Browne Hoyt Ray Bratton Silas Burchett Julian Vaughan Roylence Link ' The Reverend 3. Browne Hoyt, pastor of the Anderson Memorial Presbyterian Church, opened the meeting with a prayer . Ray Bratton, President of the Fire Committee of the' Pulaski Volunteer Fire Department spoke on behalf of hie ~ co~nittee, stating that the volunteer firemen. were dis- satisfied with the situation that existed at the fire hou~lb. He said the firemen wanted and needed a fulltime chief to ~' ~', stay at the firehouse all the time as Mr. 1Alygal did. As '~' the situation now exists, Chief Ray works at the Town Shoe as ~; a mechanic when he has nothing to do at the firehouse, an~ldue ~a to family reasons he has not moved to the apartment over ~ie .~ .firehouse. - ,, Mayor Jackson advised Mr. Bratton that every consid~gration would be given to the matter and due to the absence oP Mrs! .,, Carper who is Chairman of the Council Fire Committee the~~ was nothing that could be done today. Although there is no reference to any particular meeting dates in the Town Code, it has been the practice of Council to meet on the first Tuesday following the firs~C Monday in each month and the second meeting to be on the second Tuesday following the first meeting. However, during February the Coune3l inadvertently met on the first Tuesday which was the first day of February and on the I5th, and had repeated the procedure for this meeting. The Town Manager asked Council to establish definite meeting dates. IIpon motion made by ~. A. Larson, seconded by J. R. Martin, it was unanimously RESOLVF'I~ that an ordinance be prepared to the effect that the Town Council of the Town of Pulaski, Virginia, would hold their regular monthly meetings on the first and third Tuesdays of each month at 4;00 p.ns. IIpon motion duly made by 1~. M. Farmer, seconded by J. R. Martin, it was unanimously RESOLVED that parallel parking be in effect on the ~I-est side of Lee Street between Commerce Street and First Street. Councilman O. Q. Crowell called upon the Town Manager to give the Councilmen a brief explanation of the meeting with the Employee Retirement Committee had with Mr. George P. Green, representative of the Connecticut General Life Insurance Company, and Mr. Hubert F. Groseclose. Ms-, Hirst gave a few brief comments and also stated that he was waiting for proposals from another company or two to present to the Council. Councilman N-. M. Farmer, Chairman of the Cemetery Committee, advised that his committee had met and visited the cemetery and recommended that the Council have the remainder of the lots surveyed and marked, and also that the Council Minutes Contt d Pulaski, Virginia,March 1, 1955 '~' rose garden be surveyed and marled inter grave plots, except the portion where the sundial, bench and bird bath are loe~{ted. Whereupon, Chief of Police Lee S. Boothe stated that the r~1a® garden had belonged to Mayor Ernest Calfee and had been dedicated by him. Council then decided not to take any ae~#ion A' on the matter until more information could be obtained abort the rose garden. The Town Manager advised that he and the Annexation ~: Committee had met with Mr. Ed Ruehl on Thursday, February ~"Y, and that Mr. Ruehl was generally in accord with the plans ~, of the Council for annexation. Upon motion duly made by M. E. Lester, seconded by J. R. Martin, it was unanimously ;~i ,i RESOLVED, that the Town Manager obtain the probably Most of a study of such annexation from Mr. Ruehl. The Town Manager advised that there would be a meeti~jg of the Virginia Advisory Legislative Council in ~IPytheville ,; d on March 3 at 10:00 a. m. to discuss conservation of water'` e, resources. He stated that he was planning to attend the meeting and asked that any Councilmen interested in attend~k~g contact him. The Council was informed by the Town Manager that th easement between ~. P. Macgill and the Town, brought about~y the request of 11~alter Allison for water to his farm, had bA~n completed. { i Upon motion made by a. 0. Crowell, seconded b ~. IIpon motion duly made by ®. 0. Crowell, seconded by ~-, M. FarYrier, it was unanimously RES©LVE~, that an appropriation of X1,475.20 be made for the construction of a sidevralk on Mashburn Avenue. The property owners, who presented a petition to Council for the project, will bear half ~of the expenses. Councilman 1l~. M. ~'armar, advised Council that he under- stands the Aust heirs who own property on East Main Streat will give a right of way through their property to Peak Creek if the Town `will construct a drain to eliminate the flood condition which exists at that location. Mr. Farmer was requested to receive more information aboLtt the matter. The Mayor directed that the Council Fire Committee meet with members of the Fire Departments s Fire Commmittee.
