The regular semi=monthly meeting of the Tows
PRESENT
Council of the Town of Pulaski, Virginia was held in the
Municipal Building at 4 p.m., June 17, 1952.
There were present:
Mayor H. R. Imboden, presiding
Councilmen; I.R.Carper, O.O.Crowell,W.D.Macgill,Jr.,
E.T.Painter, W..F,1~hite,T.F.Wirt.G.R.

On motion duly made by 0. 0. Crowell, seconded
by T. F.1l~irt, it was unanimously - -
- -RESOLVED, that the following applications for
building permits be approved: To John ~!'. Barlow for altera-
tions-to 22 Peirce Avenue, estimated X50.00; To E.R.Aust for
brick cased dwelling, six rooms, 1-1/2 story, on 6th 3tre~t,
N.R. between Washington and Madison, estimated 9,500.00;
To Lester Harrell for cinder block, 4 nrooms, 1 story building
at 950 Craig Street, replacement of house which burned, using
salvaged material, estimated 1,000.00; To Hencil Patten.for
frame side porch addition with bath at one end at 713 Martin
Avenue, estimated X250.00; To Hubert T. Hilt zheimer for frame
steps rear of 21 7th Street, N.W., estimat®d 350.00.
Mr. Claude T. Brookman, appeared with other
residents in the vicinity of Fifth Street, S.E., stating
an agreement as to cuts and fills had been signed by all
e~teept two of the property owners in vicinity of Fifth
street, S.E. and filed with the Town Manager, and further,
that they appeared in the interest of the previous petition
presented bar them February 6, 1951. The Mayor -advised the
delegation the petition would be considered later in the
meeting.
Mr. R!'. F. White, Chairman of the Building Code
Committee, stated the committee questioned whether the Town
could afford the proposed building code, in that.it estimated
a cost from X5,000.00 to X6,000.00 per year for an engineer
to interpret said code, The Chairman advised the following
facts regarding the proposed code, as determined by the
commute®
1. The proposed code was in use mainly by
larger cities.

2. It was felt that the Town should have a code

electrical installationswould be by the Town.;
3. The Committee favored the code as in use at
Abingdon, and requested that the Town Manage tmake
a study of this in comparison with the propos d cod®
and furni di a repot t on same .
The Town Manager advised he had reviewed the Abingdon

Building Code and the Code set forth in simple brief form appeared
to meet requirements of a code as adopted by the Town. He sta~}ed
the Town might either adopt a building code, such as the one p}~opesed,

but allow s ome leniency in enforcement, or adopt a more s imple ~' code
for strict adherence and enforcement. The Mayor requested tha~ the
matter be continued for
Code, Committee meet with the Planning Commission for discussion, and ~
further study, and suggested that the ~uilding~~
further report to the Council.
PROPOSED The proposed budget for the fiscal year ending
T (MIN BUD GET
June 30, 1953, copies of which were previously furnished the C~luncil,,
was discussed as to general costs involved, and capital outlay
provisions . '.
SPECIAL It was decided that a special meeting would be he~!d at

4 p.m. on June 24, 1952 for study of the proposed budget.
On motion duly made by T. F. N`irt, seconded by G.~.

GUTTER getter for the General Chemical Company on East Third Street, fit
full cost to the property owner be approved, and that the sum ~jf
X550.00 be appropriated with such portion as expended to be
reimbursed in full by the General Chemical Company,
HARMAN-GE9dMELL The Town Mana er resented a
CURB & GUTTS3 g p petition by A.M.Harm~bn, Jr.
and Matthew M. Gemmell for curb and gu tter on Prospect Avenue ~!rom
13th to 14th Streets.

On motion duly made by ~.D.Macgill,Jr., seconded
G.R.Steger, it was unanimously
Approved RESOLVID, that installation of curb and gutter on~the
west side of Prospect Avenue, between 13th and 14th Street be ;
approved to be undertaken at such time as the Town was in a
position to do same, subject to appropriation by the Council.
On motion duly made by O.O.Crowell, seconded by
E.T.Painter, it was unanimously
LITTLE LEAf~ RESOLVID, that the Little League Baseball Team be ,

conflict with regularly scheduled games. ~;

INACCESSIBLE ALISY' The Town Manager reported that in connection

with parking in a public alley near residence of John 1~`.
Barlo~r on Peirce Avenue, two property owners affected had
indicated their willingness to cooperate in keeping said alley
open to traffic and that the erection of signs would under
these arrangements be unnecessary.

The Council authorized the removal of two trees
in front of residence of D.C. Laughon and 1 tree in front of
th® residence of Howard R. Imboden, both residences on
Prospe et Avenu® .

On motion duly made by ~. F. ~&'hite, seconded by
Sill, Jr., and carried by a unanimous vote, the
ordinance was adopted:
~ IT OIDAINED that one-hour park~.ng be placed
in alley as extends from North Madison Avenue from
2nd Street, N.E. to Peak Creek.
This ordinance shall be enforced the same as
other traffic regulations and violation of the same shall be
handled the same as other parking violations.
This ordinance shall be in full force and
effect upon erection of proper signs.
On motion duly made by ~. F. 1~'hife, seconded
by I.R.Carper, it was unanimously
FIFTH ST.S.E. RESOLVED, that street improvements to Fifth
STREET IMFROY
Street, S.E., including necessary cuts and fills be made at
such time that the Town could undertake same.
