PURPOSE The Mayor stated the meeting was called to consider tl~e

Cosunisaion to the Juvenile Court, stated he felt .a recreational
prograffi should be a governmental function under a governmental
department, and he could see no conflict between the Y.M.C.A. p
and aTown--sponsored on®. He advised that duplication of progr
General Fund revenues from the budget which was in prep aration #br the,

fiscal year ending June 30, 1953, as a means of eva3~taating the went
financial status of the Town. He read to the Council a report betting
forth amounts spent for recreation by various towns in Virginia~i
Idr. J. H.Chapman advised visitors present that a mee ~ing

of the Town Council and the Board of the Y.M.C.A. was held prev~~OUs
to the special meeting of Counoil, at 2:30 p.m., and that no de~}I.nite
decision had been made as to aTown-sponsored recreation progra~.
The Mayor thereupon called on the following persons wjo
urg®d the Council to take no action which would adversely affec~
the Y.M.C.A.; Mrs. J. C. Harman, Mrs. Ellen Kate Carson, Mrs. ~ ',
Hubert F. G,~oseclose,Sr., Miss Emma Shumate and Mrs.Addie $.ll[s~.

Mr « Philip M. Sadler, member of the Y.M.C.A. board, tuber
of the Recreation Commission, and also, Chairman of the Advisor
could be avcaided, and so long as the Y.M.C.A. continued to make ;their
program Qpen to the public regardless of membership, it was his'
opinion the Tpwn aould continue to appropriate 4,000.00 each
to the Y.M~,C.A«, and '.begin the Town-s recreation program at

point where the Y.M.C.A. ceased its activities.
GARNER AVENUE
I -M-®11 water
Councilman Carper advised that approximately
forty families were using water from a condemmed well in
the vicinity of Garner Avenue, and that some action should
be taken immediately. The matter was referred to the Town
Attorney to render an opinion on use of the Water Funds
for improvement of the Garner Avenue water situation.
Following considerable discussion, on motion
duly made by J.Ii. Martin, seconded by W. F. White, it was
unanimously

RESOLVED:, that an appropriation of Twelve
Thousat:d-Two-Hundred-and-Forty 012,240.001 Dollars from
the General Funds be made to cover the recreation program
budget as proposed by the Recreation Commission and
submitted to Council, which is hereby accepted, said
appropriation to cover the fiscal year beginning July 1,
7.952 and ending June 30, 1953, and further, it is
directed that the presently remaining balance of the
sum of X3,000.00 as appropriated by the Council in its
regular semi-monthly meeting April 22, 1953 shall revert
back to the General Funds.
POLICS GIVElP The Chief of Police and other officers of rank
VOTE OF
CONF]D~CE in the Police Department were given a vote of confidence,
in response to request of the Chief that rumors being
circulated as to dismissal of certain Police officers be
disproved, or that he be oth®rwise advised.
On motion duly made by I. R. Carper, seconded
by J. R. Martin, it was unanimously

REJECTED Cemsete-ry Committee to reject the request of Mr. Fog Aust
to pu;rahase Town-owned land lying north of Northwood
