COUNCIL MINUTES Pulaski, Va., January 11, 195

A special meeting of the Town Council of the To'!rn
of Pulaski, Virginia, was held in the Municipal Offices s~ 4
p.m., January 11, 1955.
There were present:
Mayor C. V. Jackson, presiding
Councilmen: J. R. Martin, W. M. Farmer, C. T.
Brooktnan, W. A. Larson, M. E. Lester
and I. R. Carper
Absent: ~. ~'. White and O. O.Crowell
Also present:
Town Manager: Julian F. Hirst
Clerk: Audrey E. Kingrea
Councilman I. R. Carper, as Chairman of the Erie
Committee, recommended that Council prepare a resolution.,!to
be entered into the minutes, recognizing Chief W'ygal~s ldhg
service record in the Town Fire Department and forward tY~s
same to his family and also have it published in the Southwest
'Mmes. Whereupon Mayor Jackson appointed Mr. Carper and.
Mr. Hirst to draw up the resolution.
The Mayor stated that the primary purpose of tY~e
meeting was to consider the report on sewage collection ~Irid
disposal for the Town of Pulaski as prepared by Wiley &
Wilson, Consulting Engineers. The Council gave general
discussion to the report with particular respect to the '
coverage of the Town by the new lines proposed by the en.neer-
ing firm. In summation, it was the consensus of the Council
that (1) all of the lines proposed by Wiley & Wilson in t4~ieir
report should be included in the construction as outlinec~~by
a bond issue, (2) That the lines within the Town indicat~~ed
by Wiley & Wilson on Table 1 of the report for future cor~±-
struction and totaling in cost X2,647.00 should be includeed
within the present construction status thereby making a total
of X201,669.00. (3) That the new intercepter sewer line~,long
Peak Creek at an estimated total cost of X7,775.00 shoulc~!be
under taken, and (4) that the treatment plant as generally
proposed by the engineers should be accepted by the Council.

Mr. I. R. Carper, Chairman of the Annexation
Committee stated that his committee would meet prior, if
possible, to the next regular meeting of the Council in
an effort to submit to the Council their recommendations
as ~ comm~.ttee regarding the matter of annexation of
additional areas., to the Town.
There was spme_general discussion by the Town
Council of the value of the recommendations of Mr. Louis Purdy,
principal speaker at the annual Chamber of Commerce dinner
on January 7 insofar as those recommendations pertain to the
Town. The matter of revision of the assessment percentage
for the Town and County was considered and it was agreed
that phis should be discussed with the Town Attorney.
On motion of I. R.Carper, seconded by J. R. Martin,
the Mayor and Town Manager were directed to ascertain by
such methods as their deemed advisable the approximate
appraisal value of the present municipal building.
The meeting adjourned at 5:25 p.m.
