Council M'isutes P:rlsaki, 9`a., September 27 1'he regular semi.-monthly meeting of the Town Ca~~incil of the Town of Pulaski,Virginia was held in the I~ioipal Buildf.ag at 4 p.m., ~eptembar 2'~, 1954. MEETING This meeting were postphoned from September 21, 954 by signed agreement of ma3ority of Council, which agreementl is filed in the Town Files. PRESENT There were present: Mayor C. V. At this point, the Town 1[anager advised that he had met with br. Hope, Resident Hngineer of the girginia Department of Highways, at the site and Mr. Hope had stated the Highway Department would definitely be concerned in the pro~eet. The - bayor advised br. Aust that the matter would be reopened for consideration. Mr. Aus t advised, in view of the apparemt intpoasibility oP working out a pumping station arrangement for Henry Avenue subdivision, he would propflse that the Town consider the arrangement whereby, he would iris tall necessary lines within the subdivision to a septic tank which would provide for twenty-live- homes at his own expense with the~Town to assume ownership and thereby become responsible for these services normally provided for lines owned by the Town, whereby, else, the 1'owa would receive sewer conneetion fees- with amortization credit to dir. Raess of Macgill Village Corporation, Mew Y®rk City, had requested tat he bring to Counoilts attention their desire that Maogill ~~.llage, area be anne~ced by the Town and their willingness t® seed representatives to the Council at any time to indioate these interest in -anneaatioa. Farmer, it was unanimously PRICE TO1N'N RESOLVED, that the pries of extra copies of thei' CODE COPIES Town Code, for distribution to the public, shall be set at $7.vC cash. The Council decided not to order reprints of vs~ious dhapters of the Code as had been considered, due to cost o{ securing sash work, AIRPORT The Council indicated to the Town Manager art interest in pmssible purchase of the land presently used aalian airport, in order that the Town could plan maintenance ands' incidental work at the airport accordingly. A petition was presented by the Town Manager, a' requesting cons traction of curb and gut ter on des t Third ~t~eet and Lafayette Avenue. Pt~].ask,~., Ya., Sept. 27, 1954 GARBAGE C®LLECTTaN _ It was advised that the Town intended to levy garbage FEES collection fees by means of billing simultaneously with eater bills, wherein the charge would be added monthly t© metered bills and quarterly to flat rate accounts at the rats of $1.04 monthly and ~3.C0 quarterly, as example t'or a house paying ~1.A4 monthly. Also, as furtB.er advised by the 3'oem Manager, the garbage fee ordinance would be so written as to cover the above arrangement as well as providing that the garbage collection fees will become burden ©rt the occupants. of the property, and if sot paid, will then become burden on property owner. The Counc it eas oP eons•ensus that as additional employee would be required in connec:tioa with checking on garbage collection fee program, sad authorized Mr. Hirst to proceed to interview qualified persons . . JOINT MEETING The Mayor urged as many of the Council as KITH PLANNING COPQMISSION could meet eith the Planning Commission, directly following ad3ournment, for a point dinner discussion meeting, the first to be held by the teo groups, and stated the Commission had done and ens continuing t® do valuable cork for the Town.
