The regular monthly meeting of the Town Council~'of
the Town of Pulaski Virginia, was held in the Municipal ~',
Building at 4 p.m.~ December ~, 1954.
There were present:

Following review of the arrest record of Mr. Richard
HARLOW GRANTED
PERMIT ON PRO- Harlow, on motion duly made by W. M. Farmer, .seconded by I. R.
BAT ION
Carper, it was unanimously
RESOLVED, that action of November 23, 1954, meeting
to suspend taxicab driver's hermit of Richard Harlow be
rescinded, and that Mr. Harlow shall be granted a permit on
probation for a period of six months.
REQUEST FOR Relative to a request for water service on Birch
WATER SERVICE
SMYT_HERS Street (Fifth Street, S.E. area) by Mr. H. R. Smythers, who
was present, the Town Manager stated the area was included
in pending water petitions on handy which were to be reviewed
at an early date, probably during the month of December.
TAXI HEARING
Following recommendation by the Chief of Police,
on motion. duly made by 0. 0. Crowell, seconded by I. R.
Carper, it was unanimously
RESOLVED, that the following applications for
renewal of certificates of public convenience and necessity
for operation of taxicabs, previously in effect be approved,
subject to all of the terms and conditions of the Taxicab
Ordinance for the year ending December 31, 1955:

RESOLVED that the constitutional second readin
of the garbage collection fee ordinance shall be and is
hereby dispensed. with and that said garbage collection fie
ordinance shall be and is hereby passed on to a third reading
and the final passages and. further that this action of the
Council shall constitute the final passage of said ordina~.ce.
Section g - 23 - Schedule of Charges and Fees
For the services rendered by the Town in the

Schedule B - Busir_ess Charges
The minimum charge shall be X0.75
For from 1 to 5 total containers,
inclusive, per month 0.75
For from 6 to 20 total containers,
inclusive, per month 1.50
For from 21 to 30 total containers,
inclusive, per month 2.00
For from 31 to 40 total containers,
inclusive, per month 3.00
For from 41 to 50 total containers,
inclusive, per month 4.00
For from 51 to 80 total containers,
inclusive, per month 5 00
For from 81 to 120 total containers,
inclusive, per month 7.50
For from 121 to 160 total containers,
inclusive, per month 10.00
For from 161 to 200 total containers,
inclusive, per month 12.50
For from 201 to 260 total containers,
inclusive, per month 14.00 '
For volume in excess of 260 total
containers per month, the charge shall
be be at the rate of X1.00 per each 100
containers.

Schedule A as provided in Section g - 23 shall
apply to all single family detached dwellings located within
the corporate limits of the Town.
The Town Manager shall determine by proper survey
the number of rooms contained in all single family dwellings
and shall compile and maintain records in the Town offices
of his findings. Appropriate charges shall be established
for each dwelling under Schedule A, and the Town Treasurer
shall issue statements showing said charges and shall make
collection thereof.
Section 9 - 24.1 - Determination of rooms
included under Schedule A, correcting state-
ments, notice of increase or decrease in
number of rooms, and to whom charges billed,
requiring deposit, procedure therefor.
In determining the number of rooms within a dwelling
under Schedule A, all rooms available for human occupancy or
the conduct of household functions, whether or not in actual
use, shall be counted, excepting, however, rooms exclusively
used. for toilet purposes, closets, open porches, attics, or
basements.

Charges under this Schedule shall be billed to the
occupant of each dwelling; ands in the event the occupant=:;

Section 9 - 2,~ - Procedure and basis of

Schedule B as provided in Section 9 - 23 shall `
be applicable to all business establishments apartment
buildings including duplex units, any buildings with
two or more families dwelling therein lodging and rooms
houses hotels industries plants schools offices off~ce
buildings private and public institutions and. establish-~'
menu and any and all other establishments activities
or bu~ldings not coming under Schedule A above.

Fees and charges shall be assessed agair_st each
separate b~asi_ness establishment or activity within shy
particular building, and the billing shall be to the
operator or owners as the case may be.- Offices or groups~'jof
offices within a building may be considered separately or
col7_ectively and charged under this Schedule as may be
determined. by the Town Manager. Howev er charges under t~pis
Schedule shall be determined on the basis of garbage and
rubbish disposed of.

volume shall be stated in terms of the number of 32-gallo
containers removed from said locations.
Charges shall be made upon the total number of
such containers handled by the said- Town at each location
within a period of one (1) month.
In those establishments containing residential .
units the minimum charges provided under this Schedule
shall be assessed, against each living unit in said estab sh-
ment. However, in the event charges based on total vol `
disposed of in any such establishment or building shall exceed
the total minimum fee assessed for the buildings then then,
higher rate shall apply.

apartment buildings, or any like building with two or more
family dwelling units therein will be billed to the own
of said building. However the owner of said buildings, ~y
proper notice to the Town Treasurers may designate some her
person to whom the bills are to be made. In the event t

Miscellaneous procedure
The Town Manager is hereby authorized to print
or cause to be printed all statements, bills cards or other
pamphlets to set out schedules and to give the necessary
information to residents of the said Town and to provide
and set up any other procedure necessary for the efficient
carrying out of this chapters and from time to time to make
minor and appropriate changes hereunder.

Enforcement of ordinance
The Town Manager or Town Treasurer is hereby
authorized to direct the proper town officials to cut off
water service to any dwelling wherein the said occupant
refuses or fails to pay any and all charges assessed against
him under this chapters and is further authorized to take
any further or other steps necessary to make collectior..of
said indebtedness in any manner provided by law for col-
lection of other town debts.
Section g - 28 - Pro-rata charges not
Allowed.

fire collection boxes from Duncan Meter Company at a unit
cost of ?22.50 each and further, than an appropriation. of
X158.00 be made from the General Funds.
On motion duly made by I. R. Carper seconded by
W. F. Whitey it was unanimously ,
RESOLVED that an appropriation of ,?238.00 for gas
masks for the Fire Department, Account 9161, be cancelled
and in lieu therof~ an appropriation shall be made for X330.00
for new uniforms for the Fire Department.
