Wirt, it was unanimously _ BLDG. PERMITS RESOLVED, that the following applications for building permits be approved: To James R. Glenn for frame addition of one bath and two rooms, outside stairs to convert property at 240 4th Street, 1~.~1. from three to four apartments, estimated X2,000.00; To W. R. Bentley for cinder block dwelling and private garage on east Locust Street, Pour rooms and bath,, estimated X2,800.00 (doing own Qonstruation); to Jack W. J~Eg CAhFP.~' Mr._ James Calfee, representing the Pulaski BUDGET INCLUS IOA REQUESTS County Chaptsr of Virginia Voters League appeared and requested that the Town aossider the following three items for inclusion in the present year's budget: 1. Purchase of Langhorne property .Main Street and installation of bridge on M-est Main gtreet. 2. widening Elm Street between Stuart & Jackson Avenues and opening Miller Street between Stuart Avenue and 4th Street, S.E. 3. Installation of traffic signal at Dora Highway and Washington Avenue. BANE CURB AND GUTTER REQUffiT gutter on west Mr. M. G. He stated .that ha had' borne tl~ entire cost atF~the time the Town in tailed approximately 113 Peet of curb and ga.~ter in front of his property several years ago, and inasmuch as hb desired fifty more feet, it was his opinion that as a public npr©ve- ment, the pro3ect at the present should go through the entireblock and his previous payment should constitgta a credit on one-ha~jf of the total cost of installation of curb amd gutter to complete the block. On motion duly made by I. R. Carp®r, second®d byx J. R. Martin, it was unanimously Referred RESOLVED, that the matter of curb and gutter on Street Committee west side of Prospect Avenue between 12th and 13th Streets b® & Town Mgr. referred to the Street Committee and the Town Manager for vie~Iiag and recommendation. JOE D. CAIISBY Mr. Joe D. Causby appeared to appeal Councils decision to revoke taxi drivers permit following denial by the Chief' if Police and the Mayor. The Town Manager reviewed the Arrest Rycord of Mr, Cansby, stating no charges had been made agai nst Mr. C~Iusby Por one year, and two previous charges were not driving charg~is. . On motion dply mad® by T. F. Wirt, seconded by 0, 0. Crow®11, it was unanimously -Temporary RESOLVED, that a temporary taxi drivers permit die taxi drivers permit given Joe ~3, Cattsby oa probation, said permit to be automa.tic~].ly issued revoked upon any conviction of ma3or traffic violation. Personnel services under Street Dept.,Functi 11A. 4. Surfa:c ing COntraCt of 9,000.00 under Highwa ~ 5. Capital Outlay Reserve of 25,000.00. The Town Manager explained is detail the various;::., points as mentioned by Mr. Haver, which information was accepbd p€ i~~f~ BUDGET 1952-195 APPROVED PETITION PLANT VINE & BAS STREETS FOR S EiER Council Minutes Conttd. as satisfsat~ory by Mr. Haver. Pulaski, Va., July 8, 1952 On motion duly made by T. F. Wirt, seconded by ~'. F. White, and unanimously carried BE IT O~AItvID that to provide for the current expenses and other expenditures of the Town of Pulaski for the twelve months fiscal period ending June 30, 195, the folloxing appropriations are hereby authorized for the various funds : See Pales Follom-ia~;: Nos. 2000B ~C ~D. and E. The Town Manager read a petition presented by 21 residents on Plant, Vine and Back Streets for sealer extension. It was the consensus of Council that said petition be placed in line with other projects. In connection therewith, tl~e Town Manager advised considerable survey work would need to be done before estiffiate of cost could be provided. The Town Manager stated that prior appropria- ti on of Counc it to cover the cost of curb and gutter on Prospect Avenue between 13th and 1.4th Streets in front of properties oP Matthew M. Gemmell and A. M. Harman, Jr. applied to past budget, and it was necessary to make an additional appropriation to cover the Town in the current year. 0n motion duly made by T. F. 1Mirt, seconded by J. R. Martin, it was. unanimously CURRENT YEAR- RESOLVID, that an apps°opriation of Eight APPROPRIATION CURB AID IDliundred 0800.00) Dollars be made from the General Funds ~- HAR~N to cover the cost of curb and gutter on .the we~at side of r Prospect Avenue from 13th to 14th Streets, :contingent upon the property owners paying one-half of the cost. On motion duly made by O.O..Growell, seconded by G. R. Steger, it was unanimously ORDINANCE SZ'0`P SIGNS AT JEFF RESOLVID, that an ordinance- passed October 2, AND FIRST 1951 providing for four stop signs at intersection of AMENDED Jefferson Avenue and 1st Street, South, be amended by a redraft.. to be prepared by the Town Attorney to provide for a four-way stop during the months Jefferson School is is session, and a two-way stop during the summer months. Steger, and unanimously carried ORDINANCE BE IT ORDAINED that parking on the north and the~~south PARKINt~ 2ND S~: sides of 2nd Street, N.E., between Maths on Avenue and the Nor~blk N.E. H~OIIR~ and Western Railroad siding, shall be restricted to one hour ~{arking between the hours of 8 a.m. to 6 p.rs.. on all days except holi~sys and Sundays, and that this ordinance b® enforced the same as ether parking regulations of the Town of Pulaski. The Town Manager advised of the request from Gamier Avenue residents for delivery of water by Town in prey eat dry seas®n, inasmuch as the well from which water had b®®n recur®~ was considered unsafe. The recent request bf residents on Crestl Drive was further discussed. On motion duly made by W. F. White, seconded by ~(.0. Crowell, it was unanimously DRNELI~ RESOLVED, that the Town lays 3/4" water line on~itop AV~EN~iE of ground on Crestline Drive to a convenient point to provide -WATER- drinking water, and that a tank truck be used to provide only u _drinking water on Garner Avenue on such schedule as determim~d b'T the Town Managex•. INTERNATIONAL The Town Manager advised of the request of the I~er- AIR SHOWS national Air Shows of Charl©tte, Ner th Carolina, to use Loving Field for an air show on July 13, 1952. He stated an agreeme~t would be drawn up to save the Town harmless and protect the property, if such show be permitted. On motion duly made by G. R. Steger, seconded 'by°~ E. T. Painter, it was unanimously RESOLVED, that the International Air Shows of Charlott®, North Carolina be permitted to use Loving Field fo~+ a7a air show on July 13, 1952, provid®d proper agreement covering provisions as discussed be entered into, and ftiirther, that th~i Town Manager be authorized to see that the agreement be carri~ld out as to provisions therein. ~~~~~ Counei~.
