Virginia was held in the Municipal Building at 4 p.m., May 6, 1952. There were present; Mayor H. R. Imboden, presiding Councilmen; I.R.Carper,A.O.Crowell,J.R.Martin, ti' "' ~'°;-te.~,G.R.Steger,W.F.White, T.F.Wirt. Absent; W.D.Macgill,Jr.,E.T.Painter. Also present: Town Manager; Julian F. Clerk: Louise D. Town Treasurer;Lottie ~. Visitors; Hubert F. planning MINUTES Hirst Logan Manion Groseclose, Chairman of Commission. The minutes of the regular semi-monthly meeting held April 22nd and the special meeting held April 24th were read and approved. '~BLDG.PERMITS On motion duly made by T. F, Y~irt, _geconded by 0. ®. Crowell, it was unanimously RESOLVED, that the following applications. for building permits be grants d s To Charles E . Dent for frame dwelling, 5 rooms and bath, 1-1/2 story, on south side of 12th S;treet, North, between Randolph and Prospect Avenues, estimated X10,000.00'; To Jentery S. Buchanan for frame addition of two rooms to 807 Paca street, estimated X1,700.00; To. R. P. Harris for frame enlargement back porch, seven feet, at~122 6th Street, N., cost not known. I ~ D' There were distributed among the Council copies OD OD of the proposed building code submitted by the Planning Commission. Mr. Hubert F. Groseclose, Chairman of the Planning Commission, advised the Code was condensed and consistent as much as possible, and the Commission felt the same did not' involve radical changes in building construction. He stated , the mayor portion was taken from the recommended code of the National Board of Fire Underwriters. R. {~teger, it was unanimously RESOLVED, that the Recreation Commission as appointe~ by the Mayor and outlined above be approved. On motion duly made by G. R. Steger, seconded by I. ~!. HIt~ SCHOOL RESOLVED, that no charge shall be mad® to Pulaski Hi PARK ITSA GB School during the baseball season for use of Calfee Park, excep~i such costs as shall be incurred by use of electric lights at said park or in connection with cleanup expense. PLANNING It was advised that the Planning Commission meeting vbuld NAT .BRIDGE be at Natural Bridge May 12th and 13th, and was open to membersbf the Council. On motion duly made by I. R. Carper, seconded by O.O~rowell it was unanimously ~~:: TREE REMOVAL RESOLVED, that the maple tree located iimnediately in front VALLEY ST. of 213 Valley Street shall be removed in accordance with the redµest of Forest W. Haley, property owner. STREBT There was discussion concerning street soliciting, SOLICITATI08 concerning ob3ection raised by Mrs. Alyne Caldwell, Superintent~bf the Welfare Department, in that by obtaining a permit at the colt of ~5.00~, one welfare case could sell pencils on the streets. On motion duly made by •W. F. White, seconded by I.R.c~rper, it was unanimously Hebegar RESOLVED, that existing permit of Paul Henegar for s~~reet solicitation shall not be renewed at the date of expiration, in ~icr der to strictly adhere to ordinance prohibiting same. RT/WY In the matter of Right-of-way on West Main street onprope W.MAIN ST. owned by D. Gray Langhorne, the Town Manager presented an estim8ite of X360.00 for paving that portion of street owned by Mr. Langhorne; including drainage, to Magazine S,treat. It was the consensus off`; Council that the Town should contact Mr. Langhorn® relative to ~jellin~ price of said-portion of street, should the Town surface the st~leet and otherwise repair same. 5TH & In the matter of proposed improvements at the inters~iction WASHINGTON IMPROVE, of Fifth Street and Washington Avenue, it ~s advised that the wn Attorney would shortly complete legal agreement with Mr. H.W.H ,Jr. in regard to Right-of-way. Pulaski, Va., day 6, 1952 ---------- would be received within the. present: month, and that the representative of the Crouse-Hinds Company had completed plans for a progressive traffic movement including the new signal, with exception of four relays. It was stated that the Appalachian Electric - Power Company presently could not advise the cost of additional whiteway standards, dus to figures available. STUART In the matter of opening Stuart Avenue from Graham AVENUE Street to Pierce Avenue, it was decided that the Council as a body would view the site in the near future, upon the request of the Street Committee. ~ .
