This was discussed, but no acti taken. On motion ding made by J. R. Martin, seconded bye I. R. Carper, it was unanimously MRS.A.P.HURST RESOL'VID, that the request of Mrs. A. P. Hurst f~k~ TREE REMOVAL - - ~ - - REQUEST permission °to remove a tree -in Oakwood Cemetery be referred tQ~ the Cemetery Cvaanittee for action. On motion duly made by ~T. D. Macgill, seconded by I.R. Carper, it was unanimously CURB CUT RESOLVID, -that the request of Autmnotive Supply t~bmpaay F/AUTOMOTIVE SUPPLY for curb cut on E. Main Street, in front of 'their new buildin~~be E.MAIN - - - approved,. to be undertaken on the basis that two curb cuts at~pach end of the lot - a width of 22-1~2 ft. each be made, and that,~~ temporarily, this be done with premix asphalt and when the sic~bwalk -in the til©ck is removed, that these be constructed of concretq this work to b® done at the expense of the property owner. -. The matter of right-of-way problem on Park Lane aid Haney Street was discussed, and the letter written to the pr©~rty owners was read. On motion duly made by d.R. Martin, seconded by ORD INANCE I, R. Carper, and carried by a unanimous vote, the following PARKING ordinance was adopted; - N.&S. W~ be restricted for a distance ®P forty (40) feet from intersection of Washington Avenue, and t~~.t this shall be enforced the same as other parking regulations. ~? This ordinance shall be in effect upon the erectbn ;~ of suitable signs. ~ - The matter of two-hour parking restrictions on F3~'th Street, near the R. C.A. Plant was discussed. Pulaski, Va., Jan.24,1952 The regular semi-monthly meeting of the Town Council of the Town of Pulaski, Virginia was h®ld in the Municipal Building at 4:00 p.m., January 24, 1952. This meeting was postphoned from the scheduled I PRESENT date of January 22' by ma3ority agreement of the Council. There were Aresent: Vice Mayor ~. F. The minutes of the regular meeting held January 8, 1952 were read and approved. There appeared before the Council Lt. Fred A. Hodnett, representing the Pulaski County Life Saving And First Aid Crew, Ina.. Mr. Hodnett thanked the Council for previous assistance in the work of the Life Saving Crew, and requested an appropriation for the support of this organization. Mr.C. C. Abell appeared before the Council' and requ®sted that the Council permit him to continu® pinking up salvage metal at the Town dump, stating he would work below the dump and would not interfere with operation of the Town trucks and equipment in maintenance of the dump . Mr. Roby K. Sutherland, local attorney, representing ~'. D. Rankin, appeared in regard to application for A.B.C. license at Peirce Avenue Grill, and stated that he felt the Council had anted unwisely in its resolution to the A.B.C. board,upon request of residents,in opposing the A.B.C.license. He requested that the Council modify its action, as it was felt that this would have considerable influence in the matter, and it would result in the Council taking a position on such matters in the future. A letter from the Town Attorney to the residents in4~ he INVESTIGATION vicinity of No. 5 Seventh Street, I~.1M., regarding further inv~isti- gation of this matter was read, and also, a reply from the residents, indicating that they would not further testify in $~e matter at this time,_ was read, and it was considered that no ~.irther action could be taken at the present. MRS.A.P.HURST A report from the Cemetery Committee regarding the ~equest TREE REMOVAL DE~NIEDT of Mrs. A. P. Hurst for removal of the tree on her lot, was mie, in which it was recommended that the tree .not be removed, as` a there was no immediate need, and said tree was in line with t rest, and to remove same would destroy the planning arrangeme~ oP trees along the roadway. On motion ~. D. Mac gill, Jr., RESOLVED, be accepted and the tr®e on the corner duly made by I. R. Carper, seconded by it was unanimously that the report of the Cem®tery Committe®;, request of Mrs. A. P. Hurst for r®moval off' ~f her lot be denied. TREE REMOVAL A report of the Street Committ®e in regard to the r~noval PROSPECT E JNT of a number of trees on Prospect Avenue on the Town right-of-~iey, REPORT ~.,, _ _ STREET CO%adjacent to the Eckman property, was made. It was stated tha~lthe elm trees had been trimmed until they were not very shapely, ~d were beginning to arvwd the evergreens, as these were planted~oo close. It was recomsended that the elms be removed, in order~ithat the evergreens not be damaged, it being advised the adjacent s property owner was agreeable tx~ this. It was decided to defe~~ this matter until the next Council meeting. ~` CAR-CARRY It was reported that the Street Committe® had consic~ared TRAILERS the matter of the car-carry trailers parking in Town, and it ~~s recommended that they continue to park on Commerce street, weft of LaGrange Street, when parking for long periods of time, as it ~~ appeared that this was the most satisfactory location, and ca ®d less interference to the general public.. it was determined tlt the Pollee should request the trailers to use this location, d at the present time, no action was taken. 