R. Garland, Chairman of the Recreation §, Commission, submitted to the ,Council a proposed recreation b~-dget for.the year ending June 30, 1953. Mr. Garland reminded they' Council that he had been elected as Chairman of the CommissLn as appointed by the Council to prepare a proposed budget fo'-the _ ~1 suggested recreational program of the Town of Pulaski. He sated 4 that the rxacutive Committee of the Commission had met with Hiss ~~ Marion-Preece of the National Recreation Association on May 9, 1958, at which time the tentative budget as then being px~ese~ted had been drafted. He further stated that this tentative bud~et had recently been presented to the Recreation Commission as a wh~l®, and that the Comamission had approve®d it and directed that it~~be referred to the Council as their suggested budget. Mr. Garl~nd stated that this budget, in the opinion of the Commission, .~ represented the main requirements necessary for an, effective recreational program under operation by the Town. He furthe~h advised that it should be understood that this budget and th~1 ~; items as listed therein could not be considered as a positive! program, inasmuch as should a recreational director be emplo~e8,; this individual would desire some leeway in setting up a 19 : £~ Council Minutes Contd. The Council considered budget items individually and entered into considerable general'discussion. Rev. R. B. Abshire, member of the Recreation Commission, stated it was his opinion that the present plans for ~ recreational program in the Town constituted a project of major importance which the Council could promote. ~~~~,,,QOD Mr. J. H. Chapman, having purchased a lot i~ the Northwood Cep ~% area and near the corporate limits,.requested that some agree- meet with the Town be made as to water a1d sewer lines. The request was referred to the Town Manager to consult with Mr. Chapman and to~secure further information for report at .the next Council meeting. DANIEL D. The matter of request by Daniel D. Davis, who was present, DAV TS for granting of a taxi driver+s permit, refused by the Chief of Police and the Mayor, was discussed, with the Council reviewing police record of Mr. Davis. Thisw as deferred to the next maeting. Jt~ MASTERS Mr. John Masters, who inquired as to~proration of business Bt1S.LIC. license. in event he was compelled to go out of business due to expiration of lease on building not being renewed by such persons who were appointed executors of estate of the late Philip Contas, was advised that he would be required to obtain a business license for the entire year, and should his lease not be renewed, the Council would reconsider the matter at that time. NORTH1N04D Mr. Foy Aust appeared in regard to proposed right-of-wags ADDITION RT~XYS• in Northwood Addition, and distributed a map of the area sharing two plans whereby right-of-wags could be provided. He indicated that. he would like to obtain from the Town approximately two acres of land of dimensions 200~feat by 457 feet, said land situated in the extreme southeast corner~of ~. the property purchased by the Town in 1944 from Mrs. B. S. Keiser for future development of Oakwood Cemetery. Mr. Aust indicated;;'that this corner of the proposed Oakwood Cemetery property would be ~' advantageous in his developing plans, and further, that it would r permit aright-of-way from the east to the Oakwood Cemetery and~'would also permit proper and adequate installation of sewer facilities to his area. He indicated his agreement to work with the Town on any proposal which they would suggest in such matter, and advised that he would purchase the approximately two acres of land from the Towh at X300.00 an acre, provide two fifty foot right-of-ways through ttie proposed development, build approximately 1,000 feet of fence astound the Town land as remained, and extend a water line to a point off' gate location by the Town, all at no cost. The Mayor referred the m~.tter to the Pr4p~9rty Committee and the Town Manager to meet with Mr.~luat and view the site. On motion duly made by J.R. Martin, seconded by W.F.1N~tite, it was unanimously RESOLVED, that the matter of providing right-of-ways !n Northwood Addition as outlined by Mr . Foy Aus t be deferred for ~'urthex~ investigatipn. On motion duly made by 0. 0. Crowell, seconded by E.T~tPainter, it was unanimously STREET LICIT RESOLVED, that the wbiteway be extended to provide orb/ E.MAIN 3T. additional standard at the cost of X3.25 only per month for ele~triait~y as advised by the Appalachian Electric Power Company, on East Din Street, immediately east of Madision Av enue, and that one-hour_.a-rkinffi 1 ~•PA~•meters be installed on both sides of East Main Street to the ra~.lroad~ siding, imanediately east of A~adison Avenue, and further, until uch ,. meters are available, one-hour parking signs shall be'etnployed.4 STUART The matter of Stuart Avenue Extension and sewer line ~ o AVENUE E~• said area was cgnsiderably d~.scussed, and def®rred until furthe• & SE~tER R information could be provided in regard to cost of leper. Pulaski, Va., May 20, 1952 Filter Plant, the salary of Robert H.Coltrane shall be increased from X270.00 per month to X285.00 per month, effective as of June 1, 1952. The matters of tree removals - one elm at the David C. Laughon residence on Prospect Avenue, and one tree at the home of Mrs . Miruiie Leache on South Washington Avenue were referred to the Street Committee.. The request for a street light at the east end of Jackson Avalue was referred to the Town Manager. It was advised that Mrs. J.E. Hale had stated that should the Town clean out the heavy growth of brush, etc. in the alley between Lexington and Madison and Fifth and Fourth Streets, she would assist in keeping the alley clear in the future . ATRAESH~STUART The matter of considerable trash in front of the residence of Joe Hoskins on Stuart Avenue was referred to the Town Manager.
