" The Council thereupon entered into lengthy date on the question of one way traffic, a petition being presited, signed by 31 merchants, urging the plan as a permanent rotting ,; on Main Street from Madison to Jefferson and east on Thin ~+ Street, N., from Jefferson to Madison. On motion duly made by C.rT. Brookman, sewn d by J. R. Martin, with a vote of four to three upon a show of right hands, it waa RESOLVED, that one-way traffic be placed int~~ eff®et on a permanent basis on Second Str®et, North, with; ,; traffic to proveed west only from Madison Avenue to Jeffeson; ti~~~ Council Min. Contd. Pulaski, Va., November `L3, 1954 and on Third Street, North, with traffic to proceed east only from Jefferson Avenue to Madison Avenu®. RESIGNATION The Town Manager advised that Mr. James JAMES S. DRAPER ~ - Draper, who had been employed with the Town for approximately 22 years in the capacity of Street Superintendent as well as other work in the Street Departm®nt, had resigned. Carper, it was unanimously _ RESOLVID, that a letter be written to aMr. gaper, signed by the Mayor, expressing appreciation of the Town for the valuable services rendered by him and for his interest in town work and devotion to duty i while employed with the Town. On motion duly made by R. A. 'Larson, seconded by I. R. Carper, it was unanimously RALND~OLPH OF RESOLVED, that an alley off of Randolph Avenue leading to Main Street, as desired for purchase by Mr. Munsey Jackson, be cleaned and restored 1 to good condition by the Town and that no action be taken by the Town tow~.rd the closing of the alley at this time. On motion duly made by I.R.Carper, seconded by J.R. Martin, it was unanimously S~tTYBDIVISION RESOLVED, that the report of the $ Ate' Sewer Committee a~ covered by a me~orandum dated g~pA ~ November 18, 1954 submitted t o Council by Town Manager PLAN Hirst, with regard to provision for sewerage facilities for the Foy Aust Subdivision off of Henry Avenue, in which the Town would extend the line to hater Street at the expense of Mr. Aust, with the Town to reimburs® Mr. Aust within five years, be approved, and that the - Town Attorney be directed to prepare a formal agreement to b® presented to Council in~ the near future for formal approval of the project. Carper, it was unanimously RESOLVED, that there be appropriated BOILER725.00, which includes the amount of X50.00 for MUNICIPAL BUILDING electric hot water heater, from the General Funds to Council Min. T On motion duly made by O.O.Crowell, seconded by M.E.isster, it was unanimously TAXICAB PENT RESOLVED, that, following recommendation Moots of _ the Chief of Police, the taxi driver's operator's .permit of Oscar V. Scoots be placed on probation for a period of six months, effective December 1, 1954. MRS. LOGAN The Mayor thereupon recognized Mrs. RECQ GNIZED Louise Logan who had resigned, and the Council gave her unanimous praise in appreciation of her excellent work while serving as Clerk of the Town. On motion duly made by J, R. Martin, seconded by I. R. Carper, it was unanimously COMMITTEE TO RESOLVID, that the ~'ayor appoint a S TiTDY CHARTER special committee for the purpose of studying the Charter and recommending any proposed changes that might be presented to the next session of the General Assembly.
