SPECIAL A special meeting of the Town Council of the Tnwn of
M£ETIxa
Pulaski, Virginia was held in the Municipal Building at 4 p.#.,
June 2~, 1952.
There were present:
Mayor H. R. Imbaden, presiding
Councilmen: I.R.Gauper,O.O. Crowell,i~P.D.Macgill, Jr. ,
J.R.Martin, G.R.Steger,~.F.White,$.T.Pain~er.
Absent: T.F.~tirt.
Also present:

PROPOSED - ~."he Mayor stated -the meeting was called to further

consider the proposed budget far the year ending June 3D, 19;3.
On motion duly made by I. R. Carper, seconded by 1R.F.~hite,
it was unanimously
Tentativ®ly RESOLVED, that the proposed budget for year ending Ju.~-e 30,
approved - - .
1953 be tentatively approved, subject to public hearing to bM held
July 8, 1952.
On motion duly Yaade by ~.F.~hite, seconded by G.R.Ste~er,
it was unanimously -
J.H.CHAPMAN RESOLVED, that the Town of Pulaski enter into agreem®~t

SEMER' with Mr. J. H. Chapman, said agreement to cover the ins tallai.on

of a sewer service line from the s®wer main on Prospect Avenge
to the lot on the northeast corner of the intersection of Pr~+spect
Avenue and Northwood Drive, on which lot M~. Chapman is presently

preparing to construct a residence, and
Be It Further Resolved, that upon the completion of tl~e
installation of the sewer line, reimbursements will be made 1
Mr. Chapman to the Town of the cost of such work, said coat be

Be It Further Resod ed, that in view of the fact that '`the
property of Mr. Chapman is without the Town corporate limits,~jshouhd

one year after the installation of the sewer lin®, then the

Be It Further Resolved that the Town Attorney
shall prepare a proper agreement between the two
parties containing the above provisions and"such other
provisions as mdy be deemed necessary and advisable by
the Torre Attorney, and tYiat ,such agreement be executed
by the Mayor on behalf _of the Town and by Mr. Chapman
prior to the installation of the surer service line.

RESOLVED, that Mr. J. P. Miller, C.P.A., be
employed at a cost not to eaaeed 800.00 to audit the
books for the year ending June 30, 1952.
The Town Manager presented a pe tition by
A, M. Harman, Jr. and Matthew M. Gemmell for curb and
getter on the west side of Prospect Avenue between 13th
and 14th streets. '
On motion duly made by E. T. Painter, seconded
by J.R. Martin, it was unanimously
CURB AN'D (~IIT'i'SR " RESOLVED, that curb and gutter be authorised on

BETVIEEN 13TH the west side of Prospect Avenue between 13th and 14th
streets, contingent upon the property owners paying
one-half of the cost to be proportioned on a frontage
basis, and further, that an appropriation of Eight
H~xndred ( 800.00) Dollars be made from the General
Funds to cover the cost of this improvement.

ORDINANCE ON RESOLVED, that the Mayor be authorised to put

EFFECT "Restricting dater Use" as approved June 22, 1946, and
Be It Further Resolved, that the Mayor make
effective at this time and as provided above only those
provisions of the ordinance which prohibit use of the
niunieipal water supply in the sprinkling of lawns,
gardens or flowers. _
On motion duly made by G.R.Steger, s®conded by
1P, D. Macgill, Jr. , and carried by a unanimous vot®, the
following ordinance was adopted: _

BE IT ORDAINED by the Council of the Tda n of
Pulaski, Vir ginia that authorised employees of the

1l6ater Department are hereby directed to make routine inspections j
of all plumbing and rater use facilit#es of consumers eomieced to
the_muaicipal water supply with the int®ntion that the consu~,ers~
attention be directed to leaks or otYier wasteful features of,
their rater sytem,
BE IT FiTRTHER ORDAINED that the Town dater l~epar~nent
shall bring to the attention of the consumers of such misuse 'of
rater and determined through the above authorized inspection~i, and
that failure to take corrective measures on the part of the
sonsumers following proper written notice by the Torn of Pulaski
shall constitute a misdemeanor, and violation of the ordina~ce.
Any person, firm or corporation violating this ordinance shad
upon conviction thereof be fined not less than Two Dollars acid
Fifty Cents 02.50) nor more than Ten 010.00) Dollars, a ad or a
second violation the water service may be discontinued.
This ordinance shall be effective immediately frb~x
the date of its passage.

Phillies had been changed as of June 20, 1952, and Mr. L.D.Sl~vlan,
Business Manager under the new owners hip, desired to enter io a
formal agreement with the Toxn.

The Town Manager advised that Mr.1/.F.Smith,
Urban Engineer for the Virginia Department of Highways, in a
recent visit to his office, had stated that approximately'
~?5,000.00 was available to the Town for a ma3or Federal
highway pro~ett, as had accumulated over the past fiv®
years, under the Federal Urban Aid Program. This money was
held in abeyant®, and represents the percentage basis on whit h
such F.U.A. work is approved, i.e. ?5~ of the t®sts borne
by the Fed®ral Goverrmment and 28~ by the mnnitipality.
The Townts percentage pari~itipation would bring the total
to $100,000.00 which could be used on a pro~ett in the
town. Mr. Smith had stated that if funds were not used over
a Considerable period of time, it was their policy to divert
such monies to municipalities or projects elsewhere.
