee for review as to proper policy and the second of the two sets to the Town Attorney and Town Manager for study. The Town Attorney reported consi derable progress on the subdivis ion ordinance which presently was being typed.. The matter of a bridge into the section of West Commerce gtreet,,geanerally known as Kersey~s Bottom, as previously requested by Mr. T. W. Kersey several years prior, was referred to the Street Committee for recommendation. Whereupon, Councilman 11~artin retired from the intersection of Fifth Street, N.W, and 1N`ashington Avenue, it was advised that Mr. H. W. JEFFEi~SON The Town Manager stated, at the time of flooded conditions MILLS SEWA(~ SITUATION occurring March 28, 1954, a sewer situation developed atrt Jefferson Mills, Inc. on 1st Street, which the mill peope contributed to overloading of the lines in town, princip~illy, and E. G. Hill, Superintendent, was very anxious to have~the matter investigated as to correction at the present time~I in ~: lieu of waiting until the sewerage survey report, in - preparation by Wiley & Wilson, Consulting Engineers, Lynbtarg, Virginia, was in hand. 4 On motion duly made by I. R. Carper; seconded by W. A.Larson, it was unanimously RESOLVED, that the Town Manager investigate the sewage;' situation at Jefferson Mills, Inc. and make a recommendaLon - ~,. ~. to Council in this matter. ~~~ It was reported by the Town Manager that preliminary s~hidies + are underway regarding the overall drainage situation inithe low area surrounding the Dobson Mills, the Nehi BottlingPlant and adjacent properties. Y.M.C.A. Dr. Harold Beamer appeared before Council in regard to~~the financial situation of the Y.M.C.A., stating, unless immediate steps could be taken, possibly by the Town in combining tihe program of the "Yn with the Town recreation program, it has doubtful if the organization could continue after the prent month, due to the very low receipts in the recent drive. The Council heard Dr. Beamer on the matter, who called Counc~h.~ s attention to the aims of the "Y'~ to emphasize Christian character and the difference in the work performed by it ~~and the Town recreation department. The Mayor advised Dr. B~amer ~~ that the matter called for further discussion, and he wo~tl.d be advised of any decision: FOOD DEALERS Final action on the Food Dealers Ordinance was postpho~led ORDINANCE P, until the Chamber of Comae rce Merchants Committee had su~ficieirt ~:. time to study same. (7 ENGLISH FOREST SUBDIVISION ~'ATER LINE EXTENSION Council Min. Contd. _ Pulaski, Va., June 22, 1954 with Mrs. S. D. Englis~i to provide water service with a minimum six inch (6") line to her property in English Forest Subdivision, adjacent to Claremont Subdivision, at the entire cost of Mrs. English, with work to be done by others than the Town, but under the supervision of the Town. CHAMBER THANKS A letter from the Chamber of Comire rce expressing COUNCIL F'0 R SECUHR'ELINDUSTRYappreciation for the Towns indication to aid the . Chamber in securing industry was read. EAST MAIN The Town Attorney advised the agreement on the STREET PARKING LOT parking lot on East 2nd Street, between Mr. S. R. Allen, owner, and the Town was ready to be executed. REQUEST FOR The matter of request for alley paving by ALLEY PAVING FIFTH NVY. R. A, Hudson and Harry H. Ha11, presented in detail REFERRED TO STREET COM. earlier in these Minutes, was referred to the Street Committee for investigation.
