PRESENT There were present: Mayor C. V. Jackson, presiding Councilmen: I.R.Carper, J.C,Crumbley, J. L. Aesling, W. A. Larson, J. R. Martin, F.Q1.Marshall, ilk. F. white. Absent: 0. O.Crowell. Also present: Town Manager: Julian F. Hirst Clerk: Louise D. Logan Town Attorney: Cdarnett S. Moore MINIITES The Minutes of the regular monthly meeting held July 6 and the semi-monthly meeting held July 15, 1954 were read and approved. On motion duly made by J. R. Martin, seconded by I.R. Carper, it was unanimously sf#~I~ RFSOLVID, that the Street Comarittee submit a proposal as to policy for surfacing alleys in business district and policy for surfacing alleys in residsntiel areas immediately adfacent to the business district, within the near future. On motion duly made by w. A. Larson, .seconded by I. R. Carper, it was unanimously ALLEY RESOLVED, that the Town proceed with surfacing 2-3 of the alley between Second and Third Streets, extending eastward from Pulaski Vance Cornpang, Ina. On motion duly made by J.C. Crumbley, seconded by J.R. Martin, it was unanimously POLICY RESOLVED, that the Street Committee recommend STREET SIIRF. a policy on surfacing str®ets in subdivisions at an earlg SUBDN3 date. TO'~9N CODE The Town Attorney stated he had prepared a memorandum of changes to the galley proof oP the Town Cods, which changes had been presented at the last meeting of the Council, to be forwarded to the Michie Citg Publica- tions Company with the galley proof on August 3, 1854. He stated to Council that action taken at the present meeting would be the last on the Cods before printing. On motion .duly made by R. F. white, seconded by lA. A. That the ordinances of the Town of Pulaski of~ a general and permanent nature as revised and codified in the following chapters, namely, Chapters 1 to 20, both inclusive,~~are hereby ordained as general ordinances of the Town of Pulaski,;and are -adopted as and shall eonstitute "The Code of the Town of Pulaski, Virginia, 1954." Section ~. That the provisions of such Code shall b® in force on and after 9epteffiber 1st, 1954, and all ordinances oft a general and permanent nature enacted prior to stay 1, 1954, ar not contained in sue:h Code and not excepted herein Prom repea~ are hereby repealed from and after the said September 1st, 194. Section 3. That a copy of "The Code of the Town oP Pulaski, Virginia, 1954" be filed in the oPPice of the town manager and be made available to persons desiring to examine the same. MAGAZINE Relative to the request of the Virginia Department cg MOUNTAIN PARR Highways Por permission to maintain a powder magazine in mountain park land, which was further clarified by two drawings distributed by the Town Manager, it was the consensus of Council that the Department should be requested to investigate to det®rmine more suitable locations for same in the mountain area. l~hereupon, Councilman J. L. Keeling retired front the meeting. On motion duly made by J.R. Martin, seconded by ~l1. A. Iarson, it was unanimously ANNEXATION ANNUAL REPORT REACTS DEPT . 1 1 1 RESOLVED, that the Mayor be directed to appoint a committee on annexation to make a study of the report prepared by R. Stuart Royer & As$oeiates and of the feasibility of annexation, such committee to present their recommendations to Council at an early a date as practical. The Mayor stated he would appoint such a committee on annexation within a Pew days and would advise Council of the appointments at the n®xt Council meeting. On motion duly made by W. A. Martin, it was unanimously RESOLVED, that an appropriation of X350.00 be made toward installation of a double railing on the sidewalk on Fourth Street, N.~IC., between Randolph and H®nry Avenues. Th® Town Manager advised that a drainage situation had arisen in the vicinity of the Dobson Hosiery Mills and the Nehi Bot tling Company due to the new building erected by the Salvation Army, in that the Army d®si red to grads their yard to curb level and build`s sid®walk on the property, in which case the adjacent industries would be adversely affected by resulting drainag®.
