Silcox for concrete Moiler house at Silcox Cleaners located at 336 N. Washington Avenu~M, estimated 1,200.00. PETITION A petition was read from the residents in the=? 7TH ST. NOISE,ETC, vicinity of Seventh Street, N. E., near Washington Avenue, ~. complaining as to the noise and general disturbance in the ?~. vicinity. On motion duly made by I., R. Carper seconded~by T. F. W'ir~t, it was unanimously CIVILIAN RESOLVED, that the Taw n pay the pr oportionate DEFENSE share of the cost of office space; tele phone service as ~ } t~ ~; requested by Garnett S. Moore, Director of Civil Defense, b~' letter August 11, 1951, provided that the County of Pulaski hand the Town of Dublin agree to share to this expense, to be ~ ~- portioned on the basis of population, and that this expense~b® tit paid from funds now available for Civil Defense until such ~ime as additional funds are required. This matter was referred to the Town Manager for action. Mr. H. D. Cooper and Mr. Harold D. Spraker appeared before the Council with regard to improving Stuart Street, East of Baskerville . It was reported that this street was scheduled for surfacing in the current year, and the work would be undertaken within the near future. ANNEXATION There appeared W. L. The matter of the petition regarding the alleged, disorderly conduct and public nuisance at the t~'operty at ~' the intersection of Washington Avenue and 7t1~ Street, N. E-~: was discussed, and it was determined that the Td~ n Attorney ~, and the Chief of Police should further consider the matter t+ determine what additional action could be taken by the Town. A petition of residents in the vicinity of Bowli$fig Court and Virginia Maid Hosiery Mills, requesting relief frcl~n the excessive amount of soot and smoke in the vicinity was ~+~ad, and it was determined that, inasmuch as the services of a sr~lpke abatement engineer of the Coal Producers Committee For SmokA Abatement was being requested to study the matter for thr tfQ1Rn, no action could be taken at this time. A formal notice of the hearing before the State Corporation Commission f or a railroad express request to '~ establish a motor truck route between Pulaski and Galax was' presented, and no action was taken. The matter of restriction on the Safeway Cab Coany on North Jefferson Avenue requiring no left turns be permit{~ed was discussed at considerable length, and a motion to eliminate k this requirement was made but lost on a recorded vote, and t was determined that ° enforcement of the restriction on left {urns LEFT TURD SAFEI~AY C ABS 1 SIDE~I'ALK EXTENSION E. The matter of extension of the sidewalk in SIDEI~ALK E~C'T. 5th-6th "II TIT~RS* Madison & Main TRAFFIC SIC~AL ~Pash. & First the block between Fifth and Sixth Street was discussed at length, and it was considered that, before this would be. undertaken, the property owners who-had previously agreed to this work in 1949, should again make a request before the work is• undertaken. The matter of prohibiting "U Turns~ at the intersection of Madison Avenue and Main Street was discussed, and no action was taken. There was discussed the possibility of installing an additional traffic signal at Washington Avenue and First Street, and the Town Manager ma de a report regard- ing the cost of certain traff is signal installations. The Council was advised that two traffic signal controllers at the intersection of Randolph and Jefferson were very antiquated, and these should be replaced, or spare controllers provided as the present ones were not dependable . On motion duly made by T. F.~J'irt, seconded by G. R. Steger, it was unanimously APPROPRIATION RESOLVID, that the sum of Two Hundred Fifty TRAFFIC CONTROLLER Six 0256.00) Dollars be provided from the General Funds for the purpose of purchasing an additional traffic signal NE'1~ RIVER DIVERSION PROPOSED controller to be used as a replacement for the older controller now in use. The matter of a proposed divers.~n of New River hydroelectric power, being considered by the Federal Power Communications was discussed. ~On motion duly made by W. F. White, seconded by W. D. Mac gill, Jr., it was unanimously RESOLVID, that the Town Manager be directed to prepare a suitable letter in behalf of the Town expressing the Councilts objection to any plan to divert a source of hydroelectric power,now available from New 1 1 1 Council Minutes Contt d. Pulaski, Va., Aug. 21,;`:1951 River, from this community, and general vicinity, and that th~s be forwarded to the Federal Power Commission and other suitable ., authorities. LAND PIIRCHASE Councilman Steger reported 1v the Council regarc~}.ng BY PULASKI HOSPITAL, the matter of the Pulaski Hospital request for purchase of INC. _ _eertain land owned by the Town in the vicinity of the hospital., and it was `the recommendation of the committee appointed to investigate the matter that~the Town provide the land desired, by the hospital on Tenth Street, provided other land ad3~centrto the Towns filter plant property be obtained, such land to be~'of equal value. White, it was unanimously RESOLVED, that the report of the committee on the sale of land to Pulaski Hospital, Inc, be accepted, and that ~he Town Manager advise the hospital authorities of the Town's scion in this mat ter . ~~ On motion duly made by GU'. Carper, it was unanimously STORM DRAIN RESOLVID, that the Town Manager and the Town Attorney FRED JACKS ON PROPERTY should investigate the matter of a storm drain across the property of Fred_A. Jackson on Newbern Road, to determine whether the property owner was providing addquate drainage system, and to~ protect the Townts interests in the matter. On motion duly made by J. R. CONVENT ION - - _ _ ~, the To~rrn at the Public forks Convention to be held September d _ ;~ 1618th-19th in Detroit. e HARVEY The request of Harvey Sutherland that the Toarn }' SUT HERLAIiD REQUEST replace the entrance to his property on Fifth Street, with a TO REPLACE ENTRANCE suitable culvert, inasmuch as his driveway was allegedly damaged by the Town when the street was graded.
