There were present: Mayor H. R. Imb®den, presiding Councilmen: I. R. Carper, 0. O.Crowell,~.D.Maag~ll,Jr., J.R.Martin, E.T.Painter, G.R.Steger, 1~.F.~thite, T.F.Rirt. The minutes of the regular meeting held on April=~, 1952 were read and approved. Mr. Philip M. Sadler, local attorn®~ and Chairman of the Advisory Commission to the Juvenil® Court, outlined the wo:lk of the commission appointed March 13, 1951 to study juvenile deliuency. He pointed out that three task groups had been appointed: Group 1 to develop trends from court records; Group 2 to do field work, prepare questionna.ir®, determine backgrounds and personal cons~Ider- ations in each case on basis of report rendered by Group 1, whA~eas Group 3 would recommend specific measures to be taken on the b~is of findings of two preceding groups. It was stated that, althc~,tgh Recto the investigation part of the work was incomplete, the Commiss~pn Board of Supervrs had made the following recommendation to the County Beard ©f Supervisors: 1. Hire a probation officer for the Juvenile Comet. 2. The Town of Pulaski take immediate steps to initiate and ma~~tain a program on public recreation along the lines recommended by i~he National Recreation Association. Recommendation The following recommendati on was presented to the! to Town Council - - Town C Dune, it The Advisory Commission to th~a Juvenile Court, w ch was appointed at the request of the Town Council, makes the fo owing reconanendation to the Town Council: 1. That immediate steps be taken by the Town Co'~~ cil to initiate and maintain a program of public recreation along the lines recommended by the National Recreation Association. 2. That this program be, as much as possible, i~11te- grated and co-ordinated with the efforts of the Probation Officer of the Juvenile Court. H. Chapman, President of the Y.M.C.A., COOPERATION advised the Y.M.C.A. would b® willing to cooperate in any manner with the Town' in carrying out a recreati oval program. RECREATION' Dr. Ralph Martin, Chairman of the Recreation STUDY (~tOIIP SPORE.SMEN Study t~oup, called on Mr. ~. R. Garland and Mr. Foy Aust, group, members, who, together with l?r. Martin, advised of their opinion of the immediate need for recreation in Pulaski, determined after thorough investigation of facilities, attitudes of all age groups; and conferences _ with representatives of the National Recreation Association and Recreation Departments from neighboring towns. Following considerable discussion, the following action eras taken: On motion duly made bq J.R. PERMITS Carper, it was. unanimously RESOLVED, that the following appl3c ations for Barlow building permits be approved: To John ~. Barlow for enclosing back p~- ch, wood and coal house, using frame, and repair certain portions, using cinder block at 22 Peirce Avenue, estimated X100.00; To: E.R. Brys©~t Bryson for concrete replacement of wood steps and concrete to replace floor of frame back porch at 201 south Washington Avenue, Pul.Mills estimated X300.00; To Pulaski Mills (By L.A.Withers, Mgr.) fort cinder block and cement manufacturing and storage of feed building north side of 2nd Street, N.E., adjoining 141 2nd Street, esti ated X3,000.40; and steel sign at same .location, estimated to cost 15.0©; Jackson To Fred A. Jackson for brick lasing of Pulaski Sales Company o south Washington Avenue, estimated to cost $2,500.00; To Ellis C.Ol~ver Oliver, For cinder, block .dwelling on south side of Pulaski Street, one?~story~ estimated to c®st X2,500.00. On motion duly made by T. F.~tirt, seconded by E.~. Painter, it was unanimously RIGNEY RESOLVED, that Gilliam Louis Rigney be granted p~r- TAXI LIC. TRANSFER mission to transfer vehicle tags and license for tazi from T. ~1. and J.C. Lawson. ~.YREVIIJUE The Mayor named J.