1~~?~ CLETRAC BULLDOZER STORES OPEN SUNDAYS APPROPRIATION LIFE SAV.CREN TO10'N DUMP CONTROL RANKIN-ABC LICENSE PARKING COI~IDITION B. Pulaski, Jan.2`4,195Q The Town Manager reported in regard to the plii`Bletrac bulldozer, stating that, since the matter was presented in September, 1951, with the request that a used tractor with overhead shovel be purchased, and that the bulldozer b® rased for spare parts in maintaining the tractor to ba purchased, some grouser plates had been found which could be attached to the track, making it possible to continue using this without purchasing a new set of track which is needed. It was reported, also, that it had -been possible to weld .the crack in the cylinder bioek by use ®f special welding material, and it appeared that this possibly wou7i holdr and that, temporarily, the tractor could continue to be used. It was reported that some of the merchants were complaining that certain stores operat®d on Sundays in connection with the-sale of gasoline, The Town Attorney advised the Council as to the wording of the Sunday Blue Law, and general proceda~re in enforcement of the same. The Town Manager reported in regard to a similar problem in Roanok®, Virginia and action taken, it was determined to consider this matter further at the next meeting of the Council. On motion duly made by T. F. Wirt, seconded by I. R. Carper, it was unanimously RESOLVED, that an appropriation of Two Hundred ( X200.00 ) Dollars to the Pulaski County Life Saving Crew be made as a supplemental appropriation from the General Funds. The control of the Town dump was further discussed, and it was decided that this would be considered at the next meeting of the Council, and in the meantime, the Town Manager to determine what practice was followed in other places in regard t© permitting salvage operations in municipal dumps. The matter of W". D. Rankin A.B.C,application was discussed,-and no action taken. The matter of parking condition in front of B. GENERAL A brief report on some of the bills introdua®d before ASEMBLY 1952 the General Assembly, of interest to municipalities, was madell STREET- It was reported that requests for street lights on F~fth LI(~7S _ and Lexingtosi Avenue, S.E. and at the intersection of First aid Second streets, N.E. had been made, and the Town Manager was directed to investigate these requests. LESLIE MOORS The matter of tax assessment against Leslie Moore obi INQUIRY ON TAXES . Birch 3'tree~t was presented. It was r®ported that none of the '. (Birch) adjacent property owners had been assessed, and Mr. Moore wis]Yed to determine whether he was in the corporate limits. MASH BURN The matter of controversy over wh®ther the Mashburn. Pulaski, Va., February 5, 1952 The regular monthly meeting of the Town Council of the Town of Pulaski, Virginia was held in the Municipal Building at 4:00 p.m., -February 5, 1952. Harman, Jr.; Odell Mayberxg The minutes of the regular semi-monthly meeting held January 24, 1952 were read and approved. On motion duly made by T. F. dirt, seconded by E. T. Painter, it was unanimously RESOLVED, that the following application for building permit be approved: To A. M. Harman, Jr. for one story six-room frame dwelling on north side of Prospect Avenue, between 13th and 14th Streets, estimated 18,000.00. Mr. A. M. Harman, Jr., local attorney, appeared as representative.of City Cabs, to advise the Council as to the effect of certain provisions of the Taxicab Ordinance and resolution of the Council, which would necessitate the radio cabs returning to their stand before answering the next call. It was stated that the cabs had been in the practice of waiting in the residential area after a call, when there was any delay in the next call. On motion duly made by T.F.Wirt, seconded by I. R. Carper, it was unanimously RESOLVED, that the present practice of operation of the City Cabs in regard to waiting on the streets in the residential area between calls be permitted to continue, and that the Taxicab Ordinance be drafted in the recoding of ordinances to provide for this exception. Mr. Roby Bsn~arnin King appeared before the Gouncil, requesting that a Taxicab Driverfs Permit be issued to him, and stated that, although his past record was not satisfactory, he would assure the .Council 1 1 1
