Council Minutes Pulaski, Va. July 6, 1954
The regular monthly meeting of the Town Council of
the Town of Pulaski, Virginia was held in the Municipal
Building at 4 p.m., July 6, 1954.
PRESENT There were present:
Mayor C. V. Jackson, presiding -
Couneilmen: I. R. Carper, 0. Q. Crowell, J. L. Kesling,
- W. A. Larson, J.R. Martin, F.W.Marshall.
Absent: J.mC. Crumbley, W. F. White.
Also present:
Town Manager: Julian F. Hirst

N~NUTES The Ntinutes of the regular semi-monthly meeting held
June 22 and of the special meeting held June 29, 1954 were read
and approved.
Y.M.C.A. Dr. Harold Reamer, President of the Y.M.C.A., stated
the delegation present was appearing in the interest of preserving
the Y.M.C.A. organization, which, as he had stated at a prior
Council meeting, due to financial conditions, would soon be lost,
unless immediate steps were taken. Dr. Beamer pointed out the
fact that the Y.M.C.A. organization officials did not intend,
in requesting aid by the Town, to interfere with the Town
recreation program, but that it was felt the Y.M.C.A. organization
was equally important, perhaps in a spiritual set of values and
that it served as a link between the Town program and the
churches. - -
Dr. Beamer continued to cite three possible solutions
to the present situation: 1. Keeg Town program and allow Y.M.C.A.
to dissolve. 2. Keep both programs together under one head or
direction and personnel, if it could be afforded. 3. Have
Y.M.C.A. with emended recreation program up to ability to pay,
and thereby preserve all those values, both physical and
spiritual, necessary to the community.
Mr. Carl W. Haney stated it was his opinion that the
decided decline in juvenile delinquency was attributable to the
Town recreation program, as it was felt that such a program
received more participation than one with mainly spiritual
emphasis, and that he questioned whether combining. both programs
would be legal, as he contended that one was tax supported, while

the other was carried by solicitation policy.

PARK LANE Mr. Dorsey Shelor and Mr. Paul W. Meredith of Park Lane and

Y. N..C.A. The Council then entered into a thorough and lengthy discussio~i
regarding the status of the Y.NI.C.A.,organization and possible means of~.

providing assistance, if any. It was the consensus of Council that a r~hewe~
drive should be made by the organization, in that it was generally felt~~that
the recent drive had not been as thorough as might have been possible. ''
On motion duly made by 0. 0. Crowell, seconded by J. R. Marti~p

RECREATION RESOLVED, that the proposed recreation budget of Thirteen Thoand

in the community.
The Town N,anager stated Mrs. S. D. English, who had received
permission from the Town several months ago to extend a water line

SUBDIVISION desirous to extend a six-inch line further to take care of
additional eight lots, such water extension to be at her
expense.
On motion duly made by I. R. Carper, seconded by
F. W. Marshall, it was unanimously
RESOLVED, that Mrs. S. D. English be allowed to extend
a minimum six-inch (6") water line approximately 1,150 feet from
a line previously constructed by Mr. C. P. Macgill in Claremont
Grove Subdivision, rather than 750' as previously contemplated
by Mrs. English, to be covered by proper agreement to be
prepared.
On motion duly made by I. R. Carper, seconded by J.R.
Martin, it was unanimously
MERCHANTS RESOLVED, that the request of the Merchants Conunittee
REQUEST
GRANTED of the Chamber of Commerce to cover meters during the Million
Dollar Sale of August 5-b-7, 1954, hs set out previously these
Minutes, be granted.
On motion duly made by W. A. Larson, seconded by
0. 0. Crowell, it was unanimously
COUNCIL RESOLVED, that the regular meeting of the Council
MEETING
RESCHEDULID set for July 20, 1954 be rescheduled to July 13, 1954, said date
of July 13, 1954 having been designated for a public hearing on the
proposed 1954-55 budget.
