Pulaski, Va., February 5, 1952 The regular monthly meeting of the Town Council of the Town of Pulaski, Virginia was held in the Municipal Building at 4:00 p.m., February 5, 1952. PRESENT There were present: Vice Mayor ~.F.White, presiding Councilmen: I. R. Carper, 0. 0. Crowell, ~1G.D.Macg3.11,Jr.; J.R.Martin, E.T.Paint~r, T.F.tNirt. Absent: Mayor H.R.Imboden; G.R.Steger. Also present: Town Manag-er: E. A. Beck Clerk: Louise D. Logan Town Attorney: Garnett S. Moore Town Treasurer: Lottie R. Runion Chief of Police: L. S. Boothe Visitors: A. M. Harman, Jr.; Odell Mayberry MINUTES The minutes of the regular semi-monthly meeting held January 24, 1952 were read and approved. BUILDING On motion duly made by T. F. dirt, seconded by PERMITS E. T. Painter, it was unanimously ::Harman RESOLVED, that the following application for building permit be approved: To A. M. Harman, Jr. for one story six-room frame dwelling on north side of Prospect Avenue, between 13th and 14th Streets, estimated 18,000.00. CITY CABS Mr. A. M. Harman, Jr., local attorney, appeared as representative_of City Cabs, to advise the Council as to the effect of certain provisions of the Taxicab Ordinance and resolution of the Council, which would necessitate the radio cabs returning to their stand before answering the next call. It was stated that the cabs had been in the practice of waiting in the residential area after a call, when there was any delay in the next call. On motion duly made by T.F.Wirt, seconded by I. R. Carper, it was unanimously RESOLVED, that the present practice of operation of the City Cabs in regard to waiting on the struts in the residential area between calls be~permitted to continue, and that the Taxicab Ordinance be drafted in the recoding of ordinances to provide for this exception. T. Painter, seconded by W. D. Mac gill, Jr., it was unanimously RESOLVED, that the application for Taxi Driverts Perini of Roby Benjamin King be denied. ABC HEARING A notice from the ABC Board, in reference to a hearing~to RANKIN be held February 12th in regard to the application of W.D.Ranki~ i for Peirce Avenue Grill was read. ' RCA CLOSING A telegram from J.B.Elliott, Vice-President of Racg o Corporation of America, in regard to the closing of the local p~.ant 9! was read. It was decided that no action be taken at this time. On motion duly made by J. R. Martin, seconded by W`.D. Macgill, Jr., it was unanimously BLDG. RESOLVED, that the building permit application of Gal].more PERMIT G.&LIVELY& Lively, Contractors, for an addition to their office on the ei~.st side of Washington Avenue, near Fifth Street, North, be referred. to the Building. Committee and the Town Manager for further investigation. On motion duly made by I. R. Carper, seconded by T.F.11~~.rt, it was unanimously ELM TREE RESOLVED, that the recommendation of the Street Commit~~ee REMOVAL ON approving the removal of five elm trees on Prospect Avenue nea~lthe PROSPECT Eckman property, between the evergreen trees be accepted and approved. TOWN The matter of the operation of the Town Dump was disused DUMP in detail, particularly in regard to the possibilities of perm~Itting Mr. C. C. Abell to have a salvage operation at the dump for sc~iap metal. There was also considered the possibilities of having someone live in the cabin near the dump for after-hour control 'of camping. On motion duly made by E. T. Painter,- seconded by J.R~ Martin, it was unanimously RESOLVID, that the Town Manager draw up specification~j for receiving bids on permitting salvage operation at the Towne; Dump on a thirty day trial period, such specifications to be submitted at the next Council meeting. Pulaski, Va., Feb. 5, 1952 Virginia Municipalities on the present session of the General Assembly were discussed, particularly the matter of Social Security for town employees. - The possibilities of obtaining additional land for use of the Town for shop area~was discussed, and various sites mentioned. It was decided that the Town Manager and Finance Committee should further investigate possibilities of s ome of the availabl e- s it es . The Town Attorney stated that a court. or der setting forth a status of the Mashburn Avenue section, removing doubt as to its existence in the corporate limits had been prepared and should be completed within the next few days. On motion duly made by ~.D. Macgill, Jr., seconded by E. T. Painter, it was unanimously .. RESOLVED, that five Ten 010.00) Dollar units of membership: in the Chamber of Commerce in the- name of the Town be authorized, and that a supplemental appropri- ation from the General Funds of Fifty 050.00) be approved.
